The order of the Ministry of labour and Social Affairs, of 19 December 1997, establishes the regulatory bases of the granting of public subsidies by the national employment Institute in the field of cooperation with bodies of the General State administration and its autonomous bodies, autonomous communities, universities and institutions non-profit, who hire unemployed workers to carry out works and services of general interest social.

To the amparo of such order, is has dictated the resolution of 7 of April of 2014, of the service public of employment State, by which is approves it call for the concession of grants in the field of collaboration with organs of the Administration General of the State that hire workers unemployed for the realization of works and services of interest general and social. This call for proposals aims to the development of projects of collaboration between the public State employment service bodies of the General State administration in Ceuta and Melilla.

Once determined the call, by resolution of 31 July 2014 of the General Director of the public State employment service, the corresponding subsidy have been the Government's Office in Melilla and approved the project for the development of the Employment Plan of Melilla, being done each year through the hiring of unemployed workers by the Ministry of finance and public administration which provides for the hiring of 989 unemployed workers, with an average duration of six months.

In 2014, the selection process conducted by the public service of employment of unemployed workers participating in the Plan of the employment of Melilla has been particularly complex, given the high number of unemployed workers to be treated and the priority groups to consider, so the selection process has been divided into three phases, as well as the beginning of the works or services included in the approved project and corresponding contracts. Therefore, completed the first two phases have been, in 2014, at the beginning of part of the works or services contained in the approved project. However, the final phase of the selection process not has been able to be completed until the month of December, so the beginning of the rest of the works or services contained in the approved project and corresponding recruitment on the part of unemployed workers will be effective until 2015, with the consequent impact on the hiring of unemployed workers involved in the same that the period of recruitment and, where appropriate, the possibility of access to the benefits or allowances for unemployment are reduced. Also, is alter the objective of it improves of them possibilities of inclusion labour of them unemployed participants.

By all this, is considered necessary expand of form extraordinary the term of completion of them works or services for the execution of projects approved and initiated in 2014, in the city of Melilla, to the amparo of the order of the Ministry of work and affairs social, of 19 of December of 1997.

In the process of elaboration of this order has issued report the advocacy of the State Department and the intervention delegate of the intervention General of the State in the public State employment service.

By virtue, I have: single article. Enlargement, with extraordinary, of the deadline for completion of the works and services of general interest social projects approved and initiated in the year 2014, in the city of Melilla, in the framework of the resolution on April 7, 2014, the public State employment service, which approves call for grants in the field of cooperation with the organs of the General Administration of the State who hire unemployed workers to the realization of works and services of general interest social.

(1. with character extraordinary, is extends in three months, until the 30 of September of 2015 inclusive, the term established in the article 5.1. d) of the order of the Ministry of work and affairs social, of 19 of December of 1997, for the completion of them works and services to perform by organs of the Administration General of the State in Melilla of projects approved and initiated in the year 2014, in application of the ministerial order and the resolution of 7 April 2014, of the public service of State employment, which approves call for grants in the field of collaboration with the General Administration of the State bodies that hire unemployed workers to carry out works and services of general interest social.

2. in it resolution of 31 of July of 2014, of the Director General of the service public of employment State, by which is grants to the delegation of the Government in Melilla the corresponding grant, the term of completion of the works or services is means referred to the established in this order.

3. the extension of the term of execution planned in this order in any case will involve an increase of them subsidies already granted.
