Article 11 (2) of Law 30/2014 of 3 December of National Parks states that the Council of Ministers may incorporate similar or similar characteristics into national parks. values are complementary to those of those where one of the following conditions is present:

a) That they are owned by the State or the Autonomous Communities.

b) That they be incorporated into the public patrimony for the best fulfillment of the purposes and of the National Park Law.

c) That they be contributed by their owners for the achievement of such purposes.

On the basis of this article, dated January 30, 2015, the Council of Ministers has agreed to the extension of the National Park of the Picos of Europe by the incorporation of adjacent territories with the same expressly provided by its owners, with a surface area of 2,467 ha 59 to 36 ca.

Given the need for a broad dissemination of the enlargement agreement, in the interest of the general interest and the legal significance of the agreement, this Presidency has resolved:

Order the publication in the "Official State Gazette" of the Council of Ministers agreement extending the limits of the National Park of the Picos of Europe by incorporation of land adjacent to it.

AGREEMENT OF THE COUNCIL OF MINISTERS EXTENDING THE LIMITS OF THE NATIONAL PARK OF THE PEAKS OF EUROPE BY INCORPORATION OF LANDS ADJACENT TO IT

First.

In accordance with Article 11.2 of Law 30/2014, of December 3, of National Parks, and with article 2.2 of Law 16/1995, of 30 May, of declaration of the National Park of the Picos of Europe, the Expansion of the National Park of the Picos of Europe, incorporating different public and private lands, expressly provided by its cadastral holders for the fulfillment of the National Park. These areas are adjacent to the Park on a surface of 2,467 ha 59 to 36 ca, and have the natural characteristics suitable for this purpose, as described in Annex I to this agreement and according to the limits and boundaries defined in Annex II to that Annex.

Second.

As a result of this enlargement and the correction of the quantification of the total area contributed by the municipality of Penamellera Baja, the total area of the National Park of the Picos of Europe is fixed at 67,127 ha 59 36 ac, belonging to the municipal terms of Amieva, Cabrales, Cangas de Onis, Onis, Penamellera Alta and Penamellera Baja in the Autonomous Community of the Principality of Asturias; de Camaleno, Cillorigo de Liebana and Tresviso in the Autonomous Community of Cantabria; and Oseja de Sahagbre and Posada de Valdeón in the Autonomous Community of Castilla y León. The geographical boundaries of the National Park of the Picos of Europe, thus extended, are those that appear cartographically in Annex III of this agreement.

EXPOSITION

The National Parks in Spain make up a coherent, homogeneous, and representative network of our country's natural systems, serving the conservation of its natural values and its enjoyment for all citizens. They are declared by law of the General Courts, and although their subsequent enlargement is covered by the character of a new declaration in itself, the legislator has established some exceptional assumptions in which the Government of the Nation is enabled. to proceed in this direction by agreement of the Council of Ministers, simplifying the procedure extraordinarily by not specifying in this way the participation of the General Cortes.

In accordance with Article 11.2 of Law 30/2014 of 3 December of National Parks, the Government, on a proposal from the Ministry of Agriculture, Food and the Environment on its own initiative, or at the initiative of the The corresponding autonomous community may incorporate into a national park land or marine spaces adjacent to it, of similar characteristics, or whose values are complementary to those of the national park, when one of the following is present. circumstances:

a) That they are owned by the State or the Autonomous Communities.

b) That they be incorporated into the public patrimony for the best fulfillment of the purposes and of the National Park Law.

c) That they be contributed by their owners for the achievement of such purposes.

Likewise, Law 16/1995, of 30 May, of the declaration of the National Park of the Picos of Europe contemplates enlargement by this exceptional procedure.

The proposed increase meets these requirements, given that the proposed extension is, for the most part, on areas of public ownership made up of public utility mounts of the High and High Penamellera Councils. Penamellera Baja and, on a small surface, on grounds of presumed property, contributed with the express conformity of its cadastral holders for the fulfilment of the purposes of Law 30/2014, of December 3, and of Law 16/1995, of 30 May.

