Royal Decree 1823/2011 of 21 December, which restructured the ministerial departments, created the Ministry of Education, Culture and Sport. On the other hand, the Royal Decree 257/2012, of 27 January, for which the basic organic structure of the Ministry of Education, Culture and Sport is developed, establishes that the Ministry is the department of the General Administration of the State in charge of, among other functions, the promotion, protection and dissemination of the book.

Already in 1981, a competition was created to select the best published books in Spain in order to distinguish the important achievements achieved by the different professional sectors involved in the production of the book and finally make known and disseminate the high quality standards our industry has been achieving in the editorial field.

In accordance with the provisions of the additional provision of Law 38/2003 of 17 November, General of Grants, which provides that the special arrangements applicable to the granting of the educational, cultural, scientific or other awards of any other nature, which must conform to the content of this Law, except in those aspects where, by reason of the special nature of the grants, it is not applicable; provided for in Article 17 (1), which enables the relevant Ministers for the approval of the The present invention relates to a system for regulating the award of prizes; and having the present Royal Decree 887/2006 of 21 July, which is approved by the Regulation of the General Law on Subsidies, by Order of the Ministry of Culture of 1 July 1994, the current Award for Best Edited Books. Also, by Order of 28 January of 28 January, the Ministry of Culture, Order of 28 January, established the regulatory bases for the Best Edited Books Award.

In order to meet the objectives of the prize-to distinguish and recognize the excellence of Spanish books-it is necessary to take into account all phases of the production process of the book (design, typographical composition, printing, binding ...). Therefore, in order to assess the work of Spanish printing works, it seems essential to require that the books presented for this Prize are not only edited but also printed in Spain, so that the prize recognizes the excellence of all Spanish professionals involved in production.

On the other hand, it is considered appropriate to specify the assessment criteria, including the special consideration of the original designs and models, which will take precedence over the copies of other editions. In this way, it is intended to stimulate creativity in editorial projects.

According to the above, prior report of the Legal Service and the Delegation in the department, I have:

" 1. Publishers with published and printed books in Spain may participate in the call for the Prize during the period and with the requirements to be determined in the call.

Reissues are excluded from the call. However, they may be considered if, in the judgment of the majority of the jury, they provide any substantial improvement or variation in respect of the previous or previous editions which deserve to be taken into account. "

Three. Article 5.1 is worded as follows:
