Article 20 of Organic Law 15/1999, of 13 December, on the Protection of Personal Data, states that the creation, modification or deletion of the files of public administrations may be done only by means of general provision published in the Official Journal of the State or corresponding official journal. Furthermore, the first provision of the above standard directs the public administrations responsible for files to approve the provision of the same or to adapt the existing provision to the provisions of the law itself.

With Order AAA/2456/2012 of 31 October, for which the files of personal data managed by the Segura Hydrographic Confederation are regulated, the same was carried out in accordance with the Organic Law 15/1999, of 13 In December, under the terms of Article 20.2 and Article 54 of Royal Decree 1720/2007 of 21 December, the Regulation on the development of the Organic Law 15/1999 of 13 December 1999 on the protection of data personal character.

With Order AAA/512/2013 of 20 March, amending Order AAA/2456/2012 of 31 October, we proceeded to include in the file "Management of Human Resources" the specific data referred to by the Order ARM/3123/2011, of 3 November, establishing the uniform and distinctive of the Scale of Environmental Agents of Autonomous Bodies of the Ministry of the Environment.

The Segura Hydrographic Confederation considers the modification of the "Human Resources Management" file to be able to reflect the changes generated when starting a new information system in the Confederation Hydrographic of the Segura, in order to improve the productivity and control of the activity of the displaced personnel in field, accompanying the installation of devices of geolocation in the official vehicles.

Consequently, the approval of the relevant modification provision of the file is necessary in accordance with the Organic Law 15/1999, of December 13.

The Spanish Data Protection Agency has been requested to report and the Ministry of Agriculture, Food and Environment's Ministry of Electronic Administration.

Single item. Amendment of Order AAA/2456/2012 of 31 October, regulating the files of personal data managed by the Segura Hydrographic Confederation.

The file "Human Resources Management" provided for in the Annex to Order AAA/2456/2012 of 31 October 2012 is replaced by the following:

" Human Resources Management File.

a) Identification and use of the file:

a.1) File Identification: Human Resource Management.

a.2) Purpose and intended uses: Comprehensive management of the Agency's Human Resources (staff management, payroll, pension plan, social aid, costume control, time control, diets and locomotion, mobility, identification and control of the officials of the Environmental Agents of the Autonomous Bodies of the Ministry of the Environment carrying out surveillance and inspection tasks.

a.3) Purposes of Purpose: Human Resources; Management of Nomine, Locomotion.

b) Data source:

b.1) Persons or collectives on which it is intended to obtain data of a personal nature or which are required to supply it: Public employees who provide their services in the Segura Hydrographic Confederation.

b.2) Provenance: The interested party or its legal representative. Central Register of Personnel of the Ministry of Finance and Public Administrations.

c) Collection procedure: Data provided by the data subject. Location data collected from geolocation systems using GPS or analog systems implanted in material means of the Agency (vehicles, mobile phones, tablets, laptops).
