I 1. Art. II 1. Each party may propose amendments to this Treaty. The text of any proposed amendment will be communicated to the depository Governments which transmit it to all parties to this Treaty. If one-third or more of the parties requested, the depository Governments will call a conference, to which will be invited all parties to study this amendment.
2. any amendment must be approved by a majority of the votes of all the parties to this Treaty, including those of all the original parties. The amendment will enter into force for all parties upon the deposit of instruments of ratification by a majority of them, including the instruments of ratification of all the original parties.

Art. III 1. This Treaty will be open for signature by any State. Any State which would not sign this Treaty before its entry into force, according to the by. 3 of this article, may join at any time.
2. this Treaty is subject to ratification by the signatory States. The instruments of ratification and instruments of accession shall be deposited with the Governments of the original parties - the United States of America, the United Kingdom of Great Britain and Northern Ireland and the Union of Socialist Republics Soviet - which are, by the present Treaty, designated as depository Governments.
3. this Treaty comes into force after its ratification by all original parties and after the deposit of their instruments of ratification.
4. for States whose instruments of ratification or accession will be tabled later in the entry into force of this Treaty, the latter will enter into force on the date of the deposit of their instruments of ratification or accession.
5. the depository Governments will quickly inform all States signatories and members of the date of each signature, the date of the deposit of each instrument of ratification of this Treaty and adherence to it, from the date of its entry into force and the date of receipt of any request for conferences or other communications.
6. this Treaty will be registered by the depository in accordance with art Governments. 102 of the Charter of the United Nations.

RS 0.120 art. IV EC Treaty will be unlimited.
Each party, in exercising its national sovereignty, have the right to withdraw from the Treaty if it decides that extraordinary events, related with the subject of this Treaty, jeopardize the supreme interests of its country. It must notify this withdrawal to all other parties to the Treaty with a notice period of three months.

Art. V field application on October 6, 2009 this Treaty, of which the English and Russian texts are equally authentic, shall be deposited in the archives of the depository Governments. Duly certified copies will be sent by the depository to the Governments of States Governments signatories and members.
