The President of the National Statistics Institute and the Director General of the Coordination of Competences with the Autonomous Communities and the Local Entities have agreed, dated 23 February 2012, to modify the Annexes II and III to the Resolution of 1 April 1997 by the President of the National Institute of Statistics and the Director General for Territorial Cooperation, for which technical instructions are given to the Councils on the management and review of the municipal register.

Resolution of 23 February 2012, of the Presidency of the National Statistics Institute and of the Directorate-General for the Coordination of Competences with the Autonomous Communities and Local Entities, for which the Annexes II and III to the Resolution of 1 April 1997, the President of the National Statistics Institute and the Director General of Territorial Cooperation, for which technical instructions are given to the Councils on the management and review of the municipal register

Article 60 of the Regulations of Population and Territorial Demarcation of Local Entities, approved by Royal Decree 1690/1986, of July 11, in its wording given by Royal Decree 2612/1996 of 20 December, establishes the formation, updating, review and custody of the Municipal Register corresponds to the City Council, in accordance with the rules approved jointly by the Ministry of Economy and Finance and the Ministry of Public Administrations, on a proposal from the Advice for Embedding.
