Chapter 1 General provisions

Art. 1 Purpose and scope

1 This ordinance lays down the principles applicable to all the controls of the acquired and teaching units in the fields of study leading to bachelor's and master's degrees at the Zurich Federal Polytechnic School (EPF Zurich).

2 It also applies to:

A.
Mobile students, host students, and specialized students who attend teaching units at the ETH Zurich and pass on acquis controls;
B.
Educational training courses to the extent that the relevant education regulations do not otherwise have them.

3 Art. 6, 13, 14, 23, 29 and 30 of this Ordinance apply to university-based continuing education programs in so far as management does not enact contrary requirements in this regard.

4 Art. 3, 6, 8 to 10, 13, 14, 23, 29 and 30 of this order apply to doctoral and doctoral examinations to the extent that the order of 1 Er July 2008 on the PhD of the ETH Zurich 1 Does not contain any provisions to the contrary. This order does not apply to doctoral studies at the EPF in Zurich. The competent department may, however, declare certain provisions of this order applicable.

5 This order shall not apply to teaching units or to the control of the acquis governed by provisions laid down outside the Area of FIF; in particular, it shall form part of the teaching units and the controls of the acquis carried out by Other high schools.


Art. 2 Definitions

In this order, the following means:

A.
Bachelor: The first round of studies, with a value of 180 credits according to the European Credit Transfer System (ECTS credits), which leads to a bachelor's degree;
B.
Master: The second round of studies, from a value of 90 to 120 ECTS credits, leading to the completion of the master's degree;
C.
Teaching unit: One or more courses subject to review as a unit and for which a number of ECTS credits are available globally;
D.
Acquis control: Any procedure for monitoring and evaluating students' achievements, in particular examinations, series of examinations and written works;
E.
Examining: Procedure to control and sanction by a note the mastery of course material of one or two semesters;
F.
D series ' Examinations: A number of examinations that must be performed during the same session and for which the average scores are calculated;
G.
Review session: A period of several weeks during the semi-annual vacation, during which the session examinations take place;
H.
Review phase at the end of the semester: Several weeks of examination including the last weeks of the semester and the first weeks of the semi-annual holidays which follow and during which the checks of the end-of-semester acquis take place, in particular the examinations End of semester;
I.
Basic examination: Review to sanction the base year of the bachelor's degree;
J.
Deadlines: All time limits for studies, including the maximum duration allowed for studies preparing for bachelor and master's and training courses, the time limits for registration and the withdrawal of registration in the Control of the acquis, for the presentation of the checks on the acquis as well as the individual review schedule fixed by the rector; deadlines for the delivery of semester, bachelor's and master's work are not considered as time limits Of studies.

Chapter 2 Provisions concerning control of the acquis in general

Section 1 Information for students

Art. 3 Binding nature of communications relating to the controls of the acquis

Communications concerning the control of the acquis are binding as soon as:

A.
They can be viewed from the Zurich EPF e-mail box assigned to each student at the time of registration;
B.
They have been given in writing; or
C.
They are published in an appropriate form, in particular on the EPF website in Zurich.
Art. 4 Curriculum of courses

1 Each department shall indicate in the course programme, for all the teaching units it proposes, the following information:

A.
The number, title, semester, type, number of hours per week of semester, teachers and responsible reviewers;
B.
The purpose and objectives of the courses;
C.
Allocation to one or more classes of teaching units;
D.
The conditions that may be required to complete the course;
E.
The number of ECTS credits, in accordance with the guidelines issued by the Rector for the credit system;
F.
The language used in the teaching unit concerned and the language used for the controls of the relevant acquis;
G.
The form and timing of the checks on the acquis (session examination, control of the acquis at the end of the semester or semi-annual acquis);
H.
The necessary condition for admission to the control of the acquis;
I.
The mode (written or oral) and the duration of the control of the acquis;
J.
Aid authorised in the control of the acquis.

2 This information is binding at the beginning of the semester. In certain duly motivated cases, the rector may grant amendments requested after the beginning of the semester, to the extent that the application was filed before the expiry of the date of registration in the control of the acquis within the meaning of Art. 9, para. 1. Post-coup amendments are communicated in accordance with s. 3. Applications filed too late are not taken into account.

3 If a teaching unit mentioned in the programme is proposed by another department, the information decided upon by the department proposing it must be taken up for that teaching unit.