The aforementioned article 11 of the Law of National Parks, is clear in terms of the requirements of ownership or possession and as soon as the natural values require, first, that it be produced on adjacent lands and establishes two possible requirements: that they are similar to those of the National Park, or that their values are complementary to those of the National Park.

The definition of what these "similar characteristics" assume is inferred from the characteristic features that the Plan Director of the National Park Network establishes for the territories to be included in these spaces, so that the proposed extension provides:

a) Representativity.-The territory that is included contributes to ensuring or improving the representativeness in the natural systems space that the legislation points out to be included in the National Park Network.

b) Extension. -Extension makes possible superficial adjustments in the National Park that allow to improve their capacity to sustain ecological processes.

c) State of conservation. -The proposed area presents high conditions of naturalness and ecological functionality, or is in a position to reach it as a result of the work resulting from its inclusion in the park national.

d) Continuity. -Maintains the overall continuity of the National Park, both physical and environmental.

e) Settlements. -Extension does not include inhabited cores.

f) External protection-The result of enlargement improves environmental permeability and the continuity of ecological processes between the National Park and its environment.

In terms of complementarity, the natural values that are incorporated allow the achievement of the following objectives:

1. To increase the representativeness of existing natural systems, of which the park is representative in the National Park Network (Atlantic forest characteristic of the Olocantabrian province); and of others, such as the Cantabrian oak trees, with limited representation in the National Park in its current conformation. Finally, it incorporates areas of champion, reproduction and feeding of fauna linked to the protected space.

2. To incorporate interesting populations of species of classified ferns, linked to the unique habitats of the four rivers or mountain ravines that are incorporated into the National Park with the enlargement.

3. Incorporate connectivity land (solanas) among high quality mature forest masses, which, properly restored, will contribute to the naturalness and ecological connectivity of the protected space.

BACKGROUND

On July 22, 1918, this first National Park is declared in Spain as the Mountain of Covadonga, declared as such by the richness of its fauna and flora. This declaration comprised the Peña Santa massif, located in the provinces of Asturias and León. The Asturian councils that brought land to the Park were those of Amieva, Cabrales, Cangas de Onis and Onis, to which the municipality of Posada de Valdeón was joined.

Later, in 1995, Law 16/1995, of May 30, declared the National Park of the Picos of Europe, expanding the territorial scope of the previous one. The objectives of this declaration were to: protect the integrity of the ecosystems within their boundaries, which constitute a significant representation of the natural and semi-natural systems associated with the Atlantic forest in the province. orocantabrian, as well as the physical and biological elements that characterize them; contribute to the protection, recovery, promotion and dissemination of the cultural and anthropological values that make up the history of this natural space; to facilitate knowledge and enjoyment of its main values, assuring, always in form compatible with its conservation, both the research and educational activities and the simple access of visitors; promote a sustainable social, economic and cultural development for the people and communities associated with its territorial scope and its the area of influence, ensuring its participation in the whole process; and contributing to the national, European and global heritage a representative sample of the mountain ecosystems in the Picos of Europe and their natural and cultural heritage, participating in national and international biodiversity conservation programmes. From this declaration the territorial scope of the National Park was extended to part of the asturian councils of Amieva, Cabrales, Cangas de Onis, Onis and Penamellera Baja, to the whole of the municipality of Tresviso and to part of those of Camaleno and Cillorigo de Liebana in Cantabria, and the entire surface area of the Leonese municipalities of Oseja de Sahagbre and Posada de Valdeón.

In the years 2005 and 2008, respectively, the Ayaldas de Penamellera Baja and Penamellera Alta applied for the incorporation of new land to the aforementioned National Park, the first of those indicated as a contribution of new areas and the second as a new council member of the protected area. The corresponding administrative files for the extension of the area of the National Park of the Picos of Europe were dealt with in accordance with the then current article 14.2 of Law 5/2007, of April 3, culminating the processing according to the current Law 30/2014, of December 3, of National Parks.

The annexes thereto are part of this agreement. First of all, Annex I contains a reference to the administrative handling of enlargement and the natural characteristics of the enlarged area; the new geographical boundaries and the boundaries are set out below in Annex II. of the National Park. Finally, its mapping is included in Annex III.

