The scope of the law



section 1 of this Act shall apply to the Lotteries organised for

members of the public.



A lottery shall be deemed to be held for the general public including as

conditions of participation requires membership in a particular group,

Definitions



section 3 of this law With the lottery, an activity in which one or more

participants, with or without intervention, can get one profits to a higher

value than each of the other participants.



The lottery is attributed



1. Drawing of lots, guess, betting and similar procedures,



2. market and funfair amusements,



3. bingo games, slots, Roulette games, Dice Games, card games,

chain letter games and similar games.



In determining whether an activity is a lottery shall take into account

to the general character and not only to the larger

or lesser degree of coincidence that are present in each individual case.

Authorisation and approval



9 § Lotteries may be organized only after authorisation, subject to the

General conditions for authorisation

Real lotteries



Who can get the permit



15 § authorisation to organise a real Lottery must be submitted to a

purposes,



3. don't refuse any entry as a member, unless there are

Permission may be granted to a legal person other than a non-profit

Union or a legal person aiming in particular to

promote a public purposes outside the country, if there is

special reasons for it.



Conditions for authorisation



16 § authorisation to organise a real Lottery may be given, if



1. the value of the winnings in the lottery is at least 35%

and not more than 50 per cent of the value,



2. profit share is stated on the ticket, the ticket lists or on

the place where the lottery is conducted, and



3. it can be assumed that the lottery will give the applicant reasonable

return and that this will be used for the current

public purpose.



The basis for the calculation of the value of earnings within the meaning of the first

paragraph 1 may be an assessment of the likely earnings outcomes.

This applies to the Lotteries that have a predetermined

profit plan and carried out in several counties.



Requirement provided for in the first subparagraph 3 on reasonable return does not apply

If there are special reasons for other things.

Lotteries that require registration

Lotteries don't need permission

may organize real lotteries without authorisation, if

(a)) an event or a meeting which the Association

organizes or participates in or



(b)) a bingo game that the Association organizes,



2. the lottery is conducted only in it for the event,

the gathering or bingo game intended area,



3. the value of each bet is a maximum 1/6 000

price base amounts,



4. the value of top prize amounts to no more than 1/6

price base amounts,



5. the total value of the prizes is equal to at least 35

per cent



and not more than 50 per cent of the value, if the number of operations

and profits and the value of which is determined according to a prearranged

plan,



6. profit share is stated on the ticket for banknotes or ticket lists or

in the local where the lottery is conducted,



7. ticket purchaser at the ticket purchase, know where and when the profits

The Government or the authority that the Government may

Games on slot machines and value machines



section 26 of the authorisation to organise games on slot machines and

value machines may be made if the game held on ships in

27 § authorisation to organise games on value machines in other cases

than those referred to in section 26 shall be given, if



1. the game is organised in conjunction with the hotels and

restaurant operations, whether it is for movement

licence under the alcohol Act (2010:1622) or in

connection with the bingo game,



2. the value of a player's bet amount to no more than 1/7 000

the price base amount per game,



3. the value of top prize amounts to not more than one hundred times

the operation;



4. a maximum of five value machines are placed at each venue,



5. the value of the prizes in the game represents at least 85% of the

6. slot machines can be controlled by telecommunications and

computer-based communications systems,



7. each slot machine provided with holder

8. it may be assumed that the slot machine will not be used

Conditions referred to in the first subparagraph may only be provided to a

Possession of slot machines and value machines



section 28 of the slot machines, gaming machines and goods value machines

Such machines may be held without special permission



1. of the authorized under section 25, 26 or 27 that

Roulette games and dice games



32 § authorisation to organise roulette games and dice games,

33 § At 32 examination pursuant to § 4, the licensing authority

section 34 authorization to organize card games may be given, if

to a maximum of 1/400 price base amount, and



4. an applicant for a permit with the requirements of § § 4 to 32 33.

Prohibition to participate in some lotteries



35 § The organizing betting in connection with horse racing

or organises slots, Roulette games, Dice Games, or

card games must not let someone under the age of 18 participate in

Lottery. The same applies to the delegates of the

36 § Employees or officers of the organiser of bingo games,

other machine games than gambling on value machine in Sweden, Roulette games,

Dice Games or card games may not participate in the lottery.

Prohibited practices

Licensing authorities



Real lotteries

45 § the Government may announce a special permit to organise the lottery in

other cases and other than as specified in this law. Such

Type approval



46 § Lottery inspection examines questions relating to the type-approval according to

section 14.



Authorization for possession of some slot machines



47 § Lottery inspection examines the issues of authorization under

section 28 to hold the slot machines, machines and

hardware game machines. Law (2009:1090).



Supervision and control



Central and local supervision



48 § Lottery inspection has the central oversight of this

law and the regulations issued under the law is followed.

Lottery inspection also exercises the closer supervision of

such lotteries organized with the permission of the supervision authority and

the Government.



The municipal licensing and Registration Committee and

the County Board has the closer supervision of such lotteries

get organized with the permission of or registration with the authority.



County administrative boards and municipalities shall help Swedish Gaming Board to

exercise central oversight.



Inspectors



49 § licensing authority and the Registrar

Fees



53 § Fees may be charged in respect of a permit, registration,

type approval and supervision according to this law.



In cases of a municipal board, the levy shall be paid in accordance with the

rate as the City Council determines.



In other cases, the fee shall be paid according to the regulations issued

by the Government or the authority, as the Government determines.



Penalty provisions



54 section to fine or imprisonment not exceeding six months sentenced the

Appeal

Transitional provisions



1994:1000



1. this law shall enter into force on 1 January 1995, when the law on lotteries

(1982:1011) shall cease to apply.



2. Authorisation to organise roulette games, Dice Games and card games

granted under older rules cease to apply at the latest by 1

July 1995.



3. Conditions other than referred to in 2 and which have been granted in accordance with

older regulations continue to apply. In the case of such permits

apply old regulations. Conditions that apply

ticket vending machines which are not permitted under the new law

may be extended until 31 december 1999.

Registration of lotteries under older rules will continue to apply.

If registration takes place according to the new law ends the old

the registration will expire.



4. The law shall apply with effect from 1 October 1994 in the case of

state lotteries to be held after January 1, 1995.
