The creation of a Honorary Consulate of Spain in the city of Charlotte, main city of the State of North Carolina, is justified by the need for quick and effective assistance to the Spanish colony resident and registered in that State.

That is why, at the initiative of the General Directorate of the foreign service, in accordance with the proposal made by the Embassy of Spain in Washington, with the favorable report of the Directorate General of Spaniards abroad and consular and Migration Affairs and the Directorate General for North America, Asia and Pacific, have seen fit to have: first you create a Honorary Consulate in the city of Charlotte (North Carolina State) , (USA), with jurisdiction over the counties of Cherokee, Clay, Macon, Graham, Swain, Jackson, Transylvania, Haywood, Madison, Buncombe, Henderson, Polk, Rutherford, McDowell, Yancey, Mitchell, Burke, Cleveland, Gaston, Lincoln, Catabwa, Alexander, Caldwell, Avery, Watauga, Ashe, Wilkes, Iredell, Rowan, Cabarrus, Meclemburg, Wikes, Alleghany, Surry, Yadkin, Davie, Davidson, Randolph, Montgomery, Moore, Hoke, Scotland, Robeson and Rockingham, category of honorary vice-consulate and dependent of the General Consulate of Spain in Washington.

Second the Chief of the Office Consular honorary of Spain in the city of Charlotte (State of North Carolina) (USA), have, in accordance with article 9 of the Vienna Convention on consular relations of 24 April 1963, category of Honorary Vice-Consul.
