The Spanish National Organization of the Blind (ONCE) is legally recognized as a state concession in the field of play, which is justified by the general interest of its social purposes. In the exercise of this concession, ONCE has authorized the exploitation of three lottery modes: coupon game mode, active game mode and instant lottery mode.

In this matter, the actions of the Organization must conform to the requirements of the current system, represented by the additional twentieth of Law 46/1985, of December 27, of the General Budget of the State for 1986, as amended by the fourth additional provision of Law 55/1999, of 29 December, of Tax, Administrative and Social Order Measures; by the first and second provisions of Law 13/2011 of 27 May regulation of the game; by the " General Agreement between the Government of the Nation and the ONCE in the field of cooperation, solidarity and competitiveness for the future stability of the ONCE for the period 2004-2011 ", approved by the Council of Ministers dated 27 February 2004 and partially amended by the Review of the General Agreement adopted by the Council of Ministers on 26 September 2009, by Royal Decree 1336/2005 of 11 November, authorising the ONCE to operate an instant or pre-registered lottery and by Royal Decree 358/1991 of 15 March 2009, of Reordering of the ONCE, in the wording given by the Royal Decrees 1200/1999, of 9 July, 1359/2005, of 18 November, and 394/2011, of 18 March, as well as by its existing Statutes, published by Order SPI/1015/2011, of the Ministry of Health, Social Policy and Equality of 15 April 2011.

According to the provisions of the previous regulations, the Plenary of the Council of Protectorate approved at its meeting of 30 June 2011 the "Procedures and control criteria common to the modalities of the game authorized to the ONCE" and the "ONCE instant lottery control procedures and criteria".

In accordance with the said framework of management, the ONCE must communicate in sufficient time the conditions of all its modalities of play authorized to the Council of Protectorate, as an organ to which the Protectorate of the State of the Organization, for its knowledge and verification that the terms of the State concession and other regulations of general application are fulfilled, as well as for its publication in the Official Gazette of the State as guarantee of the consumers. The ONCE must also inform the Council of Protectorate of the modifications to the regulatory regulations of its different modalities and game products, for its knowledge and verification of its conformity to the rules of management, before (a) to be published in the Official Journal of the State, as a guarantee for consumers.

In compliance with the previous forecasts, the Permanent Commission of the Council of Protectorate of the ONCE, at its meeting of 17 October 2011, has verified the Agreements 7/2011-1.6, and 7/2011-1.7, both of 29 September, of the The General Council of the ONCE amending the Regulatory Regulation for the products of the game mode called "Instant Lottery of the ONCE" by means of the inclusion of the new Appendices 19 and 20. Accordingly, the partial reform of the Regulatory Regulation should be publicised by means of the Annex accompanying this Resolution.

The amendment of the regulatory standards will enter into force on 31 December 2011 and will have an indefinite duration until the corresponding appendix to the regulatory regulation is repealed. However, the date of the start of the actual marketing of each product shall be determined, at the time, by the General Council of the ONCE and shall be published, as a consumer guarantee, in the respective quarterly Resolution of the Secretariat. 2. Operating mechanics

2.1 This product's ticket consists of a play area, divided into two play zones called "winning numbers" and "your numbers", the latter consisting of ten independent plays.

a) The "winning numbers" play area contains three figures. When scratching the area, under each of the figures a number is displayed in figures and letters.

b) The play area "your numbers" contains ten figures, one for each play. When scratching the area, under each of the figures a number, expressed in figures and letters, is displayed, and below it an amount expressed in euros in figures and letters. The special symbol can also appear on a move of each ticket, and below it a prize of 100 euros.

2.2 Operation:

a) If by scratching the play area "your numbers", the special symbol appears on a move, wins the prize of the 5th category, 100 euros.

b) If by scratching the play area, in any move of the zone "your numbers" the number matches one of the numbers in the zone "winning numbers", the play is awarded and the amount expressed in euros is earned on that play.

(c) One ticket may contain one award, two awarded plays (categories 9 and 13), five awarded plays (category 11) or ten awarded plays (category 7).

d) The prize of the ticket will be the sum of the prizes of each of the awarded plays.

2. Operating mechanics

2.1 The ticket for this product has a play area, comprising six independent plays. Each play consists of three boxes arranged horizontally and on the right hand side an element called "prize".

a) Once the play area is scratched, a number expressed in figures and letters is displayed under each box. A special symbol can also appear below a special symbol.

b) Once the prize symbol is scratched, an amount expressed in euros appears in figures and letters.

2.2 Operation:

a) If by scratching the play area, the special symbol appears in any box of a move, the special prize of the 3. category, 100 euros, is won.

b) If by scratching the play area, on one or more plays, three eight-eight are displayed, one in each box, the play is awarded and the prize expressed on that play is won.

c) A single ticket may contain an award-winning play, two award-winning plays (category 11), four award-winning plays (category 8), five award-winning plays (category 6) or six award-winning plays (category 4.).

d) The prize of the ticket will be the sum of the prizes of each of the awarded plays.
