The general framework for the incorporation of personnel in the service of the public sector is defined in Article 21 of Law 36/2014 of 26 December of the General Budget of the State for the year 2015, which sets the replenishment rate for the State Security Forces and Corps up to a maximum of 50 percent.

As far as the National Police Corps is concerned, due to its essential public service character, as well as the singularities of its current staff, it is necessary to approve a specific public employment offer that aims to ensure a balanced allocation of personnel in the templates of the various police and police units for the effective delivery of the services demanded by Spanish society, as well as for the development of The Commission will be in a position to take action in the fight against crime, such as the strengthening of the police presence on the streets, the implementation of territorialized measures at regional, provincial or local level, the implementation of specific programmes to combat new forms of crime, the attention to the citizen and the intensification of international cooperation.

The establishment of this offer of public employment takes into account the provisions of the Regulation of the selective processes and the formation of the National Police Corps, approved by Royal Decree 614/1995 of 21 April.

In its virtue, at the initiative of the Minister of the Interior, on the proposal of the Minister of Finance and Public Administrations and after deliberation of the Council of Ministers at its meeting of March 20, 2015,

DISPONGO:

Article 1. Approval of the offer of public employment.

In compliance with the provisions of Article 21 of Law 36/2014 of December 26, of the General State Budget for the year 2015, the offer of public employment of the National Police Corps for the year 2015 is approved, in the terms that are set in this royal decree.

The calls for selective tests resulting from this offer of public employment will have to be favourably informed by the Directorate-General for the Civil Service and may only be published in the financial year to which come referred to.

Article 2. Quantification of the public employment offer.

The call for free opposition in the 75-seat National Police Corps on the Executive Scale and 1,299 places on the Basic Scale is authorized.

Article 3. Reserve of places on the Basic Scale of the National Police Corps.

Of the total of 1,299 places authorized in the previous article, for free opposition in the Basic Scale of the National Police Corps, 130 are reserved for professional soldiers of troops and marineria who carry at least five years of services as such, as provided for in Article 20.5 of Law 8/2006, of 24 April, of Troop and Marineria.

Places reserved for professional military personnel of troops and marineria, mentioned in the previous paragraph, that are not covered, will be accumulated to those authorized by free opposition in the previous article on the Basic Scale of the Body National Police.

Article 4. Internal promotion in the National Police Corps.

The authorization of the call for 75 seats for free opposition on the Executive Scale involves the call of 150 for its provision for internal promotion, from the category of Sub-Inspector, in accordance with the provisions of the Article 13 of Royal Decree 614/1995 of 21 April, approving the Regulation of the selective processes and training in the National Police Corps.

Single additional disposition. Dissemination of selective calls for evidence.

In order to extend the dissemination of the various selective calls for testing resulting from this public employment offer, the Ministry of the Interior will include in its website a section dedicated to selective processes, in which shall collect each of the calls and the acts resulting from them.

Single end disposition. Entry into force.

This royal decree will enter into force on the day following its publication in the "Official State Gazette".
