DETEC's Guidelines on Technical Requirements for Facilities to Ensure Access of Persons with Disabilities to Public Transportation

Stops:

Section 1 Purpose

Art. 1

1 This Order regulates the technical requirements for accommodation for persons with disabilities in facilities and vehicles:

A.
Public transport in general;
B.
Public transport by bus and trolleybus;
C.
Public cable transport with a transport unit of more than eight seats.

2 Its provisions are applicable subject to the proportionality requirements set out in the Act of 13 December 2002 on equality for persons with disabilities 1 .


Section 2 General requirements

Art. 2 Facilities, Facilities and Vehicles

1 SN 521 500 /SIA 500 "Barrier-Free Constructions", 2009 Edition 1 , is decisive for the general requirements to be met by buildings, installations and vehicles. 2

2 The requirements for carriage by rail, tram and boat which deviate from or beyond this standard shall be set out exhaustively in the following normative acts:

A.
Implementing provisions of the Railway Ordinance of December 15, 1983 3 ;
B.
Art. 6, para. 2 of the order of 14 March 1994 on the construction and operation of vessels and installations of public navigation undertakings 4 .

Art. 3 Park Places for Disabled Engines

1 If parking spaces are available at the stop points for passenger cars, parking spaces for disabled engines shall be furnished in accordance with Art. 65, para. 5, of the order of 5 September 1979 on the rules on road signs 1 . The number of parks for the disabled is:

A.
1 place for parks with 50 seats and less for passenger cars;
B.
2 places for parks from 51 to 150 passenger cars;
C.
3 places for parks from 151 to 350 passenger cars;
D.
4 places for parks from 351 to 750 passenger cars;
E.
5 places for parks with 751 seats and more for passenger cars.

2 The parking spaces for disabled persons shall be located close to the main access at the breakpoint.


Art. 4 General Information and Communication Systems for Clients and Emergency Appeal Systems

1 The wickets and meeting points must be traceable and recognizable by the hearing impaired and the visually impaired.

2 Information and communication facilities for customers and emergency call systems must be traceable and recognizable by the hearing impaired and the visually impaired, and can be used, if necessary, through small Devices for sale in commerce such as mobile phones or personal digital assistants (PDAs).

3 In vehicles and stop points where there is a great change of travellers, dynamic customer information must be accessible to the visually impaired and the hearing impaired both acoustically and optically.

Art. 5 Acoustic information

1 Acoustic information should be easily understood for the hearing impaired; attention should be paid to ensuring the proper sound of spaces for travellers. If necessary, they must be repeated or be able to be on call.

1bis At breakpoints where there is a great change of travellers, the understanding of acoustic information for customers must be at least 0.7 STI MW-Stabw Places marked especially for the hearing impaired on the wharves and, if necessary, at other locations. 1

2 For each installation of wickets equipped with intercommunication devices, it is necessary to equip at least one window of an induction amplifier for the hearing impaired and to sign it properly. 2

3 The information of the general displays must, if technically possible, complete the necessary conditions in order to be accessible by acoustic means.

Art. 6 Optical information

1 Optical information shall not cause reverberations, glittings or other phenomena having a disruptive effect for the visually impaired.

2 Optical information must be written in characters adapted to the needs of the visually impaired, in upper and lower case, with hams, but without any packaging. The ratio between lowercase and uppercase must be 5 for 7, depending on the possibilities. Given the covers and regardless of the brightness conditions, the contrast value of the characters shall be at least 0.6 for the static and non-lubricating information in relation to the background and at least 0.4 for the Autoluminous information. 1

3 Comparable static hours and information shall be displayed in such a way that the upper line is not more than 160 cm from the ground. The minimum case size must be 4 mm (16 points). It is possible to deviate from these values if screens are installed at a reasonable distance.

4 With regard to other static optical information, except the name of the stations, the size of the capitals must be at least 25 mm per metre of remoteness and the size of the pictograms and indications of tracks and sectors of at least 60 mm In vertical projection on the optical axis. In the case of a non-vertical projection, the size increases accordingly. The reference distance for reading is equivalent to the maximum reconciliation determined by a reading angle of 45 degrees for a height of the eyes of 1.60 m. 2

5 For electronic information that can be approached at any distance, the minimum size of the uppercase characters of the main information must be 14 mm. If the reconciliation is limited, the size of the characters of the main information shall be at least 25 mm per metre of remoteness and by vertical projection; in the case of a non-vertical projection, the size shall be enlarged accordingly. The reference distance for reading is equivalent to the maximum approximation, determined by a reading angle of 45 degrees for a height of the eyes of 1.60 m. The size of the characters can depart from these values for displays indicating at least the next ten links. 3

6 For electronic information, bold characters should be used; point representations (pixels) should, as a general rule, be clear on a dark background. When displaying alternate displays, the display duration is at least 3 seconds for up to 20 signs. Avoid text parades and red characters. 4

7 Screen displays located at locations that are important to the information must, as a general rule, be installed in such a way that the top line is not more than 160 cm from the ground. If multiple screens display the same information at these locations, at least one screen must complete this requirement.

