Law 36/2014 of 26 December 2015 on the General Budget of the State for the year 2015, in point one of its Article 21, sets out the general criteria for the provision of public employment for the year 2015, determining that during the financial year 2015 will not be carried out in the public sector, with the exception of public commercial companies, public sector foundations and consortia mainly participated by the Administrations and make up the public sector, which shall be governed by the provisions of the additional 10th provisions fifth, sixth and seventh, respectively, of that Law 36/2014 of 26 December 2014 and of the constitutional organs of the State, to the incorporation of new personnel, except that which may be derived from the execution of selective processes corresponding to offers of public employment of previous years or places of military of Troop and Marineria professional necessary to reach the members fixed in the additional provision tenth fourth of the same Law, but at the point two of the same Article 21 excludes from the previous limitation a number of sectors and administrations for those who set a maximum replacement rate of 50%, including those included in the Armed Forces in relation to the positions of the military and the military in addition in accordance with the provisions of Law 39/2007 of 19 November, of the Military Race.

For its part, the mentioned additional provision of the tenth fourth of Law 36/2014, of December 26, establishes that the maximum templates of soldiers of troops and marineria to be reached on December 31 of the year 2015 will not be able to exceed the 79,000 troops, and authorizes the Ministry of Defense to initiate the selection and recruitment process from its approval.

Article 18 of Law 39/2007 of 19 November states that the Council of Ministers shall approve annually the provision of entry places in the military training centres, on the basis of programming The Commission will be in a position to take the necessary steps to ensure that the European Parliament and the Council of the European Parliament and the Council of the European Parliament and of the Council of the European Parliament and of the Council of the European The military and the access of foreign nationals. Similarly, Article 60 of the Law provides that places for access to military complement are announced by public notice.

Article 62.5 of Law 39/2007 of 19 November states that for admission to military training centres for access to the call of officers with a qualification requirement, as provided for in the second paragraph Article 57 (1) and Article 57 (2) of the same Law 39/2007 of 19 November, may reserve a percentage of the seats for the complement members of the military who are attached to those official scales and shall assess the time of the services. Also, point 4 of the fifth transitional provision of Law 39/2007 of 19 November authorizes the military to supplement Law 17/1999, of 18 May, of the Staff Regulations of the Armed Forces, to access by internal promotion the military training of training for the incorporation with the employment of lieutenant to the various scales of officers, according to the criteria laid down in article 66 of Law 17/1999, of May 18, adapted regulatively to the structure of bodies and scales and training courses covered by Law No 39/2007 of 19 November, at the same time which establishes that the military complement that they possess the qualifications required for the entry into the military training centers of training for the access to the scales of officers of the common bodies of the Armed Forces or of the bodies of the Army engineers, they will be reserved for specific places in the annual provisions; moreover, point 7 of this same transitional provision establishes, for the military of complement that they have undersigned a commitment of long duration, the possibility of access to the condition of permanent in the places to be determined in the annual provisions as from 2009, retaining the employment they have.

The additional provision, sixth of Law 39/2007 of 19 November, as amended by the Organic Law 9/2011 of 27 July, on the Rights and Duties of the members of the Armed Forces, provides that, in addition to the training model Article 44.2 of Law 39/2007 of 19 November, in the Military Body of Health, in the field of medicine, may also be entered without prior university degree in the quota to be determined in the annual provision of corresponding places.

In accordance with the provisions of the first and fifth transitional provisions of Law 29/2014 of 28 November of the Staff Regulations of the Civil Guard and the seventh final provision of Law 39/2007 of 19 November, In the annual provision of places, also include income in the education of training for the incorporation to the upper scale of officers of the Civil Guard and of them, after the completion of the process of formation, how many will be places of access to such a scale.

On the other hand, Article 125.2 of Law 39/2007 of 19 November states that in order to acquire the condition of a voluntary reserve, one of the places offered for public convocation must be obtained and the periods of basic and specific training referred to in Article 127.1 of the same Law.

Finally, the Regulation on the entry and promotion and management of training in the Armed Forces, approved by Royal Decree 35/2010, of January 15, establishes the requirements and procedures for entry into the Military training centers to train the teachings to be professionally linked to the Armed Forces, and for the professional military to be able to change the scale and in its case of the body.

During its processing, knowledge of this provision has been made to the professional associations registered in the Register of Professional Associations of members of the Armed Forces, in accordance with Article 40.1.c) of the Law Organic 9/2011, of July 27, of Rights and Duties of the members of the Armed Forces. Likewise, according to the provisions of article 49.1.b) of the aforementioned organic law, the Council of Staff of the Armed Forces has been informed and has been heard.