4 The information according to para. 1, let. D to g, require the approval of the President.

Section 2 Acquired controls, assessment of achievements, appropriations

Art. 5 Arrangements for the control of the acquis

1 The arrangements for a determination of the acquis, in particular the form, timing, mode, duration, subject matter, language and authorised aid, shall be defined in a uniform manner for all students.

2 They are defined by the department which carries out the control of the acquis in question. It is the regulation of the last used teaching unit that applies.

3 The principle referred to in para. 1 with the approval of the Rector, in particular for the control of the acquis:

A.
Students must pass in order to be admitted to the master's degree;
B.
That students with disabilities have to go through;
C.
That some students may not be able to move on to the expected date for important reasons related to education, particularly as a result of a mobility stay or a mandatory internship.

4 In the event of exceptions to the principle set out in para. 1, the purpose of the control of the acquis must remain guaranteed.

Art. 6 Assessment of Prior Learning

1 Prior learning outcomes are assessed by means of a "successful" or "unsuccessful" rating or rating.

2 The best score is 6, the worst 1. Sufficient gains are noted from 4 to 6, with insufficient gains from 4 to 1. The half marks and quarter-points are allowed. The averages of the notes are rounded to two decimal places.

3 Notes awarded by other universities and recorded in the certificate may differ from s. 2.

4 A series of reviews is successful when the weighted average score is at least one 4. The weighting of the various examinations of a series is defined in the rules of study. No other condition for the successful completion of a series of examinations is allowed.

Art. 7 Acquisition of credits, excluding the course of study

1 ECTS credits are allocated only for sufficient benefits.

2 A student is excluded from a study stream:

A.
Does not obtain the sum of the ECTS credits required to complete the relevant course of study;
B.
Which has, where appropriate, exceeded the maximum number of non-successful acquis controls fixed in a specific category of teaching unit; or
C.
Exceeded the maximum duration of authorized studies.

3 The other conditions required to complete the studies shall be laid down in the relevant studies.

Section 3 Access to acquisition control, registration and withdrawal of registration, interruption and absence, delay, cheating

Art. 8 Access to Prior Learning Control

1 Only students and registered specialist students can present themselves to the acquis controls. The rector may provide for exceptions to the obligation to be registered where the administrative burden is not justified.

2 The education regulation or course programme may provide for other exceptions for access to certain acquis controls.

3 The rector shall, in agreement with the departments, define the types of acceptable conditions of access and the procedures for the procedure.

Art. Registration and withdrawal of registration

1 The Rector shall determine the place, the time limit and the other modalities of the enrolment in the examinations of the session and the checks of the acquis which the students must spend at the end of the semester during the examination phase.

2 The rector determines the maximum number of examinations of sessions to which each student can register for each examination. On request, it may authorise exceptions in duly substantiated cases.

3 Registration may be withdrawn without justification up to seven days before the start of the examination session. If the test is part of a series of examinations, the withdrawal of the registration shall cover the whole series.

4 The rector shall lay down in agreement with the departments the time limit in which the entry to a control of the acquis to be presented at the end of the semester during a series of examinations may be withdrawn without justification.

5 Once an individual examination schedule has been established, the withdrawal of the registration must be duly justified. The rector appreciates the rationale for the withdrawal of the registration. If this ground is not valid, the control of the acquis must be passed on to the expected date. If the student does not pass it, s. 10, para. 4, is applicable.

6 The Rector decides on the consequences of failure to comply with time limits in the event of registration and withdrawal of registration.

7 The content of paras. 1 to 6 is communicated to students by e-mail or in an appropriate manner, in particular on the EPF website in Zurich.

Art. 10 Interruption and absence

1 The candidate may interrupt a test session at the end of the semester only for a cause of force majeure such as illness or accident.

2 A candidate who interrupts a review session that takes place at the end of the semester shall immediately inform the body which has received its registration and submit the required supporting documents.

3 In the event of an interruption, all the checks of the past acquis remain valid. Past tests which form part of a series of examinations shall be taken into account in the resumption of examinations.

4 If a candidate fails to take control of the acquis without good reason or good reason, the test shall be considered to be unsuccessful. If the test is part of a series, the whole series is considered to be unsuccessful. In this case, the failure is indicated by the word "interruption".

5 The assessment of the grounds relied on is the following:

A.
The rector, for examinations submitted at a session and for checks of the acquis to be carried out during the series of examinations at the end of the semester;
B.
From the Education Officer, for the other controls.
Art. 11 Delay

1 Any delay in the delivery of work, including semester, bachelor's or master's, is considered to be a failure. In this case, the failure is indicated by the word "interruption".

