Order AEC/2909/2011 of 21 October establishing the basis for the award of grants for international cooperation for development, under the development of Title II of Royal Decree 794/2010 of 16 June 2010, by The regulation of subsidies and aid in the field of international cooperation established three types of grants to be granted under cover, known as conventions, projects and actions.
Article 4.2 of the aforementioned order AEC/2909/2011, of 21 October, determines the percentages on the total of the financial resources available annually for the three types of grants to be applied to each of the them.
Also, in Article 5.2.b) .6., it is established that the set of funds awarded to "qualified NGDOs" in the exercise of the call, as a sum of the annuities of agreements and of what is obtained under the formula projects, may not exceed 70 per 100 of the total of the funds allocated to the financing of the calls regulated in that Order.
Taking into account the country's serious and exceptional financial situation, and in this regard, the Royal Decree-Law 20/2011 of 30 December, of urgent measures in budgetary, tax and financial matters for the correction of the public deficit, which necessarily requires budgetary constraints to be adopted in this exercise by the general budget of the State, in general, and those of the Spanish Agency for International Cooperation for the Development, in particular, the simultaneous assumption of the commitments of expenditure is unfeasible acquired in previous calls for agreements, with the maintenance of the above percentages, with the first priority being given to the former.

To suspend until 2014 the application of the percentages referred to in Articles 4.2 and 5.2.b) .6. of Order AEC/2909/2011 of 21 October 2011 laying down the basis for the award of grants of international cooperation for the development, under the development of Title II of Royal Decree 794/2010, of 16 June, governing the subsidies and aids in the field of international cooperation, except for the reserve for the Grants of activities outside Spain, in priority countries of cooperation and requested by non-governmental entities in those countries, referred to in Article 4.2.c.
