The Palacio de Congresos de Madrid is an administrative unit of the Spanish Tourism Institute whose activities are focused on the rental of its facilities for the holding of congresses, meetings, exhibitions, etc., as well as in the provision of services to the organisation of such activities.

The services provided by the Palacio de Congresos de Madrid are the subject of traffic. Consequently, they are subject to a tariff which has the legal consideration of public prices and are therefore governed by Law 8/1989, of 13 April, of Public Fees and Prices, as amended by Law 25/1998 of 13 July. This price must be approved by the highest authority of the Institute of Tourism of Spain, according to the provisions of Articles 26.1 and 2 of the aforementioned Law and on the basis of a proposal made by the Director of the Palace of Congresses in Madrid.

In view of the above, the President of Turespana resolves to approve the public price tables that will apply during the year 2012 at the Palacio de Congresos de Madrid, which are specified in the attached memory.

This resolution shall enter into force on the day following that of its publication in the "Official State Gazette".

* If the occupied surface is less than 250 m2, 35% of the daily rate will be billed; if less than 500 m2 and greater than 250 m2, 60% of the daily rate will be billed.

** Only square meters used for exposure or mounts will be billed. When these spaces are used as a poster area, 25% of the linear meters of panels that are installed will be billed.

Rates for half-day: When meeting and exhibition spaces are used in the morning (from 7:30 to 14:30 hours) or from late (14:30 to 21:00 hours), their price will be 60% of the unit price/day. Within these hours of tomorrow and evening you will be understood the time required for assembly and disassembly.

Excess time.

In full time: Overtime will be deemed to exist when the premises of the Palacio de Congresos de Madrid are used before or after the period from 7:30 a.m. to 21:00. For each additional hour or fraction, 20% of the daily price of each used space shall be invoiced. The hourly excess cost will not be greater than the unit price per day of each space.

In the morning: Overtime will be deemed to exist when the premises of the Palacio de Congresos de Madrid are used before or after the period from 7:30 a.m. to 14:30.

For each hour or additional fraction before 7:30 hours, 30% of the half-day rate of each used space will be billed. The cost per hour excess shall not exceed the unit price per day of each space on a full day. If the excess schedule occurs after 14:30 hours, the full day price will be billed.

In the afternoon: Overtime will be deemed to exist when the premises of the Palacio de Congresos de Madrid are used before or after the period from 14:30 a.m. to 21:00 hours.

For each additional hour or fraction after 21:00 hours, 30% of the half-day rate of each used space will be billed. The cost per hour excess shall not exceed the unit price per day of each space on a full day. If the excess schedule occurs before 14:30 hours, the full day price will be billed.

Specifications on tariffs:

1. The use of the Cameroonians is included in the rental of the A Auditorium.

2. The Cameroonians can only be used as changing rooms.

3. When the A Auditorium is rented for the same concert or show up to three consecutive days, the daily price will be increased by 60% but no excess schedule will be billed. If the days of concert or show are more than three, the daily price will increase by 40%. Additional mounting and disassembly days in which the show is not performed will be billed according to the rates (unit price/day and excess schedule).

4. The warehouses do not have any charge from two days before until one after the space rental.

5. Special rates do not include the rental of vestibule or other spaces for exhibition assembly.

6. The Exhibition Hall II can be marketed as a whole or individually.

7. The Main Lobby can only be rented together with the A Auditorium (except in night assemblies or disassemblies). It must therefore be invoiced the same number of days as the A Auditorium.

8. The Hall of the Unesco Room can only be rented together with the Unesco Room (except in night assemblies or disassemblies). It must therefore be invoiced the same number of days as the Unesco Room.

9. The rental price for each room includes the first assembly. When, at the request of the customer, that first assembly is substantially varied during the course of the act or congress, the equivalent of the price of an hour of excess time in the room shall be invoiced for each change that is made.

10. In the case of rental of Salas and/or Auditorium to different Customers simultaneously, the Congress Palace will be able to organize the respective assemblies so that as much as possible they avoid dysfunctions and inconvenience of each other.

11. The offices of the 1st floor are rented with the standard furniture of the same (table of address in office and table of meetings in meeting room). Where, at the request of the customer, the furniture is varied, 60% of the daily rental rate of the office shall be invoiced.

12. Room 10 is rented with circular and semi-circular tables of the same. The layout in theatre or in school, or the hire of the room without furniture, will mean the additional half-day billing required for the assembly.

13. They can be rented individually up to two offices. Three or four dispatches can only be rented together with the Advance Room.

14. The price of the rooms with a fixed public address system includes a maximum of five wired microphones, except Room 10 (Europe) which includes 15.

15. To enjoy exclusivity in the use of the facilities of the Palace of Congress or Building A, it will be necessary to apply the respective special rates.

