section 1 of This regulation is to ensure that the governance of knowledge regarding health and social service government agencies responsible for provides support to principals (counties and municipalities) and different professions which have responsibility for patients and service users are given good care and efforts of good quality.



The governance of knowledge will contribute to the achievement of the objectives in accordance with health and medical services Act (1982:763) and Social Services Act (2001:453) are met.



2 § the governance of knowledge takes place through the non-binding knowledge support and regulations that aim to contribute to the health and social service are conducted in accordance with science and proven experience.



The governance of knowledge must be coordinated, efficient and tailored to the needs of different professions in health care and social services as well as principals. The governance of knowledge will contribute to increased gender equality.



3 § with health care referred to in this regulation cover activities covered by the health care Act (1982:763), dental Act (1985:125), Act (2004:168) and other similar activities that aim to prevent, investigate and treat disorders and injuries.



With the social services referred to in this regulation within the Social Service Act (2001:453) or Act (1993:387) concerning support and service for some people with disabilities.



4 section the governmental authorities responsible for control of knowledge, or who have central roles to contribute to the development of a basis for such control to interact in an advisory body, the Council for State control with knowledge regarding the health and social care (the Council for the management of knowledge).



Representatives of the principals will be invited to participate in an advisory body, the main Advisory Group for the need-based steering with knowledge regarding the health and social care (the main Advisory Group).



section 5 Of annex 1 to the Constitutional Assembly Ordinance (1976:725) shows that the authorities are included in the Council for the management of knowledge and who has authorization to provide give out their rules in a common code of statutes.



The Council for the management of knowledge



section 6 of the Council of management of knowledge consists of the heads of Government of E-hälsomyndigheten, the public health agency, the Swedish Research Council for health, work and well-being, the Inspectorate for health and welfare, the National Agency for participation, the National Board of health and welfare, the State's preparation for the medical and social assessment, and dental and pharmaceutical benefits Board.



section 7 of the National Board of Director-General shall be the President of the Council for the management of knowledge. One of the heads of Government in the Council shall be the Vice-President. Vice President appointed by the Authority's managers included in the Council.



§ 8 the Council of management with knowledge should aim to ensure that



1. the State governance of knowledge concerning the health and social care is coordinated and effective,



2. patients ' and users ' views and experiences are taken into account in government control with knowledge,



3. State control with knowledge relating to health and social services adapted to the needs of different professions,



4. State control with knowledge relating to health and social services tailored to the main men's needs,



5. communication of the State governance of knowledge vis-à-vis users are coordinated, and



6. co-operation with agencies that are not part of the Council for the management of knowledge as well as with other public and private actors.



The Council for the management of knowledge should be a forum for cooperation on strategic issues of knowledge development and the commercialisation of research and innovation with regard to health care and social services.



§ 9 the Council of management of knowledge, in the fulfilment of their duties, take into account the information as the main Advisory Group leaves.



The main Advisory Group



section 10 of the main Advisory Group consists of sixteen members, comprising six members representing the counties and ten members represent municipalities. Each Member should have a replacement.



Members and deputies shall be appointed by the Government on the proposal of the Swedish Association of local authorities and regions. As a member or Deputy member may be elected as a member or substitute member of the municipal or County Council.



section 11 of the main Advisory Group informs the Council of management of the knowledge of areas where the principals are in need of State control with knowledge and how governance should be developed and communicated.



section 12 of the main Advisory Group shall be chaired by the Chairman of the Council for the management of knowledge.



paragraph 13 of the Main Advisory Group appointed for four years. The time is counted from 1 July of the year following the year in which the election of the Council have taken place in the country.



Feedback



section 14 of the President of the advisory bodies shall, no later than 1 March each year, submit a report to the Government (Ministry of health) about how they fulfilled their duties during the last calendar year.
