172.220.141 order on the joint organ of the Provident Fund of the Confederation (OOPC) of May 2, 2007 (status on 1 July 2008) the federal Council Swiss, view of art. 32nd, al. 3, of the Act of March 24, 2000, on the staff of the Confederation (FPL), stop: art. 1 purpose this order regulates the composition, election and the Organization of the joint body of the Provident Fund of the Confederation (joint body).
Art. Composition, term of office and election 2 the joint body consists of six representatives of the employers and six employee representatives of the administrative units referred to in art. 2, al. 1, let. a, b, f and g, FPL, administrative units decentralized without legal personality and own accounting and decentralized administrative units with legal personality and own accounts which are subject to the FPL without exception by a special law and without skills to employer within the meaning of art. 3, al. 2, and 37, al. 3, FPL.
The term of office of the members of the joint body is four years.
Only can be elected as members of the joint body of competent persons and qualified for the exercise of their management task. Gender and official languages must be fairly represented. It is possible to elect people who are not insured with the Pension Fund of the Confederation.
The employer representatives are appointed by the federal Council, on a proposal from the federal Department of Finance (FDF). The FDF beforehand consult the Conference of Secretaries General, the federal court and the Services of Parliament.
The employee representatives are elected by delegates of the Provident Fund of the Confederation to the Assembly of the delegates of PUBLICA. The delegates of the Provident Fund of the Federal Government adopt an electoral regulations.

Art. 3 organization and compensation the joint body of the Provident Fund of the Confederation is self-constituting.
The Presidency consists of a representative of a representative of employees and employers. They exercise for two years to turn the Chair and Vice-Chair.
The joint body shall draw up regulations.
Compensation paid to the members of the joint appeals body are set by the Board of the pension fund PUBLICA.
Art. 4 secretariat the secretariat is responsible for the smooth running of the business and establishes liaison with PUBLICA.
It is administratively attached to the federal Office of personnel and works according to the instructions of the joint body.
Art. 5 funding allowances paid to the members of the Joint Appeals Board and other fees, including secretariat, are funded through the part of the Pension Fund of the Confederation to the investment income.
Art. 6 amendment of the law in force the change in the law in force is set in the annex.
Art. Transitional 6aDispositions of the amendment of June 25, 2008 representatives of employees are elected for the first time on May 1, 2011 by the delegates of the Provident Fund of the Confederation to the Assembly of the delegates of PUBLICA.
If a representative of employees leaves the joint body before this date, personnel of Confederation associations designate his successor according to the old law.

Art. 7 entry into force this order comes into force with retrospective effect on 1 May 2007.
