Chapter 1. Introductory provisions
Article 1 this regulation lays down provisions on the State's direct support
the company that publishes newspapers. In addition, there are provisions on
in some cases, support to companies that give out other newspapers.
Papers issued by the State or a municipality shall not be eligible for
assistance under this regulation.

4 § Operational support consists of general operating support and limited
operating aid.
Operating aid may only be used to cover the costs

High frequency daily a newspaper that normally comes out with six or seven numbers per week.
Medium-frequency daily a newspaper that normally come out with three to five issues per week.
Low-frequency daily a newspaper that normally comes out with one or two numbers per week.
Place the municipality where the newspaper's main editorial office is situated.
A region geographic area as set out in the annex to the regulation.

Chapter 2. Operating aid
General operating support to high-and medium-frequency newspapers
1 §/expires U: 2016-01-01/a high-or medium-frequency daily entitles
to General operating support if all of the following
conditions are met:
1. It should have a subscription edition of at least 1 500 copies.
If the magazine's editorial content is mainly written in
Sami or meänkieli, it shall have a subscription edition of
at least 750 copies.
2. Its total Edition will essentially be hired.
3. Its subscription price shall not be lower than
that is generally applied by the magazines in the corresponding
category.
4. It must not have a coverage rate which is higher than 30%.
5. The company that publishes the newspaper, where operating aid
has previously been granted to the magazine, have reported
the use of the aid provided for in Chapter 5. 3 a of the first subparagraph.
If, having regard to the conditions in the magazine's entire
origin is evident that coverage provides a
misleading image of the paper's ability to compete on
the newspaper ad market, should be excluded from the aid or get
the aid is reduced to a lower amount than would otherwise

5. The company that publishes the newspaper, where operating aid has previously been granted to the magazine, have reported the use of the aid provided for in Chapter 5. 3 a of the first subparagraph.
If, having regard to the conditions in the magazine's entire origin is obvious to coverage misrepresents the newspaper's ability to compete on the advertising market, the newspaper shall be excluded from support or get support reduced to a lower amount than would otherwise be disclosed. – 56 600 000 SEK for the year 2012,
– 53 700 000 SEK for the years 2013,
– 50 800 000 SEK for the year 2014,
– 47 900 000 SEK for the year 2015, and
— 45 000 000 SEK for the year 2016.

1.300 000 kroons up to a weekly volume of 30, up to a maximum of SEK 9 million,
2.220 000 kronor for a weekly volume between 30 and 71, not more than 9 million,
3.30 000 kroons for a weekly volume between 71 and 251, up to 5.4 million, and
4.25 000 kroons for a weekly volume from 251 and above, up to 16.6 million.
The total annual general operating aid may not exceed 40 million kronor (maximum amount).

General operating support to low-frequency daily newspapers
section 3 of a low-frequency daily newspaper are eligible for General
operating aid if all the following conditions are
true:
1. It should have a subscription edition of at least 1 500 copies.
If the magazine's editorial content is mainly written in
Sami or meänkieli, it shall have a subscription edition of
at least 750 copies.
2. Its total Edition will predominantly be hired.
3. It should have a subscription price for full year not
the Board of press subsidy is less than a set minimum price.
4. it shall have at least 1 000 spilled editorial content
per calendar year.
5. It must not be a paid advertisement share above 50%
of its entire newspaper space in a calendar year.
6. It must not have a coverage rate which is higher than 30%.
7. The company that publishes the newspaper, where operating aid
has previously been granted to the magazine, have reported
the use of the aid provided for in Chapter 5. 3 a of the first subparagraph.
For the purposes of the first subparagraph of paragraph 2, the dissemination of
marketing purposes, as is done for the same newspaper title
and at a maximum of five times per calendar year in the area where
the newspaper has its main share subscribers, not

-5 260 000 kr, if the Special Edition is at least 9 000
copies,
– 4 701 000 kr, if the Special Edition is at least 8 000

– 3 582 000 kr, if the Special Edition is at least 5 000
copies,
– 2 910 000 kr, if the Special Edition is at least 3 000
copies,
– 2 239 000 kr, if the Special Edition is at least 2 000
copies, or
– 1 679 000 kr, if the leased Edition is at least 1 500
copies.
For a newspaper whose editorial content is primarily
written in Sami or meänkieli and has a subscription
circulation of at least 750 and a maximum of 1 499 copies be provided yearly
General operating aid with the amount of press subsidy Board decides.
The aid may, however, a maximum of 1 679 000 kr.