16. The rental of the Plaza Miró goes, in principle, linked to the rental of spaces inside the building. The Directorate of the Palace of Congresses may authorize that it be rented independently if it considers that it will not interfere in the good development of the acts that are celebrated inside the building and, in this case, it will have to invoice twice the rate daily of the complete esplanade (1,000 m2).

17. When a space is used exclusively for restoration activities, the price of your rental will not be invoiced, so the customer must pay only the price of the agreed restoration service and the price of the additional requested (audiovisual media, decoration and others).

B) Services:

The circumstantial services of telephone lines and everything related to them may be managed directly by the PCM or through the company that it designates. In the case of direct management by the PCM, the PCM will charge the Customer a 20% increase over the invoice of the service provider. In the case of service management through a company designated by the PCM, the PCM will increase the amount of the supplier's invoice by 10%.

* When, at the request of the client, the Palacio de Congresos de Madrid carries out an order of material or services to a company, the price charged by the company will have a surcharge of 20% on the invoice of the Palacio de Congresos de Madrid client.

** The tables and chairs for registration (maximum 5 units) and delivery of documentation (2 units per maximum room), always subject to availability, will not be invoiced to the client. From these amounts will be billed at 10 € table.

C) Reservations: For a reservation of spaces to be considered firm, the client must pay to the Palacio de Congresos de Madrid 25% of the total amount of the budget for the rental of premises and services realized to the effect (including 18% of I.V.A.). Prior to the event, the remaining 75% must be settled and the corresponding Local Rental Contract and Services that the Madrid Congress Palace prepares.

In the event that the Contractor is a public authority of the state and social security, regional or local, or a public body of them dependent, or a constitutional body, the reserve will have no effect until the Contract for Local Rental and Services is signed by the Palacio de Congresos de Madrid. These Public Bodies will not be required to pay 25% of the budget, but they will be asked to provide the corresponding approval of the public expenditure to be incurred.

In all cases, the reservation must be accepted by the Palacio de Congresos de Madrid in writing.

In case of change of dates, the Directorate of the Congress Palace of Madrid may authorize, and for one time, that the amount delivered is considered as advance and reservation of the new dates indicated by the client. If the client does not specify the dates of the new reservation within six months of the date of application of the change, the entire amount of the sums collected will be definitively understood to be paid to the Palacio de Congresos de Madrid. then.

In the event that the client annuls the reservation, the quantities delivered so far will be definitively understood to be paid to the Palacio de Congresos de Madrid in respect of compensation, without prejudice to the right of You must also require payment of the entire remaining price for the reserved spaces if the cancellation occurs within three months prior to the start of the reserved dates. If it is the Congress Palace of Madrid that will cancel the reservation, it will refund all the amounts received from the client until the date of cancellation, without legal or banking interests.

D) Commissions: The rates of rent of spaces (except for excess of hours) of the Palace of Congresses of Madrid, are commissioned for Agents of Travel and Professional Organizers of Congresses when they are the ones that make the first reservation of spaces and in accordance with the clauses set out in the contract of rental of premises and services and in the contract of intermediation to be signed with the Palace.

The percentage of commission that applies is 10% for meeting rooms, auxiliary rooms, and exhibition spaces. The payment of such commission shall be subject to strict compliance with the payments within the time limits set out in this Resolution and in the appropriate Contract. Companies with the right to commission must pay the full amount of the bill, not accepting payments in compensation.

This commission will be conditioned to the client's acquisition in favor of the PCM by the intermediary. This collection will be effectively credited if the first customer contact with the PCM is done through the broker.

In any event, no commission will be paid on the assumption that the organizing company or OPC is an exclusive dealer of other PCM services.

The commissions will be paid by the PCM to the presentation of the invoice, in accordance with the corresponding Intermediation Contract.

E) Constitution of endorsement: The Travel Agencies and Professional Organizers of Congresses will be able to constitute a global guarantee, before the Management of the Palace, by means of guarantee provided by some of the Banks, Savings Banks, Credit cooperatives, Reciprocal Guarantee Societies authorized to operate in Spain.

The guarantee, in the amount of 36,000 euros, will respond, generic and permanently, to the obligations of all the contracts for the rental of premises and services concluded with the Palacio de Congresos de Madrid.

It is important to note that the fees for the work of the technical staff are applicable to 8 normal hours of daily work, from 8:30 to 14:00 and 16:00 at 19:30. At other times, all amounts are subject to a surcharge according to the following scale:

Monday-Friday from 19:30 to 22:00: Normal extra time.

Monday to Friday from 22:00 to 08:30: 50% +.

Saturday from 00:00 to 24:00: 50% +.

Sunday from 00:00 to 24:00: 50% +.
