section 1 Authority for participation to promote
respect for, and awareness of the rights of persons
with disabilities, as well as that from a rights-,
diversity, equality and promote citizens ' perspective
full participation in community life for people with
disabilities of all ages and for equality in
living conditions.
paragraph 2 of this regulation means
availability: factors, conditions and measures
allows participation for all, regardless of disability,
welfare technology: the knowledge about and the use of technology
can contribute to increased security, activity, participation and
independence of persons with disabilities in all
ages and their dependants,
environment: the individual's social and physical environment and how its
design affects the individual's opportunities to participate at
a level playing field, and
universal design: such a presentation of products,
environments, applications, and services to be used by
all to the greatest extent possible, without the need for adaptation
or special formatting.
3 § the museums shall contribute to knowledge development in matters
concerning participation, accessibility, universal design,
welfare technology, environment, living conditions and rights for
persons with disabilities. The authority shall work
cross-sectoral and spread knowledge, responsible for training
and information, conveying the experiences and good
example, initiate development work, initiate and follow
research and promote innovation in national and
international context.
4 § the museums shall
1. promote a systematic and effective implementation of the
disability policy at all levels of society,
2. follow up, evaluate and analyze the efforts of governmental
authorities, municipalities, county councils and other actors in
relation to the national disability policy
the objectives,
3. possess comprehensive knowledge of work for increased availability
and its results as well as on the development and differences in
the living conditions for people of all ages and sex with different
disabilities, inter alia by implementing
mapping, monitoring, evaluations and analyses,
including socio-economic analyses;
4. propose appropriate measures for the effective control and
coordination of the disability policy work,
5. developing methodologies, guidelines and guides in support of
work with accessibility and participation,
6. develop knowledge of how the interaction between the General
welfare technology solutions and personalized
accessibility works for the individual,
7. follow and, if necessary, participate in the strategically important
national and international standardisation
welfare technology and availability, and seem to

the relevant standards,

9. monitor and analyze international developments and
The European Union's efforts within the Agency's
field of activity and to help Sweden meet their
commitments in the framework of the protection of human rights
and, if necessary, report the implications of the development and

Management
§ 5 Authority is headed by a head of Government.
6 section at the Agency, there shall be an Advisory Council consisting
of not more than six members.
Advisory bodies
section 7 at the Agency, there shall be a knowledge Council. The Council shall
1. identify and make suggestions for suitable areas for
follow-up and analysis, and
2. assist the Agency with knowledge and experience in matters
concerning the rights of persons with disabilities and
the implementation of disability policies.
§ 8 the knowledge Council is made up of Government Chief, as Chairman,
and no more than 12 other members. In the Council, there shall be
representatives from stakeholder organisations and the business community as well as
people with scientific experience.
Positions and assignments
§ 9 the Director General is the head of Government.
section 10 of the members of the Council appointed by the authority of knowledge manager of
a fixed period, not exceeding three years.
Staff disciplinary board
section 11 of the authority is a staff disciplinary board.
Application of certain regulations
12 § the museums shall apply the staff representatives Ordinance
(1987:1101).
Exemptions from government regulation
paragraph 13 of the following provision in the Government agencies Ordinance (2007:515)
shall not apply to the authority:
– section 29 on the case.