For a newspaper whose editorial content is primarily written in Sami or meänkieli and has a subscription edition of at least 750 and a maximum of 1 499 specimens submitted annual general operating aid with the amount of press subsidy Board decides.
The aid may, however, a maximum of 1 679 000 kronor.

annual general operating aid with the

copies,
– 5 641 000 kr, if the Special Edition is at least 8 000

-4 298 000 kr, if the Special Edition is at least 5 000
copies,
– 3 492 000 kr, if the Special Edition is at least 3 000
copies,
-2 686 000 kr, if the Special Edition is at least 2 000
copies, or
– 2 015 000 kr, if the leased Edition is at least 1 500
copies.
For a newspaper whose editorial content is primarily
written in Sami or meänkieli and has a subscription
circulation of at least 750 and a maximum of 1 499 copies be provided yearly
General operating aid with the amount of press subsidy Board decides.
The aid may, however, a maximum of 2 015 000 kr.

§ 5/entry into force: 01/01/2016 For a magazine that comes out twice per week provided annual general operating aid with – 6 944 000 kroons, if the Edition is sold at least 9,000 to specimens,
– 6 205 000 kroons, if the Edition is at least 8 000 copies,
– 5 466 000 kroons, if the Edition is at least 7 000 copies,
– 5 097 000 kroons, if the Edition is sold at least 6000 copies,
– 4 728 000 kroons, if the Edition is sold at least 5,000,
-4 285 000 kroons, if the Edition is at least 4,000 copies,
-3 841 000 kroons, if the Edition is at least 3 000 copies,
– 2 955 000 kroons, if the Edition is at least 2 000 copies, or – 2 217 000 kroons, if the Edition is at least 1 500 copies.
For a newspaper whose editorial content is primarily written in Sami or meänkieli and has a subscription edition of at least 750 and a maximum of 1 499 specimens submitted annual general operating aid with the amount of press subsidy Board decides.
The aid may, however, a maximum of 2 217 000 kronor.

5 a of The General operating support as a low-frequency
daily newspapers are eligible for under section 4 or 5 shall not
exceed 75% of the operating costs associated
with the release of the eligibility of the magazine.

Limited operating aid
7 § Limited operating aid may be given for a newspaper

is written in one of the languages Finnish, Sami or
Meänkieli provided support with the amount equivalent to what a
low-frequency daily newspaper is entitled pursuant to paragraph 4. Support
may be a maximum of 2 239 000 kr.
For a magazine that has the right to limited operating aid under the
section 8 and that have an editorial content to at least 25%
is written in more than one of the languages Finnish, Sami or
Meänkieli provided support with the amount equivalent to what a
low-frequency daily newspaper is entitled under section 5. Support
may be a maximum of 2 686 000 kr. Regulation (2013:1137).
section 10/entry into force: 01/01/2016 For a magazine that has the right to limited operating aid under section 7 provided support with the amount equivalent to what a low-frequency daily newspaper is entitled pursuant to paragraph 4. The aid may, however, a maximum of 2 239 000 kronor.
For a magazine that has the right to limited operating aid within the meaning of section 8 and that have an editorial content to at least 25 percent are written in one of the languages Finnish, meänkieli, Sami, or provided support with the amount equivalent to what a low-frequency daily newspaper is entitled pursuant to paragraph 4. The aid may, however, a maximum of 2 239 000 kronor.
For a magazine that has the right to limited operating aid within the meaning of section 8 and that have an editorial content to at least 25 percent are written in more than one of the languages Finnish, meänkieli, Sami, or provided support with the amount equivalent to what a low-frequency daily newspaper is entitled under section 5. The aid may, however, a maximum of 2 955 000 kronor.

