General information
section 1 of the national financial management authority to develop and manage the
economic governance by Government and carry out
revision of Sweden's handling of EU funds and promote a
efficient and accurate management of these funds.
2 § the museums shall
1. assist the Government with the backing Government needs to
ensure that the civil service is efficient and that the
internal steering and control is satisfactory,
2. develop and administer policies, regulations and practices for
an effective economic governance in the State,
3. forecasting, analyzing and providing information about the
State economy, and
4. in its field of activity to provide support to other Government
authorities.
Economic governance
3 § the museums shall, in particular,
1. to develop generally accepted accounting principles in the State and be responsible for
Government accounts,
2. develop modalities and documents in the economic
reporting for both individual authorities state that
as a whole,
3. develop and manage public accounting, financial
governance and performance management;
4. develop and manage and coordinate the State
internal audit,
5. develop and manage internal control in
the State,
6. determine the economics of administrative value for each
authority,
7. in its field of activity to ensure
Government access to appropriate
administrative systems, with their support, and
8. decide to subsume the authorities in the State
accounting organization. Regulation (2014:100).
Forecasts
4 § the museums shall in particular make forecasts and analyses of the
public finance developments.
State local supply
5 § the museums shall, in particular,
1. collect and provide information on the State
local supply and follow up tasks,
2. leave the opinion on such leases that require Government
consent, and
3. responsible for the management and settlement of the premises after the decision
by the Government in the cases in which the State is a tenant but not
There is no authority that can account for the settlement.
EU audit
section 6 of the Agency's audit authority for
1. European regional development fund and the European
Social Fund referred to in article 59(1) (c) of Council regulation
(EC) No 1083/2006 of 11 July 2006 laying down general provisions
on the European regional development fund, the European
Social Fund and the Cohesion Fund and repealing
Regulation (EC) No 1260/1999,
2. European Fisheries Fund referred to in article 58(1) (c) of Council
Regulation (EC) no 1198/2006 of 27 July 2006 on the European
Fisheries Fund for the programming period 2007-2013,
3. The external borders Fund and as such shall carry out
information pursuant to European Parliament and Council decision no
574/2007/EC of 23 May 2007 establishing the Fund for the
external borders for the period 2007-2013 as part of the General
Programme "solidarity and management of migration flows",
4. the European integration fund and as such shall carry out
information pursuant to Council decision 2007/435/EC of 25 June 2007
establishing the European Fund for the integration of
third-country nationals for the period 2007 to 2013 as part of the
General Programme "solidarity and management of
migration flows ',
5. The European Refugee Fund and as such shall carry out
information pursuant to European Parliament and Council decision no
573/2007/EC of 23 May 2007 establishing the European
Refugee Fund for the period 2008 to 2013 as part of the
General Programme "solidarity and management of
migration flows "and repealing Council decision
2004/904/EC, and
6. The European return Fund and as such shall carry out
information pursuant to European Parliament and Council decision no
575/2007/EC of 23 May 2007 establishing the European
Return Fund for the period 2008 to 2013 as part of the
General Programme "solidarity and management of
migration flows ".
section 7 of the Authority is the certifying body for the European
guarantee fund and the European agricultural fund for
rural development measures referred to in article 7 of Council regulation
(EC) No 1290/2005 of 21 June 2005 on the financing of the
common agricultural policy (Cap).
section 8 Authority to carry out substantive examinations referred to
in article 62(1) b of Council Regulation (EC) No 1083/2006 for
the regional programmes and the national programme and in
Article 61 (1) (b) of Council Regulation (EC) no 1198/2006 for the
national programme and ensure that such reviews
implemented for the territorial program where
the managing authority is located in Sweden.
9 § the museums shall represent Sweden in the Group of Auditors
referred to in article 14 (2) of the European Parliament and of the Council
Regulation (EC) No 1080/2006 of 5 July 2006 on the European
Regional Development Fund and repealing Regulation
(EC) No 1783/1999 of the territorial program where
the administrative authority is not placed in Sweden.
10 § the museums shall perform control and take other measures
referred to in articles 6(1) and 6(2) of the directive of the European Parliament and of
Council Regulation (EC) No 1082/2006 of 5 July 2006 on a
European grouping of territorial cooperation (EGTC) as well as in
the supplementary provisions contained in section 9 of the Act (2009:704)
on the European grouping for territorial cooperation and on the
Regulation (2010:387) concerning control of the management of
public funds in the European grouping of territorial
cooperation.
Support to government agencies
11 § the museums shall in its field support
other government agencies through the methods, guidelines,
investigations, training and advice.
The authority may, within its field of activity to perform assignments for
other government agencies.
The Information System Hermes
12 § the museums shall develop and administer the State's
information system for budgeting, management of documents and
follow-up (Hermes), except in the case of the administrative support
referred to in paragraph 26 (1996:1515) with instruction
for government offices (RK State budget support), as well as
provide a technical platform, operations and user support
regarding RK State budget support after consultation with
Government offices and in accordance with its needs.
Authority to government offices (Ministry of Finance)
by 31 January each year present a work plan for the
next two years as regards the operating subsidy for the
Government budget process.
It referred to in the first and second subparagraphs shall not apply where:
subject of a separate decision by the Government.

Service exports
section 13 Authority may engage such service export directly
attributable to the Authority's tasks and areas of activity.
Collaboration
section 14 of the authority shall cooperate with the State Treasury in order to
ensure an effective and efficient civil service.
15 § the museums shall work with projections of the State's
revenue and expenditure work together with the National Institute of economic and
assisting the institution to explain major differences between
the authorities ' forecasts.
Management
section 16 of the Authority is headed by a head of Government.
section 17 of the authority is an Advisory Council consisting of not more than
ten members.
Special bodies
section 18 at the Agency see an accounting advice. The Council has to
task of the head of Council for promoting the development
of generally accepted accounting principles in the State. Accounting Council consists of
a maximum of seven members.
§ 19 of the authority is an internal audit advice. The Council has
the task to give the head of Council for the promotion of
the development of the Government internal audit.
Internal audit Council consists of the Agency's Director, who is
President, and not more than seven other members.
Positions and assignments
section 20 of the Director-General is the head of Government.
section 21 of the members of the Swedish financial accounting standards Council and internal audit Council
and Chairman of the Swedish financial accounting standards Council appointed by the authority.
Staff disciplinary board
section 22 of the authority, there shall be a staff disciplinary board.
Applicability of certain regulations
23 § the museums shall apply the staff representatives Ordinance
(1987:1101).
Fees
section 24 of the Agency shall levy a fee for consultation
1. in accordance with paragraph 5 of the Regulation (1994:1261) if governmental authorities
accounting systems, and
2. under section 7 of the fees regulation (1992:191).
Fee referred to in the first subparagraph 2 shall be charged with the following amounts.

25 § the museums shall charge fees for service exports, and for
activities for the administrative arrangements referred to in
section 3, paragraph 7. Fees may not be charged for activities relating to
the information system Hermes.
section 26 authority may charge fees for support and investigations on
behalf of other authorities under section 11.
Reporting
section 27 authority shall each year submit to the Government
1. a compilation and analysis of outcome on State budget
and for old-age pension system at the side of the budget,
2. forecasts of the State's budget and the old-age pension system,
3. basis for the spring fiscal policy Bill and
the budget bill for the previous, current and the three
the next few years for such income calculations
Government offices (Ministry) does not do,
4. input to the annual report for the State,
5. the basis of price and wage conversion,
6. established finance administrative values for State
authorities under the Government by 30 april,
7. information on the rules that apply to each
income title,
8. an accounting of developments for State
surcharge activities, and
9. a statement of the Government internal audit no later than
March 31.
section 28 of the authority shall each year to account for the actions
taken to ensure that the audit of EU funds
carried out in an effective and efficient manner.
29 § the museums shall provide
1. information on the State's finances to international
organisations,
2. basis for the State's financial savings to the Statistical
Central Office and, if applicable, to account for the difference
between the left and the State budget, and
3. the annual overview on available audits and
statements, as is clear from paragraph 44 of the
interinstitutional agreement between the European Parliament, the Council
and the Commission on budgetary discipline and sound financial
Management (2006/C 139/01).
The right to obtain information
section 30 of the Authority are entitled to from other government agencies
to obtain the information necessary for their activities.
The right to provide
section 31 of the Authority may provide in respect of
enforcement of the regulations on the State
accounting, financial management and performance management.