By virtue of all of the above, on the proposal of the Minister of Defense in conjunction with the Minister of the Interior with regard to the Civil Guard, with the favorable report of the Ministry of Finance and Public Administrations, and after deliberation by the Council of Ministers at its meeting on 27 March 2015,

DISPONGO:

Article 1. Approval of the provision of seats of the Armed Forces for the year 2015.

1. In compliance with the provisions of Article 18 of Law 39/2007 of 19 November of the Military Career, and in Article 21 of Law 36/2014 of 26 December 2015 of the General Budget of the State for the year 2015, the provision of Positions of the Armed Forces for the year 2015 in the terms that are established in this royal decree.

The calls for selective testing resulting from this provision of seats may only be published in the financial year to which they are referred and shall be carried out in accordance with the provisions of the additional provision Fourth of Law 36/2014 of 26 December, and with the provisions of the Regulations for the entry and promotion and management of training in the Armed Forces, approved by Royal Decree 35/2010, of January 15.

2. In the annexes to this royal decree the number of entrance places in the military training centers, which are broken down into places of direct entry, places of promotion of military of career to the scales of officers, places of promotion and internal promotion of military complement to the official scales, places to promote soldiers of troops and marineria at the scales of officers and non-commissioned officers and volunteer reservists.

Article 2. Direct income.

It is authorized to call for access to bodies and scales of military and career military complement, after the completion of the training process, corresponding to 50 percent of the rate of replacement of the troops. The distribution of the places for direct income as a pupil in the military training centres, which includes the increase corresponding to the forecast of casualties during that period, is as detailed in Annex I.

Article 3. Access to the military of troops and marineria.

The offer of seats for military access to troops and marineria will be the one necessary to reach the maximum of 79,000 troops fixed in the additional tenth fourth of Law 36/2014, of December 26.

It is authorized that up to a maximum of 9 percent of the places can be offered for the access of foreigners as soldiers of troops and marineria

Article 4. Promotion.

The call for entry places for admission as a pupil in the military training centres, through promotion, as set out in Annex II, is authorised.

Article 5. Body and scale access places.

Access places for the bodies and scales of the Armed Forces are permitted, after the completion of the training process, as set out in Annex III.

Article 6. Access to a permanent character services relationship.

1. The call for 52 places for access to a permanent service relationship for military complement is authorised (Annex IV).

2. The call for 100 places for access to a permanent service relationship for soldiers of troops and marineria (Annex IV) is authorised.

Article 7. Volunteer reservists.

The offer of a maximum of 150 places is authorized to access the condition of a voluntary reserve (Annex V).

Article 8. Superior Scale of Civil Guard Officers.

The call for direct entry to the military training centre for access to the Higher Scale of Civil Guard Officers listed in Annex VI is authorised. The places of access to that scale, after the completion of the training process, shall be as set out in the same Annex.

Final disposition first. Competence title.

This royal decree is issued in accordance with the provisions of Article 149.1.4. of the Constitution, which attributes to the State the exclusive competence on Defense and Armed Forces. Article 8 and Annex VI are also given in accordance with the provisions of Article 149.1.29. of the Constitution, which gives the State exclusive competence in matters of public security.

Final disposition second. Entry into force.

This royal decree will enter into force on the day following its publication in the "Official State Gazette".

(c) Of these 67 places, 25 will be offered for the fundamental specialty of Medicine through the form of direct income without requiring prior university degree, as provided in the fifth final provision of the Law Organic 9/2011, of July 27, of Rights and Duties of the members of the Armed Forces, which modifies the additional provision sixth of Law 39/2007, of 19 November, of the military career. The corresponding call may determine the places to be offered with acquired credits, as set out in the fourth additional provision of Royal Decree 35/2010 of 15 January, as amended by Royal Decree 1141/2012, of 27 July. Of those offered for admission to the main specialty of Medicine with a requirement of prior qualification, up to a maximum of 10 may be published with the requirement of a medical-surgical specialty.

(d) For the primary specialty Address.

(e) Plaws without prior requirement of higher Technician titration.

(f) Of these 45 places, 10 will be offered with prior requirement of qualification of Superior Technician as provided for in point 6 (b) of Article 17 of Royal Decree 35/2010, of 15 January, and 35 without requirement of prior certification; those offered with a qualification requirement which are not covered shall be accumulated to those offered without a qualification requirement and vice versa.

(g) Uncovered squares will be accumulated to those offered for promotion in the same body and scale.