2 The Study Delegate may extend the time limit upon submission of a duly substantiated request. Illness or accidents are considered valid reasons.

Art. 12 Application for Extension of Study Time

1 The rector shall determine the time limits in which a duly substantiated request for extension of a period of study may be filed at the latest. Illness or accidents are considered important reasons. The deadlines are communicated in an appropriate manner, in particular on the EPF website in Zurich.

2 Late applications are not taken into account.

Art. 13 Tricherie

The penalties applicable to cheating during the checks of the acquis are governed by the Disciplinary Regulation of 2 November 2004 of the EPF of Zurich 1 .


Section 4 Repeating of acquis controls

Art. 14

1 If a candidate fails to take control of the acquis, he or she can be represented only once.

2 If this is a series of tests, the entire series must be redone.

3 When a candidate passes a check on the acquis, he or she may be asked to provide a new certificate proving that he has taken the relevant courses. Except for those units that are the subject of a test in the basic examination or in a series of examinations.

4 When a review of the acquis has been carried out, it is the regulation of the last course followed which governs the arrangements for this control.

5 A review of the acquis can only be carried out if a decision has been found to have failed to do so.

6 A successful acquis check cannot be passed on. Art. 43, para. 6, of the order of 30 November 2010 concerning admission to the EPF of Zurich 1 Is reserved.

7 If it is not possible to pass a control for a given course, the study delegate determines whether and by means of which educational benefits the corresponding ETCS credits can be acquired.


Section 5 Taking into account the results obtained in another high school and providing controls on the acquis

Art. 15 Principle

At the time of admission, students from another high school or from another study stream from the ETH Zurich, as well as those who return to the Zurich EPF, can be counted on the results obtained and are exempted from the tests of the Acquired. The order of 30 November 2010 concerning the admission to the EPF of Zurich 1 Is applicable.


Art. 16 Taking into account the results obtained in another high school

1 The checks of the achievements made successfully in another high school in the framework of the mobility programmes shall be taken into account, provided that the programme of studies has been previously established with the study delegate. The program may be modified in the course of studies with its approval.

2 The rules of study may provide that other persons than the Education Officer may be competent for the tasks set out in para. 1.

3 The rector fixed the scale for the conversion of the notes expressed on another scale.

4 If the checks of the acquired in another high school are elements of a series of examinations to be passed to the ETH Zurich, the average is determined from the notes obtained at the FIF in Zurich and the other high school.

5 If a candidate fails a series of examinations, he or she must pass the whole series to the EPF in Zurich.

6 As a general rule, the results of the tests carried out in another institution are indicated under their original name, to which is the name of the institution.

Section 6 Examiners

Art. 17 Examiners

1 Teachers pass the controls on the achievements in the disciplines they teach. If they cannot do so because of illness or for any other reason of a professional nature, the delegate to the studies of the department concerned may at any time appoint other competent examiners.

2 The candidate cannot avail himself of a right to be examined by a particular examiner.

3 If courses are provided by several teachers, the education representative appoints the responsible examiner. It informs the refocusing of its decision at the latest at the beginning of the semester.

4 If the rules of study do not provide otherwise, the examiners shall have the following tasks:

A.
Choose the subject matter of the acquis control;
B.
Inform students in good time of the subject matter of the control as long as it differs from the subject matter of the relevant discipline;
C.
Drafting the wording of the questions;
D.
To take control of the acquis;
E.
Assess the performance of the candidates;
F.
Propose a note to the conference for the award of marks if it is awarded for a test within the meaning of s. 19.

5 The information referred to in para. 4, let. B, is communicated by letter, by e-mail, in writing during the course or by publication in the course programme. The communication is made no later than four weeks before the control of the acquis, but in all cases before the end of the semester.

Art. 18 Assessors

1 An assessor must be present at the controls of the oral acquis if only one examiner carries out the check.

2 If the rules of study do not provide otherwise, the examiner chooses an assistant, a scientific assistant or any other competent person as assessor.

3 The second assessor the examiner in the conduct of the oral control so that it takes place in the rules. It shall record the conduct in writing in an appropriate form for the purpose of the conference for the award of notes or, where appropriate, an appeal body.

