The administration of the State abroad in compliance with its objective of defending the interests of Spain and the Spanish, must be able to adapt to the new international reality, framed in the institutional structure of the different organizations which is part.

The permanent representation of Spain at the Council of the Western European Union (WEU) was created by Royal Decree 1514 / 1992, of 11 December, with the aim of strengthening the role of the WEU, which would be developed as the defence component of the European Union.

Since the end of the 1990s, the WEU is has been shedding of their core competencies, being assumed by the European Union. In this respect, the entry into force of the Treaty of Lisbon, including in its article 42.7 mutual defense clause, as well as the regulation in the Treaty of the political Committee and security (COPS) of the Council of the Union European, has come to complete this process.

With date of March 31, 2010, the ten WEU Member States, adopted the decision to closure of the Organization, and the cessation of their activities no later than September 30, 2011. In accordance with that decision, Spain, which had joined this Organization on 27 March 1990, denounced the Treaty of Brussels and the relevant agreements with the date of October 18, 2010.

Consequently, after the agreement of closure of the WEU, it is convenient to proceed to the abolition of the permanent representation of Spain at the WEU Council. On the other hand, it seems appropriate that the permanent representation of Spain at the political Committee and the security of the Council of the European Union is fully integrated in the permanent representation of Spain to the European Union, so that proper representation of Spain can continue to exercise is in the political Committee and security and in the working groups that depend on.

This Royal Decree is run in accordance with the provisions of article 16 of Royal Decree 632/1987, of May 8, on organization of the Government abroad.

By virtue, at the initiative of the Minister of Foreign Affairs and cooperation, on the proposal of the Minister of finance and public administration and after deliberation by the Council of Ministers at its meeting of April 27, 2012, available: article 1. Suppression of the permanent representation of Spain at the WEU Council.

Suppresses the permanent representation of Spain at the Council of the Western European Union, based in Brussels.

Article 2. Integration at the permanent representation to the European Union of the permanent representation of Spain at the political Committee and the security of the Council of the EU.

The permanent representation of Spain at the political Committee and the security of the Council of the European Union is integrated into the organizational structure of the permanent representation to the European Union.

Repealing provision. Repeal of rules.

Repealed the Royal Decree 1514 / 1992 of December 11, which creates the permanent representation of Spain in the Council of the European Union West, based in Brussels.

First final provision. Modification of the Royal Decree 260/1986, of 17 January, which is created by the permanent representation of Spain to the European Union.

Add a new paragraph 4 to article 3 of the Royal Decree 260/1986, of 17 January, by which creates the permanent representation of Spain to the European Union to read as follows: "4. the Government, on the proposal of the Ministry of Foreign Affairs and cooperation, will also appoint an Ambassador and Permanent Representative of Spain in the political Committee and security (COPS) of the Council of the Union European."

Second final provision. Entry into force.

This Royal Decree shall enter into force the day following its publication in the "Official Gazette".
