The Royal Decree 1329/2011, of 26 September, of dissolution of the Congress of Deputies and of the Senate and of the convocation of elections, establishes in its article second the convocation of the aforementioned elections for its celebration next day 20 November 2011.

Moreover, the Organic Law 5/1985 of 19 June of the General Electoral Regime, under its title II, of the special provisions for the elections of Deputies and Senators, regulates the amounts of the grants to the Article 175, paragraph 4 of which states that ' the amounts referred to in the preceding paragraphs relate to constant euro. By Order of the Ministry of Economy and Finance, the updated amounts are fixed within five days of the call. "

The concreteness of the grants for electoral expenses, when expressed in constant euros, requires the application of the applicable deflation rates in each case.

In its virtue, I have:

Article 1. Update criteria.

The updating of the amounts fixed to subsidise the expenses incurred by the electoral activities, regulated in Article 175 of the Organic Law 5/1985, of 19 June, of the General Electoral Regime, in the given wording For the purposes of the Organic Law 2/2011 of 28 January, it shall be carried out by means of the application to the quantities referred to in that Article of the corrective deflationary coefficient of the IPC, with the following specialties:

(a) In accordance with the provisions of the transitional provisions of the Organic Law 5/1985, the General Electoral Regime, the grants provided for in Article 175.1.a), b) and c) and 3 (a) of the said Organic Law, update on 31 December 2010 and shall be deemed to be frozen during 2011. For these purposes it must be borne in mind that according to the unique additional provision of Organic Law 2/2011, amending the Organic Law 5/19985, of the General Electoral Regime, the amounts referred to grants by vote and seat to the political formations, as well as for the advertising and electoral propaganda submissions have been updated to August 1, 2010.

b) By contrast, in accordance with the provisions of the first transitional provision of the Organic Law 2/2011 of 28 January, amending the Organic Law 5/1985, of the General Electoral Regime, the limits of the expenditure Those referred to in Article 175.2 of the Organic Law 5/1985, of the General Electoral Regime, will record a reduction of 15 percent on the updated figure. For the purposes of the update during the financial year 2011 of the above limits, the price stability objective of the European Central Bank has been considered as a benchmark.

Article 2. Amount of grants.

The quantities referred to in the previous Article shall be as follows:

a) Subsidy of 21.633.33 euros for each seat obtained in the Congress of Deputies or in the Senate.

b) Grant of EUR 0.83 for each of the votes obtained for each nomination to the Congress, one of whose members, at least, would have obtained a Member's seat.

c) Grant of 0.33 euros for each of the votes obtained by each candidate who would have obtained Senator's seat.

Article 3. Limit of electoral expenses.

For the elections to the General Cortes or any of its Chambers, the limit of the electoral expenses will be the one that will be multiplied by 0.33 euros the number of inhabitants corresponding to the population of the Constituencies where each party, federation, coalition or group is present.

Article 4. Grant for direct shipping costs.

In addition to the previous articles, the amount of the grant to the parties, federations, coalitions or groupings, of the electoral expenses incurred by direct and personal sending to the voters of envelopes and ballots election or propaganda and election publicity, will conform to the following rules:

(a) EUR 0.22 per voter shall be paid in each of the constituencies in which he has submitted a list to the Congress of Deputies and the Senate, provided that the reference application has obtained the number of Members or Senators or votes needed to set up a Parliamentary Group in one chamber or another. Obtaining a Parliamentary Group in both Houses will not entitle you to receive the grant more than once.

(b) The subsidised amount shall not be included within the limit provided for in Article 3, provided that the actual performance of the activity referred to in this Article has been justified.

Single end disposition. Entry into force.

This Order shall enter into force on the day of its publication in the Official Gazette of the State.