4 When several examiners are present, one of them provides the functions of assessor.

Art. 19 Conference on the allocation of notes, exercise of discretion

1 For the basic examination and for each set of examinations, the examiners and the Education Delegate constitute a conference for the assignment of notes.

2 This conference is chaired by the Education Delegate.

3 It decides on the mark to be awarded for each control based on the notes proposed by the examiners. This decision is made when the candidates have completed the basic examination or the series of examinations.

4 A student representative is invited to attend each conference. It has observer status. The department shall lay down the detailed rules in its internal rules.

5 For other controls to which failure may also result in the exclusion of the sector, the department shall ensure by means of a conference or other appropriate measures that the examiners exercise their discretion In accordance with the law in the assessment of the acquis.

Section 7 Communication of results, inaccuracies

Art.

1 The results of the basic examination are communicated to the students in writing.

2 Students can consult all other assessments of the Internet acquis in the corresponding application of the ETH Zurich. An e-mail alerts them periodically when new assessments are available for the controls they have passed.

3 The communication also indicates how to proceed in the event of inaccuracies.

Section 8 Organisation of acquis checks and examination schedules

Art. Organisation of acquis controls

1 The review organizes the examination sessions. In particular, it fixes the dates of the examinations.

2 The Rector is in uniform, in agreement with the departments:

A.
The competences for the organisation of the acquis controls to be carried out outside the examination sessions;
B.
The beginning and duration of the review sessions and the phases of end-of-term reviews.
Art. Review Schedules

1 The Rector prepares the schedule of exams to be spent at the sessions.

2 When the examination schedules have been prepared, an e-mail indicates to the students and examiners that they can consult their personal examination schedules on the Internet in the corresponding application of the ETH Zurich.

3 The personal review schedule is binding on both parties.

4 If an oral examination cannot take place on the scheduled date, in particular due to illness or accident, individual modifications within an examination session may be agreed between the students and the examiners. The person who is responsible for the amendment shall immediately communicate the amendment in writing to the body setting up the examination schedules.

5 Written examination deadlines cannot be changed.

Section 9 Copyright, Archiving

Art.

1 A student who writes a work, including semi-annual work, bachelor's or master's, and creates computer models or computer programs in the course of control of the acquis is deemed to be the author within the meaning of the law on the law Author.

2 The work referred to in para. 1 may be archived by the relevant organization units of the ETH Zurich and, as long as copyright law permits, reused or returned to the author. They shall be rendered only two years after the communication of the result. Where an appeal is pending, they shall be rendered only two years after the delivery of a final decision to record the outcome of the review.

3 The other written tests and oral tests shall be kept for two years after the decision to record the result of the examination and then destroyed. Where an appeal is pending, the documents may be destroyed only two years after the issuance of a final decision to record the outcome of the review.

Chapter 3 Special provisions for the Bachelor and Master's degree course

Art. 24 Basic Scan

1 The tests of the basic examination must be entered into a single session.

2 The basic examination must be completed within two years of the date of commencement of the studies, possibly including repetition. It must be passed for the first time at the summer session immediately following the end of the first year of study or, at the latest, at the next winter session.

3 If the candidate is prevented from presenting for fair reasons, the rector may extend these time limits and take further action. Illness and accidents are considered just cause.

4 If a leave of absence has been granted to the candidate, the rector may extend the period up to a maximum of one semester.

5 A candidate is definitively excluded from the bachelor's degree:

A.
If he has failed the basic examination twice; or
B.
If it did not meet the time limits set out in paras. 2 to 4.

6 Students may pass the checks on the acquis prescribed by the rules of study before the basic examination, subject to possible admission requirements.

7 If the student voluntarily repeats the base year without having passed the basic examination, the rector may extend the time limits set out in para. 2 of a maximum of one semester on request duly substantiated and take other measures. Such a request can be made only once and only after the end of the base year. The maximum length of time allowed for bachelor studies remains unchanged.

Art. 25 Bachelor's work

1 The rules of study may provide for a bachelor's degree.

2 The time at which this work is to be filed and its duration must be fixed in such a way as to guarantee the passage to the curriculum preparing for the master's degree within the time prescribed by the rules of study.

3 The work of bachelor is sanctioned by a note.

4 This work is sanctioned by a number of ECTS credits. These are recorded in the total number of ECTS credits required to obtain a bachelor's degree.

5 If a student repeats the bachelor's job, he or she must choose a new subject.

Art. 26 Master Job

1 Each course of study includes a master's job.

2 The duration of the preparation of this work is four to six months and is laid down in the Rules of Procedure. The latter may provide for a longer period, in particular where the work of the master involves other work, in particular if it is written in the course of an internship.

