1 Cape. General provisions
Article 1 this regulation lays down provisions for traffic on
Road and in terrain.
Provisions prohibiting driving in terrain in some cases
see the terrängkörnings Act (1975:1313) and
terrängkörnings Regulation (1978:594).

road traffic regulation (1995:137) for the municipal

2 § Within fenced railway or industrial area, fenced
competition area or a similar fenced area does not apply

Chapter 2. Rules for all road users

low speed, suddenly slow down or otherwise

Intersecting traffic

3. According to the road signs or any other relationship that
drivers on the intersecting road rights of way or
stop duty.
Overtaking should also not be done just before or in a
level crossing, but when
1. intersection has bar, or
2. traffic at the intersection is regulated by such
traffic signals used in road crossings.
Where visibility is obscured by a crest or in a curve may
overtaking happen only on the roadway in the direction of travel has at least two
lane of the oncoming traffic must not occur or in other
cases where overtaking can take place without a lane intended for

43 § a driver may start from the side of the road, changing lanes or on

Provisions relating to road tunnels

Common rules

the provisions of the first and second subparagraphs.

5. in a three-or four-wheeled motorcycle with bodywork or in a three-or four-wheeled moped with bodywork if seat belts are used, or
6. in the process of a moped class II which is designed to run on a pedal-and vevanordning and which engine does not provide
some power-ups at speeds above 25 km/h.
The driver must ensure that passengers who are under the age of 15 are using safety helmets or other head protection in accordance with the provisions of the first and second subparagraphs.
The Swedish Transport Agency may announce further provisions on exemptions from the obligation to use safety helmet.

Operation of power-driven vehicles on the road
section 10 By travelling on the road in a car, a truck, a three-or
four-wheeled motorcycle with bodywork or a three-or
four-wheeled scooter with body regarding the use of
seat belts and other safety devices as follows:
1. Anyone who travels in a vehicle equipped with safety belts
must use a seat that is equipped with seat belts, if such
the site is available, and use the belt. Children who are shorter
than 135 cm must use child seat, booster seat or
other special protective device for children instead of or
together with the safety belt.
2. A child who is three years old or older and less than 135
centimeters may not be transported in a vehicle where there is no
the ability to use a special safety device for children,
other than a temporary transport for short distances. In
such cases, the child rather than use the safety belt when it is
possible and may not travel in the front seat of a car or
in a light truck.
3. A child who is younger than three years of age may not be transported in a vehicle
where it is not possible to use a special
protective device for children, other than a temporary ride in taxi
for short distances. In such cases, the child is not, however, travel
in the front seat. Regulation (2006:1208).
section 10 (a) anyone who is older than three years and traveling in a bus that
is equipped with safety belts shall use a place that bears
with seat belts, if such a place is available, and use
the belt. For local transport in urban areas may be
passengers use a location other than a location that is provided
with a seat belt.
Passengers in a bus shall be informed of the obligation to
wearing a seat belt as the Swedish Transport Agency
provides. Regulation (2008:1109).
10 (b) § The traveling sitting in a wheelchair in a car must travel
on the wheelchair space and wearing a seat belt if the site has
with a seat belt. The wheelchair must be secured or supported
of a device intended for it in the vehicle.

10 c § Driver, other train crew, escorts and leader of
a group shall take appropriate measures so that passengers
is under the age of 15 are using seat belts or other special
protection structure and help passengers to place the wheelchair in the

10 d § Notwithstanding section 10, paragraph 10 (a) and
10 (b) § requires seat belt or the special protection structure

1. when the vehicle is not in motion,
2. in the case of reversing,
3. in the process of parking space, parking garage,
service station-or workshop area or similar areas,
or
4. when there are medical obstacles in accordance with medical certificate
issued before the trip.
The Swedish Transport Agency may provide for or in
individual cases to decide on further exemptions from the requirement to
use seat belts and special guards.

10 e § When travelling on the road with motorized vehicles get the driver

point on the leading edge of a semi-trailer does not exceed 2.04
metres.
6. Vehicle train's total load length behind the driver's compartment, measured
in parallel with the longitudinal axis of the vehicle, does not exceed
21.86 m.
7. The distance measured parallel to the vehicle longitudinal train

