Article 1 this regulation lays down provisions on

precautions and other limitations in the production of

titanium dioxide.



The regulation is notified



1. pursuant to Chapter 9. section 5 of the environmental code in the case of 2-8 sections,



2. with the support of 26 kap. section 19 of the environmental code regarding 9-11 sections,

and



3. Moreover, pursuant to Chapter 8. section 7 of the Constitution.



Emissions to water



section 2 from a holding where it conducted operations with

production of titanium dioxide with sulfatprocess emissions into

water on average over a year do not contain more than 550

kilograms of sulphate per tonne of titanium dioxide produced.



section 3 from a holding where it conducted operations with

production of titanium dioxide by chloride process emissions into

water on average over a year does not contain



1. more than 130 kg chloride per tonne of titanium dioxide produced;

If natural rutile is used for production,



2. more than 228 kg chloride per tonne of titanium dioxide produced;

If synthetic rutile is used for output, and



3. more than 330 kg chloride per tonne of titanium dioxide produced;

If slag used for production.



If more than one type of ore is used for output, for

each malmtyp applied the limit value according to

the first subparagraph applies to ore type and in proportion to the

used amount.



Emissions to air



section 4 of The who at a facility operates with

production of titanium dioxide shall take appropriate measures to

prevent it from the plant discharged acid drops

to the air.



§ 5 from a holding where it conducted operations with

production of titanium dioxide emissions into the air in an average

during a day do not contain more than 50 milligrams of dust per

cubic metres of gas.



6 § From combustion or calcination at a facility where

titanium dioxide is produced, emissions to air in the case of

gaseous sulphur dioxide and sulphur trioxide, including

acid drops,



1. on average over a year do not contain more than that

corresponds to 6 kilograms of sulphur dioxide per tonne of produced

titanium dioxide, and



2. an average of under an hour not contain more than that

corresponds to 500 milligrams of sulfur dioxide, if the facility is a

facility for the concentration of waste acid.



section 7 Of the establishment carrying out activities with

production of titanium dioxide by chloride process emissions into

air



1. average over 24 hours do not contain more than 5

milligrams per cubic metre of gas, and



2. never include more than 40 milligrams per cubic meter

released gas.



section 8 throttling values in section 5, section 6 2 and section 7 relating to gas at

a temperature of 273.15 kelvin and a pressure of 101.3 kilopascals.



Control of emissions



§ 9 the operator of a business with the production of

titanium dioxide shall ensure that emissions covered by this

Regulation is controlled in a way that



1. is appropriate in view of the need to be able to

ensure that throttle values are respected, and



2. complies with relevant and current standards

has been developed by the European Committee for standardisation

(CEN standards) or, if CEN standards are not available, standards

which has been produced by the international

Organization for Standardization (ISO), or other

international or national standards have a

an equivalent scientific quality.



section 10 of the terms of emissions to air shall be the inspection cover

continuous measurement of



1. dust,



2. gaseous sulphur dioxide and trioxide released

from combustion or calcination, if the facility is a

facility for the concentration of waste acid and production

of titanium dioxide is done with sulfatprocess, and



3. chlorine, the production of titanium dioxide is done with

the chloride process.



section 11 of the operator of a business with the production of

titanium dioxide shall inform the supervisory authority of the

checks made pursuant to §§ 9 and 10 and on the results of

the control. Provisions as to who is the supervisory authority

see the environmental protection Decree (2011:13).