(h) Plazas for the fundamental specialty Medicine, three of which will be offered with demand for medical-surgical specialty. National and foreign nationals may be present at these places in accordance with the provisions of the Additional Disposition, sixth point 2 of Law 39/2007 of 19 November, of the military career, as amended by the final provision of the fifth point of the Organic Law 9/2011, of July 27, of Rights and Duties of the members of the Armed Forces. The places not covered will be accumulated to the places offered for direct income with requirement of qualification in the scale of officers of the Military Body of Health, fundamental specialty Medicine with the criteria to be established in the call.

(i) The places offered to the staff holding each of the three military conditions that are not covered will be offered to the staff of the other two. The order of priority in case there are applicant personnel coming from different conditions will be: first military of race, second military of troops and marine, third military of complement for change of scale and fourth military of complement for body change. This offer will be made after the accumulation of places between the two forms of promotion of the military complement. For the places offered to the Military Body of Health, major medical specialty, without requiring prior certification, the rules applicable to the accumulation will be determined in your specific call.

(j) For military officers and non-military officers, except for military officers in addition to Law 17/1999, under the conditions laid down in Article 62 of Law 39/2007 of 19 November of the Military Career. In the General Corps of the armies and Marines the places offered will be for the form of promotion for change of scale.

(k) For internal promotion for change of scale and promotion for change of body of military complement of Law 17/1999 and for change of scale of the military complement of Law 39/2007, under the established conditions in the transitional provision fifth point 4 and in Article 62 point 5 of Law 39/2007 of 19 November of the Military Race and in the transitional provision third point 4 of Royal Decree 35/2010 of 15 January 2010.

(l) For soldiers of troops and mariners, under the conditions set out in Article 62 of Law 39/2007 of 19 November of the Military Race.

(m) Of the 20 seats offered to the military and of the 20 seats offered to soldiers of troops and marineria will be reserved 6 and 6, respectively, under the conditions established in the transitional provision of the Royal Decree 35/2010 of 15 January 2010 concerning the promotion for change of scale with the requirement of prior university degree. If not covered, the places offered for admission with prior university degree requirement will be accumulated to those of promotion without requiring prior university degree, and vice versa.

(n) Of the 8 seats offered to the military and of the 8 seats offered to soldiers of troops and marineria will be reserved 4 and 4, respectively, under the conditions established in the transitional arrangement of the Royal Decree 35/2010 of 15 January concerning the promotion for change of scale with a requirement of prior university degree. If not covered, the places offered for admission with prior university degree requirement will be accumulated to those of promotion without requiring prior university degree, and vice versa.

(n) Of the 4 seats offered to the military and of the 4 seats offered to soldiers of troops and marineria will be reserved 2 and 2, respectively, under the conditions established in the transitional arrangement of the Royal Decree 35/2010 of 15 January concerning the promotion for change of scale with a requirement of prior university degree. If not covered, the places offered for admission with prior university degree requirement will be accumulated to those of promotion without requiring prior university degree, and vice versa.

(o) Of the 8 seats offered to the military of the race and of the 11 seats offered to soldiers of troops and marineria will be reserved 5 and 5, respectively, under the conditions established in the transitional arrangement of the Royal Decree 35/2010 of 15 January concerning the promotion for change of scale with a requirement of prior university degree. If not covered, the places offered for admission with prior university degree requirement will be accumulated to those of promotion without requiring prior university degree, and vice versa.

(p) Of these 11 places, 5 will be offered for the fundamental specialty of Medicine through the form of admission without requiring university degrees, as provided in the Final Disposition of the Fifth of the Organic Law 9/2011, July 27, Rights and Duties of the members of the Armed Forces, which amends the Additional Disposition sixth of Law 39/2007, of 19 November, of the Military Career. The corresponding call may determine the places to be offered with credits acquired, in accordance with the fourth additional provision of Royal Decree 35/2010, of 15 January, as amended by Royal Decree 1141/2012, of 15 January 2012, July 27.

(q) Of the two places offered one will be for the fundamental specialty of Instrumentalist, reserved for non-commissioned officers of the Corps of Military Musicians, as established in article 62.2 of Law 39/2007, of 19 of November. The other will be for the fundamental specialty of Direction and may be requested indistinctly by subofficers and soldiers of troops and marineria.

(r) For soldiers of troops and mariners, under the conditions set out in Article 62 of Law 39/2007 of 19 November of the Military Race, and Article 15 of Law 8/2006, of 24 April, of Troop and Marineria.

(s) Of these 180 places, 10 will be offered under the conditions set out in point 6 (b) of Article 17 of Royal Decree 35/2010, of 15 January; of the latter, the uncovers will be accumulated to the 170 offered without Prior requirement of certification of a Superior Technician.

(t) Specific cumulation rules may be laid down in the corresponding calls, in accordance with the requirement that places not covered by promotion or internal promotion may in no case be cumulated with places offered for direct income.