3 The work of master is sanctioned by a note.

4 The rules of study may lay down the conditions under which the work of master can be started.

5 Master's work is sanctioned by a number of ECTS credits. These are recorded in the total number of credits required to obtain the master's degree.

6 If a student repeats a master's job, he or she must choose a new subject.

Chapter 4 Maximum duration of studies, diploma

Art. 27 Maximum duration of studies

1 The student who has fulfilled the conditions required by the rules of study shall submit to the department responsible for the sector a request for a bachelor's degree or master's degree.

2 The application must be filed within the following time limits:

A.
For the bachelor's degree, five years from the beginning of the bachelor's degree;
B.
For the master's degree:
1.
When 90 ECTS credits are required, three years from the beginning of the course preparing for the master,
2.
When 120 ETCS credits are required, four years from the beginning of the course preparing for the master.

3 The regulations may provide for longer time limits when:

A.
Professional or multi-month industry courses, for which no ETCS credit is available, must be completed for graduation;
B.
Access to studies preparing for master's degree is linked to conditions within the meaning of s. 33, let. B, of the order of 30 November 2010 concerning admission to the EPF of Zurich 1 .

4 The Rector may, on a duly substantiated request, extend the time limits laid down in paras. 2 or 3. In particular, the causes of illness and accidents are considered correct. A possible reduction in the time limits laid down in Art. 43, para. 7, of the order of 30 November 2010 concerning admission to the EPF of Zurich remains reserved.


Art. 28 Diploma, Diploma Supplement

1 The candidate who obtains a bachelor's degree or master's degree receives a diploma, a certificate and a Diploma Supplement.

2 The Diploma:

A.
Indicates the identity of the graduate;
B.
Refers to the academic title awarded;
C.
Identifies, where appropriate, the specialty;
D.
Bears the signature of the rector of the ETH in Zurich and the head of the department;
E.
Carries the stamp of the EPF in Zurich.

3 For the sectors common to several high schools, the EPF of Zurich and the high schools concerned can issue the diploma jointly. The latter may deviate from the provisions referred to in para. 2. The details must be settled in a convention between the high schools involved.

4 For training courses or for other specific sectors, the diploma may deviate from the provisions referred to in para. 2. The details must be set out in a corresponding study regulation.

5 The rector fixes the information to be mentioned in the certificate and in the Diploma Supplement.

Chapter 5 Administrative Jurisdiction

Art. Consultation of Prior Learning Controls

1 The student who has taken control of the acquis may consult his written tests with the examiner for the six months following the decision recording the result of the check.

2 Such consultation shall be carried out in accordance with the conditions laid down in Art. 26 of the Federal Act of 20 December 1968 on administrative procedure 1 .


Art. Administrative Redress

An administrative appeal may be lodged with the FIF Appeals Board against decisions based on this order or the rules of study within 30 days of notification.

Chapter 6 Study Regulations, Pilot Projects

Art. Study Regulations

1 The competent department shall apply to the management of the school for a regulation of study for each sector preparing for a bachelor's or master's degree.

2 The rules of study contain provisions concerning:

A.
The distribution of the sector into categories of teaching units;
B.
The conditions to be met in order to apply for a bachelor's or master's degree;
C.
Where appropriate, the conditions for access to the controls on the acquis;
D.
The checks on the achievements of each course, the examinations which form part of the basic examination and, where appropriate, the grouping of several tests in a series of examinations;
E.
The nature and duration of the preparation of the master's work and, where applicable, the work of bachelor;
F.
The exact wording of the academic title in the English and German languages;
G.
How the final mark is calculated.

3 The rules of study may contain other provisions, in particular:

A.
The right of candidates to propose a subject for the work of bachelor and for the work of master;
B.
The extent of the bachelor's and master's work and the time available to prepare them;
C.
The right to work in groups in the control of the acquis and the control measures used to determine the contribution of each candidate.
Art. 32 Pilot Projects

For pilot projects, the regulations of studies of a limited duration deviating from this order shall prevail over the latter.

Chapter 7 Final provisions

Art. 33 Implementing provisions

The rector enacts the implementing provisions.

Art. 34 Repeal of the law in force

The General Order of 10 September 2002 concerning the control of the acquis at the Swiss Federal Polytechnic School 1 Is repealed.