For a newspaper whose editorial content is primarily written in Sami or meänkieli does not apply the first subparagraph 4. However, operating aid is provided only for the Edition that is mainly distributed in Sweden. Regulation (2015:937).
Operating aid to electronically distributed magazines
11 a § Of electronically distributed newspapers receive operating aid
be adjusted if it is reasonable having regard to the costs of production
and distribution. (Regulation 1996:1607)
Calculation and payment
section 12 of the question whether a newspaper meets the requirements for
operating aid is to be assessed on the basis of the conditions
during the calendar year preceding the year for which the contribution

13 § Operational support is calculated for calendar years and with one-twelfth of
allowance for each calendar month.
Operating aid is payable for each full calendar month that the paper comes
out over the years by the aid.
Operating grants shall be paid monthly in advance. (Regulation
1995:635)

Phase-out of operating aid
section 15 a newspaper which no longer has the right to full
operating aid on the basis that it exceeds the requirement at the highest
household coverage is in the first year after such
right ceased to be entitled to three-quarters of the almost

entitled to one half and one quarter of the

Refunds and chargebacks
section 16 of The newspaper companies that have received operating aid is
repayable if
1. newspaper company by providing incorrect information or
in any other way has caused that the aid supplied incorrectly
or with excessive amounts,
2. the aid for any other reason than those referred to in paragraph 1 has been submitted
improperly or with excessive amounts and newspaper company

3. the aid has been used contrary to what is stated in Chapter 1. paragraph 4,
or
4. press the company does not provide such a report referred to in
Chapter 5. 3 a §. Regulation (2010:1538).

section 16, the Board may order that the press supported claim back a
amount equal to what the company improperly received.
If there are special reasons, the Board of press subsidy in whole or
partially waive recovery. Regulation (2015:301).
section 18 If an amount has been recovered under section 17 has not been paid
in time, the interest charged on the amount. For withdrawals

Chapter 4. Distribution support
Terms and conditions
1 § distribution support must be provided for each subscribed copies of a
daily newspaper
-whose Edition is mainly paid,
-which has a subscription price that does not clearly differ from the

serious reasons for such an arrangement, and provided

1. other newspaper companies that participate in samdistributionen in
distribution area accepts that the subcontractor is hired,
and
2. distribution company and the subcontractor agrees
to those other newspaper companies after production
to the Board of press subsidy should be able to get the information needed
in order to assess costs and cost allocation for a
planned or ongoing joint distribution.

5 § a distribution company may convey distribution support

others or to the distribution of any of the papers lead
for special transportation costs, may be pricing
adjusted for these differences. Such a practice may
not, however, mean that the price for the distribution of a
copies of the most costly newspaper gets more than
ten percent higher than the price for the distribution of a copy
of the least costly newspaper.
4. the company shall keep samdistributionen open to all
newspapers

Such a distribution company may, however, communicate

Transitional provisions

1. This Regulation shall enter into force on 1 July 1990, when
Regulation (1981:409) concerning State aid to
newspapers should cease to apply. This regulation

5. If a newspaper entitled to production refunds for
in 1989 are not eligible for general operating support for year 1990
under the new rules, the magazine still eligible
to operating aid for the year 1990 by two-thirds, and for 1991
with a third of the amount that was left as
production refunds for the year 1989.
The first paragraph does not apply to such magazines as
eligible for special production refunds pursuant to section 11 of the other
subparagraph, the old regulation and eligible for
limited operating aid under the new regulation. First
the paragraph also does not apply to such magazines as legitimate
the production refunds referred to in paragraph 13 of the old regulation.
6. Companies granted loans from the revolving loan fund and the press
are replacing the loan with utvecklinggsstöd under this