emission requirements laid down in European Parliament and Council
Directive 2005/55/EC, row B. 1, (€ 4), in the tables in
section 6.2.1 of annex I, may be brought in the environmental zone to and with
the end of the year 2016, or during a period of eight years
from first-time registration, registration year not counting.
3. Vehicles with engine at the time of application for type approval,
registration and entry into service comply with at least the
emission requirements laid down in European Parliament and Council
Directive 2005/55/EC, row B 2, (Euro 5), or row C, (EEV), in
the tables in section 6.2.1 of annex I, may be brought in the environmental zone
until the end of the year 2020, or during a period of
eight years after the first registration, registration year
not counting.
4. Vehicle with a gas engine or motor to operate with ethanol for
diesel engine pursuant to European Parliament and Council directive
2005/55/EC may be brought in the environmental zone.
5. Vehicles with engine at the time of application for type approval,
registration and entry into service comply with at least the
emission requirements laid down in European Parliament and Council
Regulation 595/2009 of 18 June 2009 on type-approval of
motor vehicles and engines with respect to emissions from heavy duty vehicles
(Euro vi) and on access to information on repair and
maintenance of vehicles, and amending Regulation (EC) no
715/2007 and Directive 2007/46/EC and repealing
directives 80/1269/EEC, 2005/55/EC and 2005/78/EC, table of
Annex I, (€ 6), may be brought in the environmental zone.
6. Vehicle whose engine has been adapted to meet the
emission requirements set out in point 2 may be brought in the environmental zone to
the end of the year 2016.
7. Vehicle whose engine has been adapted to meet the
emission requirements set out in point 3 may be brought in the environmental zone to
the end of the year 2020.
8. Vehicle whose engine has been adapted to meet the
emission requirements laid down in point 5 must be brought in the environmental zone.
9. EC-mobilkran may be brought in the environmental zone.

Chapter 5. Provisions for the operation of all-terrain vehicles and
off-road trailers on the road
1 § Off-road motor vehicles and off-road trailers may not be conducted on other
roads than individual except in the cases provided for in sections 2 and 6.

14 § Responsibility under this regulation ensues, not of punishment
for by the criminal code or the law (1951:649) if
penalties for certain traffic offences.
Liability for violations of regulations on maximum
speed according to Chapter 3. section 17 of the second or fourth paragraph,
detailed rules relating to the bearing strength classes according to Chapter 4. section 11,
detailed rules relating to the maximum authorised speed as defined in Chapter 9. 1 §
third subparagraph, local traffic regulations in accordance with Chapter 10. 1 §
or regulations in accordance with Chapter 10. section 14 must be tried out only if
regulations have
1. marked out in accordance with the provisions of Chapter 10. section 13, and
2. published in accordance with the provisions of paragraph 1 of the regulation
(2007:231) on electronic announcement of some
traffic regulations.
Liability shall, notwithstanding the second paragraph, face out of
1. marking was not done because the exception from
the mark-out obligation under 10 Cape. 13 AOF, or
According to the regulations or an order in individual cases
given by the Swedish Transport Agency pursuant to the same paragraph, and
the regulation has been put away in a ortstidning, or
2. the shortcomings of the demarcation is immaterial to trafikantens
understanding of traffic regulation.
Of liability for violations of the regulations that have been announced
on the basis of § 41 Road Traffic Act (1971:948) provides in section 71

15 Cape. Appeal

1. The decisions provided for in Chapter 10. section 2 of the second paragraph, third sentence.
2. Decisions under Chapter 13. paragraph 3(1) of the General
exemption from local traffic regulations on parking within a
municipality.

Transitional provisions
1998:1276
1. This Regulation shall enter into force, with respect to Chapter 3. 61 section the
May 1, 2000, and on October 1, 1999.
2. This regulation is repealed road traffic Decree (1972:603).
However, the provisions of § 83 road traffic Decree and, if
any intentionally or negligently violates the
the provision, paragraph 164 5 road traffic order
apply until 30 april 2000.
3. Until 31 December 1999, cars, tractors, motor gear
and off-road motor vehicles take a vehicle that is set up for
connection to the vehicle, do not have efficient brakes and have a
gross weight of not more than one-and-a-half times
the gross weight of the towing vehicle, if the vehicle train are introduced with higher
rate than 20 kilometres per hour.
4. where a law or a regulation referred to
a provision has been replaced by a provision of this
Regulation, be applied rather than the new provision.
5. in the case of such medical certificate referred to in section 117 b third
subparagraph road traffic Decree (1972:603) issued before
entry into force, the provisions of the proclamation
apply until the end of the month of October 2000.
6. Instructions given pursuant to
road traffic Decree (1972:603) shall for the purposes of the
new regulation is considered to be announced on the basis of the corresponding
appropriation of the new regulation.
7. Older rules still apply in the case of
appeal against a decision given before 1 October
1999.
8. For a moped that was raised in the type examination certificate in accordance with section 63
motor vehicle (1972:595) in the version in force before 1
November 1998 or have passed the mopedbesiktning according to 48-
54 of the motor vehicle as amended before 1 november
1998 and then not changed in such a way specified in § 50
the motor vehicle, in terms of what is being said about the moped class II.
9. Local traffic regulations as given under section 147
road traffic Decree (1972:603) as well as measures
granted pursuant to § 64 second or fourth paragraph, section 106
the second paragraph or section 154 road traffic Decree shall cease to
