By Royal Decree 648/2011 of 9 May, the direct grant of grants for the acquisition of electric vehicles during 2011 was regulated in the framework of the Plan of Action 2010-2012 of the Comprehensive Plan of Drive to the Vehicle electric in Spain 2010-2014.

Royal Decree 1700/2011 of 18 November amended Royal Decree 648/2011 of 9 May 2011 governing aid for the purchase of electric vehicles, extending the period for the admission of applications to the 15 December 2011 and from 1 January to 30 November 2012, with an allocation of up to EUR 49 million in 2012.

The development of the Plan of Action 2010-2012 has evolved favourably, throughout 2011 the Spanish industry has put in place plans for the manufacture and development of electric vehicles; however there has been a Time-to-time, and it has been at the end of 2011 and predictably throughout 2012 when there will be a higher supply.

This has slowed down the purchases of electric vehicles initially planned, despite this the registrations of electric vehicles increased by 184 percent in September 2011 compared to the same month of the year. above, due, in large part, to the measures that are being applied to boost demand. In the course of 2011, EUR 3,618,126 have been granted to 1,205 applications for aid.

The evolution of demand, as well as the measures being taken to ensure budgetary stability and the fulfilment of the public deficit targets, have led to a more appropriate estimate of the budget. budget for 2012 for the granting of aid for the purchase of electric vehicles of EUR 10 million, to be financed under budget implementation 20.16.422B.785 of the expenditure budget of the Ministry of Industry, Energy and Tourism for 2012.

Consequently, it is necessary to partially amend Articles 1, 5 and 9 of Royal Decree 648/2011 of 9 May 2011, bringing them into line with that financing of EUR 10 million for 2012.

Moreover, a single additional provision is included to update the organic references contained in Royal Decree 648/2011 of 9 May to the new structure of the ministerial departments under the terms of the established in Royal Decree 1823/2011 of 21 December 2011 and Royal Decree 1887/2011 of 30 December 2011.

Finally, the single final disposition determines the entry into force of the projected rule on January 1, 2012.

In its virtue, on the proposal of the Minister of Industry, Energy and Tourism, prior to the report of the Ministry of Finance and Public Administrations and after deliberation of the Council of Ministers at its meeting of 24 February 2012,

DISPONGO:

Single Article. Modification of Royal Decree 648/2011 of 9 May, which regulates the direct grant of grants for the purchase of electric vehicles during 2011, under the Action Plan 2010-2012 of the Comprehensive Plan of Momentum to the Electric Vehicle in Spain 2010-2014.

Royal Decree 648/2011 of 9 May 2011 regulating the direct grant of subsidies for the acquisition of electric vehicles during 2011, in the framework of the Plan of Action 2010-2012 of the Comprehensive Plan of Action Electric vehicle in Spain 2010-2014, as amended by Royal Decree 1700/2011 of 18 November, is amended as follows:

One. Article 1.2 is worded as follows:

" The aids referred to in this royal decree will be granted to the acquisitions of new electric vehicles, financing operations by leasing and leasing or operating leasing of these vehicles, which are produced from the entry into force and whose applications have been recorded in the electronic grant management system before 16 December 2011 and from 1 January 2012 to 30 November 2012 or until the end of the period of funds if this circumstance occurred earlier. "

Two. Article 5.2 is worded as follows:

" The financing of the aid covered by this royal decree for applications registered from its entry into force until 30 November 2011 shall be carried out under budget heading 20.16.422B.785 of the expenditure budget of the Ministry of Industry, Tourism and Trade for 2011.

The financing of the aid, which is governed by this royal decree, for applications registered from 1 to 15 December 2011 and from 1 January to 30 November 2012, shall be made from the budget item 20.16.422B.785 of the expenditure budget of the Ministry of Industry, Energy and Tourism for 2012, up to a maximum of 10 million euros. "

Three. The last three paragraphs of Article 9.2 are replaced by the following:

" The competent body referred to in Article 6.2 shall also resolve applications submitted from 1 to 15 December 2011 and from 1 January 2012 to 30 November 2012, no later than 30 December 2012, (a) the transfer of the funds corresponding to the contributing entity is followed.

Applications submitted from 1 to 15 December 2011 will be considered prior to those registered in 2012.

The payment of the aid will be financed from budget item 20.16.422B.785 of the expenditure budget of the Ministry of Industry, Energy and Tourism for 2012, up to a maximum of 10 million euros. "

Single additional disposition. Update of organic references.

All the references made in the Royal Decrees 648/2011 of 9 May, and 1700/2011 of 18 November, to the Ministry of Industry, Tourism and Trade, to the General Secretariat of Industry and to the Directorate-General for Industry The Ministry of Industry, Energy and Tourism, the General Secretariat of Industry and Small and Medium-sized Enterprises, and the Directorate-General for Industry and Small and Medium-sized Enterprises, respectively.

Single end disposition. Entry into effect.

This royal decree has effect and full effect from January 1, 2012.
