General provision



paragraph 1 of this regulation provides for State aid

to nonprofit organizations that conduct work in order to

prevent the spread or reduce the impact of hiv/aids

or other sexually transmitted and blood-borne diseases.



The purpose of Government grant is to strengthen and supplement the

the State, regions and municipalities ' efforts through the support of

organisations in their work with education, information,

advocacy or various forms of supportive social

work. The purpose of the State's contribution is also to strengthen

the organizations ' development and capacity building.



Conditions for State aid



section 2 of the Government subsidies may be provided to a nonprofit organization



1. is a legal entity with a public non-profit purposes;



2. is a national organization,



3. have an organization and activity which is not contrary to

the ideas of democracy,



4. conducts work in the form of pre-emptive or supportive

efforts within the area defined in article 1, first subparagraph,



5. has engaged in any of the areas referred to in

Article 1, first paragraph, for at least two years, and



6. has established a three-year plan which describes what

the organization plans to implement during this period and

how the work will be followed up.

Decision



12 § refunds subject to availability of funds.

recover a contribution



1. If the recipient of the refund by submitting incorrect

information or otherwise caused to contribution has

given incorrectly or with excessive amounts,



2. If the refund is for other reasons given incorrectly or for

high amount and the recipient should have known this,



3. where the refund in whole or in part is not used or not

used for the purpose for which it has been granted,



4. If the recipient does not submit such documents and dossiers

referred to in paragraphs 18 and 19, or



5. If the conditions in the decision have not been complied with.

Transitional provisions



2006:93



This Regulation shall enter into force on 1 april 2006 and applied

first time in terms of organizational contribution for the grant year

2007, and in the case of operating grants for premium years beginning

from 1 January 2007.
