0.822.712.1 original text Convention No. 11 concerning the rights of association and coalition of farm workers, adopted in Geneva on November 12, 1921 approved by the Federal Assembly on 20 June 1939, Instrument of ratification deposited by the Switzerland on 23 May 1940, entry into force for the Switzerland on 23 May 1940, amended by Conventions n 80 and 116 (State April 17, 2013) the General Conference of the International Labour Organization Convened at Geneva by the governing body of the international labour office, and having met on October 25, 1921, in its third session, after having decided to adopt various proposals relating to the rights of association and coalition of farm workers, understood issue in the fourth point of the agenda of the session, and having decided that these proposals would take the form of an international convention Adopt the convention below, which will be known as the Convention on the right of association (agriculture), 1921, ratified by the members of the International Labour Organization, in accordance with the provisions of the Constitution of the International Labour Organization.

Art. 1. any member of the International Labour Organization ratifying this convention undertakes to ensure to all persons engaged in agriculture the same rights coalition as workers of industry and association, and to repeal all legislative or other provision having the effect of restricting those rights for farm workers.

Art. 2. the formal ratifications of this convention, under the conditions established by the Constitution of the International Labour Organization, will be communicated to the Director-general of the international Bureau and the work by him saved.

Art. 3-1. This agreement will take effect as soon as the ratifications of two members of the International Labour Organisation have been registered by the Director-general.
2. it will not bind the members whose ratification will have been registered at the international labour office.
3. thereafter, this convention will enter into force for each Member on the date where ratification will have been registered at the international labour office.

Art. 4. as soon as the ratifications of two members of the International Labour Organisation have been registered at the international labour office, the Director-general of the international labour office shall notify that fact to all members of the International Labour Organization. It will also notify them the registration of ratifications which will subsequently be communicated to him by any other members of the organization.

Art. 5 subject to the provisions of art. 3, any Member which ratifies this convention undertakes to apply the provisions of art. 1, no later than January 1, 1924, and to take such measures that are necessary to make these provisions effective.

Art. 6. any member of the International Labour Organization which ratifies this convention undertakes to apply it to its colonies, possessions, and protectorates in accordance with the provisions of art. 35 of the Constitution of the International Labour Organization.

Art. 7. any Member ratifying this convention may denounce it on the expiry of a period of ten years after the date of the initial implementation of the convention by an act communicated to the Director-general of the international labour office and by him registered. Denunciation shall become effective one year after having been recorded to the international labour office.

Art. 8. whenever necessary, the governing body of the international labour office will present to the General Conference a report on the application of this convention and will consider whether it is necessary to register to the agenda of the Conference the question of its revision total or partial.

Art. 9 scope April 17, 2013 the texts in french and English of the present convention shall prevail one and the other.

Under a declaration of the People's Republic of China on July 13, 1999, the Convention is applicable to the Macao Special administrative Region (SAR) from 20 dec. 1999 RO 56 999 and SR 14 34; FF 1939 I 761 the convention was adopted in the third session of the International Labour Conference and signed by the president and the Secretary general of this session. Each State became party to the convention only after having deposited its instrument of ratification (art. 3). As a result of the dissolution of the League of Nations and the amendment of the Constitution of the International Labour Organization, certain modifications of the convention became necessary in order to ensure the exercise of the functions of Chancery who were previously entrusted to the Secretary-General of the League of Nations. It took account in this text of these amendments by the conv. October 9, 1946 (RS 0.822.719.0).