Art. 7 Specific information for the visually impaired

1 At the main breakpoints and breakpoints for connections, tactile information concerning the number of the dock or track should be placed on the handrails, at appropriate locations for the orientation, or Still areas of the wharf.

2 At the main breakpoints and the breakpoints where the connections are complex, it is necessary to put a tactile system of guidance and mark a meeting point.

3 Information displays and other highlights in areas intended for customers should be provided with appropriate elements for the blind (p. Ex. Base or metal bar). Where necessary, large glazed surfaces shall be marked in accordance with the needs of the visually impaired.

4 The edges of the docks must be adequately lit. 1

Art. 8 Special information for people in wheelchairs

1 If possible from the point of view of operation, usable access in wheelchairs, the locations of the mobile lifts to allow access to vehicles and the locations for boarding on the platforms must be signed Clearly.

2 In vehicles, seats for wheelchairs should be indicated by an image, white on a blue background, of at least 60 mm, symbolizing a wheelchair. 1

Art. Automated banknote dispensers and obliterators

1 ATMs and obliterators must, in principle, be able to be used by people with disabilities. If it is not possible to guarantee its use by some persons with disabilities, appropriate alternatives should be provided to the groups of persons concerned.

2 The control elements of the vending machines shall be placed at a maximum of 130 cm of the floor. If, at the same height, there is a device for payment without digitising cash, the devices for introducing the currency may be placed higher. 1

3 The height of the obliteration slot of the vending machines and of the obliterators placed at the stops shall not exceed 110 cm. In vehicles equipped with vending machines or obliterators, at least one of them must be within the range of wheelchairs. 2

Art. 10 Vehicle doors opening keys (push)

1 Pushers for the public shall be placed at least 800 mm and not more than 1200 mm above the parking place. They shall be capable of being manipulated with a maximum muscular effort of 15 N by persons with a stump or arm stump or with a prosthesis, and shall have an optical contrast of at least 0.3 in relation to the background. 1

1bis The function of the pushers must be identifiable by the visually impaired and the blind through tactile markings. The tactile marking consists of two corner symbols. It is not necessary for the buttons placed on the grab bars to have tactile markings if the same bars do not have special function push pushers for wheelchairs as specified in para. 5. 2

2 Pushers on smooth surfaces shall have a relief of at least 5 mm from the surface. 3

3 At breakpoints where drivers or train operators do not see all the doors of the vehicle, when the doors are unblocked, the blind must be able to find an appropriate number of pushers by means of a light acoustic signal Located on the outer sides. 4

4 Pushers in vehicles shall:

A.
Memorize the door opening request and trigger it at the next stop;
B.
Where necessary, indicate the request for a stop to the rolling staff and confirm it with a visual and acoustic discharge signal in the passenger space;
C.
Be placed on vertical support bars; they may also be placed on or near doors, and at appropriate locations on the walls of the vehicle;
D.
Confirm the function for the visually impaired and the blind by an acoustic signal or pressure point.

5 Special purpose push pushers for wheelchairs should be placed inside and outside the vehicle, at appropriate locations, at least 70 cm and not more than 90 cm above the parking lot. They must wear a wheelchair pictogram and distinguish themselves in blue from the other push pushers. The duration of the door opening shall be extended as necessary. If an intervention of the rolling staff is necessary, they shall activate an appropriate optical signal and acoustic signal to the rolling staff and, if necessary, close to the door. 5

Section 3 Specific requirements for bus and trolleybus traffic

Art. 11 Accessibility of breakpoints

1 Persons in wheelchairs must be able to access the breakpoints. The slope shall not exceed 6 %, provided that topographical conditions permit.

2 At several levels, the slope of access shall not normally exceed 10 % or 12 % if the access is heated or covered.

3 The lateral inclination of the wharf shall not exceed 2 %, provided that topographical conditions permit.

4 On the wharves, the width of the crossing for wheelchairs must be at least 90 cm. If there is a risk of falling on the track for wheelchairs, the width of the crossing shall be at least 120 cm.

Art. 12 Wheelchair access surface

1 The wheelchair access surface includes the area that wheelchair users need to board the vehicle, including the area occupied by the ramp attached to the vehicle or by mobile metal ramps or aids to the vehicle. Boarding. 1

2 It must not contain any obstacles. It must have a length of at least 200 cm and a width of at least 140 cm, provided that space permits.

3 If wheelchairs equipped with removable electric motors or if electric scooters for disabled persons are carried on the vehicle, the access surface shall be at least 200 cm wide, provided that the space permits.

