The Order of the Ministry of Labour and Social Affairs of 19 December 1997 lays down the regulatory basis for the granting of public subsidies by the National Employment Institute in the field of collaboration with the General Administration of State and its autonomous bodies, Autonomous Communities, Universities and non-profit institutions, which employ unemployed workers for the performance of works and services of general and social interest.

Under that order, the Resolution of 7 April 2014, of the State Employment Public Service, for which the call for grants in the field of collaboration with organs of the State is approved, has been issued. General administration of the State employing unemployed workers for the construction of works and services of general and social interest. This call for proposals is aimed at the development of projects of the Public Service Public Service collaboration program with the organs of the General Administration of the State in Ceuta and Melilla.

Once this call is resolved, by resolution of 31 July 2014 from the Director General of the State Employment Public Service, the Government Delegation in Melilla has been granted the corresponding grant and has been granted approved the project for the development of the Plan of Employment of Melilla, which is being carried out every year through the hiring of unemployed workers by the Ministry of Finance and Public Administrations, in which the hiring of 989 unemployed workers, with an average duration of six months.

The Order of the Ministry of Labour and Social Affairs, dated 19 December 1997, set out in Article 5 (1) (d), as a requirement for the works or services to be carried out, that the duration of the projects does not exceed nine months from the date of commencement of the same, which shall in any event be effected within the financial year in which they are approved, and shall be completed no later than the first six months of the following financial year.

In 2014, the selection process conducted by the Public Employment Service of the unemployed workers involved in the Melilla Employment Plan has been particularly complex, given the high number of unemployed workers to be treated and the priority groups to consider, so the selective process has been divided into three phases, as well as the start of the works or services included in the approved project and the corresponding hiring. For all this, the first two phases were completed in 2014 at the start of the works or services included in the approved project. However, the last phase of the selective process has not been completed until December, so the start of the rest of the works or services included in the approved project and the corresponding hiring of the Unemployed workers will not be able to take effect until 2015, with the consequent impact on the recruitment of the unemployed workers involved in the unemployed, who see the recruitment period reduced and, where appropriate, the possibility of to access unemployment benefits or allowances. In addition, the objective of improving the employability of the unemployed participants is altered.

Therefore, it is considered necessary to extend the deadline for the completion of the works or services for the execution of projects approved and initiated in 2014, in the City of Melilla, under the Order of the Ministry of Labour and Social Affairs of 19 December 1997.

In the process of drafting this order, the State Attorney in the Department and the Delegation of the State General Intervention in the State Employment Service have issued a report.

In its virtue, I have:

Single item. Extension, on an extraordinary basis, of the deadline for the completion of the works and services of general and social interest of projects approved and initiated in the financial year 2014, in the City of Melilla, in the framework of the Resolution of 7 April 2014, of the Public Service of State Employment, approving the call for grants in the field of collaboration with organs of the General Administration of the State that employ unemployed workers for the realization of works and services of general and social interest.

1. By way of extraordinary character, it is extended by three months, until 30 September 2015 inclusive, by the time limit laid down in Article 5 (1) (d) of the Order of the Ministry of Labour and Social Affairs of 19 December 1997 for the completion of the the works and services to be carried out by bodies of the General Administration of the State in Melilla, of projects approved and initiated in the financial year 2014, pursuant to that ministerial order and the Resolution of 7 April 2014, of the Service State Employment Public, which approves the call for grants in the field of State aid. collaboration with organs of the General Administration of the State that employ unemployed workers for the performance of works and services of general and social interest.

2. In the resolution of 31 July 2014, by the Director General of the State Employment Public Service, which grants the Government Delegation to Melilla the corresponding grant, the deadline for the completion of the works or services is Refer to the set in this order.

3. The extension of the period of execution provided for in this order will in no case involve an increase in the grants already granted.