Art. 13 Soil Marquages

At breakpoints, tactilo-visual marks of at least 90 cm on the side shall be placed for the visually impaired and the blind at the height of the first door of the vehicle, in accordance with the standard SN 640 852 " Pedestrian tactilo-visual markings Blind and Visually Impaired " of the Swiss Association of Road and Transport Professionals, May 2005 Edition 1 .

Art. 14 1 Embarking and disembarking people in wheelchairs or using a walker

Boarding and deplaning must be guaranteed:

A.
For persons in wheelchairs or using a walker, by the following conditions applied between the wharf and the passenger compartment:
1.
A difference in the level and width of the spacing of up to 50 mm each, or
2.
A maximum difference of 30 mm and a width of up to 70 mm.
B.
For people in wheelchairs, a mobile ramp or integrated with the vehicle, an elevating platform or other technical solution.

Art. 15 1 Vehicles and equipment of vehicles

1 Low-floor vehicles should be used. In justified cases, especially if the topographical conditions so require, high-floor vehicles are permitted.

2 Vehicles of all classes shall meet the requirements set out in Annex 8 to Regulation No O 107 of the United Nations Economic Commission for Europe (UNECE) - Uniform provisions concerning the approval of vehicles of categories M2 and M3 with regard to their general construction characteristics 2 . The following discrepancies are reserved (figures in Annex 8 are in brackets):

A.
Ramps for wheelchairs, mobile or integrated with the vehicle, may have a slope of up to 18 % if the company's personnel offer assistance during boarding or deplaning (3.11.4.1.3);
A Bis .
Seats for persons with disabilities must also be usable by persons with disabilities because of age and must be reported (3.2);
B.
In vehicles of the M1 and M2 classes:
1.
Seats reserved for persons with disabilities are optional (3.2),
2.
Communication devices are optional (3.3),
3.
A ramp is admitted to the rear door, provided that personnel provide assistance during deplaning and boarding (3.6.2),
4.
Staff can also provide assistance to facilitate access to the intended location for wheelchairs (3.6.4),
5.
Door control is optional (3.9);
C.
In vehicles of the M3 class, a seat reserved for persons with disabilities is sufficient (3.2);
C Bis .
The wheelchair is secured by a seat belt secured with a hook at an appropriate place in the wheelchair;
D.
Vehicles of the class M3 of more than 12 m long used mainly in the traffic of agglomeration shall have, if possible, two slots provided for wheelchairs and two seats reserved for disabled persons.
E.
Pushers inside vehicles for persons in wheelchairs are governed by s. 10, para. 5 (3.9.1.2)

Art. 16 1 Door Contrast

The visually impaired must be able to recognize the shape of the push doors on the outside side of the vehicle.

Section 4 Special Requirements for Cable Transport Facilities

Art. 17 Stations

1 Parking spaces must be provided for persons with disabilities near the main access to the station.

2 The maximum slope of the uncovered ramps is 10 %, that of the ramps heated or covered by 12 %.

3 The maximum mesh size of the grids in the passenger area is 10 × 20 mm.

Art. 18 Vehicles

1 The space for passengers shall have a surface sufficient to allow wheelchairs to manoeuvre.

2 In the funiculars and in-and-coming cable cars, the automatic closing of doors must be announced optically and acoustically, in a perceptible way for the visually impaired and the hearing impaired.

Art. 19 1 Embarking and disembarking people in wheelchairs or using a walker

1 The boarding and deplaning of persons in wheelchairs or using a walker shall be guaranteed as a matter of priority without recourse to staff:

A.
By a mobile ramp or integrated with the vehicle of an inclination:
1.
Up to 18 % for a maximum difference of 50 mm,
2.
Up to 6 % for a level difference of more than 50 mm;
B.
By the following conditions applied between the wharf and the passenger compartment access area:
1.
A difference in level and a free space width of up to 50 mm each, or
2.
A level difference of not more than 30 mm and a clearance width of up to 70 mm.

2 Staff may, in the alternative, assist in boarding and deplaning. In this case, access for persons in wheelchairs must be guaranteed by a mobile ramp or integrated into the vehicle, a transhipment plate or a mobile aid. The inclination of the ramp or transhipment plate shall not exceed 18 %.

Art. Information and communication systems for clients and emergency call systems

Art. 4 applies only:

A.
Emergency call systems where the operation is not accompanied;
B.
Facilities for information and communication for customers and emergency call systems when the operation of the elevators and the coming-and-coming cables are not accompanied and there are intermediate stops.

Section 5 Final provisions

Art. Evaluation

The Federal Transport Office periodically checks whether the requirements should be adapted to the state of the art and proposes ad hoc measures to the DETEC.

Art. Entry into force

This Order comes into force on July 2, 2006.