ANNEX I

1. Administrative processing

A) Enlargement of the National Park of the Picos of Europe in the land of the Council of Penamellera Baja:

-Request for the incorporation of new land into the National Park of the Picos of Europe by the Agreement of 7 April 2005 of the Town Hall, adopted unanimously.

-Agreement of the Joint Committee on the Management of the National Park of the Picos of Europe of 20 July 2005, I have to say that the direction of this space will start the works leading to this enlargement. During the course of the investigation, monographic meetings were held with the municipal corporation and two meetings with neighbors at the headquarters of the Penamellera Baja in Panes, aimed both at informing the on the characteristics of the National Parks legal regime, as well as to obtain the corresponding conformities of the cadastral holders of the parcels of particular proposals for inclusion in the extension file.

-Agreement of the Patronato of the National Park, dated March 26, 2009, for which the extension file is reported favorably.

-Resolution of the Mayor of the Council of Lower Penamellera, dated May 14, 2009, for which he lends his conformity to the proposal of enlargement.

-Agreement of the Joint Commission of Management of the National Park of 19 May 2009, assuming the extension file and having its referral to the Directorate of the Autonomous Body of the National Parks, of the then Ministry of Environment, and the Rural and Marine Environment, for processing. The proposal for enlargement involves the incorporation into the protected area of 640.41 ha, to be the total area contributed by this Council of 1,161.08 ha of these 640.41 ha, 636.45 ha are of public utility in respect of whose The other, 3.96 Ha, belong to 15 parcels of private property in respect of which are also counted with the conformity of their own owners to be incorporated into the protected space.

-Entry of the file on August 10, 2009, in the Autonomous Body of National Parks (APO) for the purpose of giving the public information procedure for two months and to continue with the processing of the file.

-Entry of the file in the Register of the National Park of the Picos of Europe on October 27, 2011, returned by the OAPN and for the purpose of the processing of public information for two months by the Consortium Inter-regional of the National Park, since the transfer of the management powers of the National Park of the Picos of Europe on 1 February 2011, as well as the Agency of the Administration State General.

-Publication of the Announcement of the Inter-regional Consortium of the National Park of the Picos de Europa of submission of the file to a period of public information for two months in the Official Gazette of the Principality of Asturias (BOPA) of 26 January 2012. The same announcement was published on the website of the National Park Network, being also available to interested parties, both in the offices of the National Park and the City of Penamellera Baja.

-Agreement of the Management Commission of the National Park of the Picos of Europe of 31 July 2012, for which the three claims submitted during the period of public information are resolved. Of these, one was dismissed on the basis of the report requested and issued by the Northern Hydrographic Confederation, and the other two were incorporated into the Penamellera Alta extension file for corresponding grounds.

-Agreement of the Plenary of the City of Penamellera Baja of 28 February 2013, adopted unanimously, by which it ratifies the Agreement of 7 April 2005, requesting the incorporation of land to the National Park of the Picos of Europe.

B) Enlargement of the National Park of the Picos of Europe in the land of the Peñamellera High Council:

-Application for the incorporation of land into the National Park of the Picos of Europe by Agreement of 4 February 2008 of the Town Hall, adopted unanimously.

-Agreement of the Joint Commission of Management of the National Park of the Picos of Europe, of 31 October 2008, I have available that the direction of this space will start the works leading to this enlargement. During the training phase of the enlargement dossier, specific information meetings were held for the residents of the Peñamellera Alta council, in the towns of Oceno and Mier, aimed at providing them with adequate information on the the legal regime of the National Parks and to remove any doubts about it, as well as to obtain express conformations of the cadastral holders of the parcels allegedly not integrated in public utility mountains included in the file of enlargement. In this respect, it must be stated that, in order to obtain such forms, in addition to direct démarches from the National Park itself, the collaboration of the City Council of Penamellera Alta, whose involvement in this regard was total, was sought. This express conformity is achieved for a good number of plots. However, this agreement could not be achieved in respect of three parcels located in an area on the average of the area covered by the extension dossier; this is the case for 'pro indiviso' properties with multiple owners. Given that the procedure established by the Law of National Parks for the modification of the limits of a National Park requires the express conformity of the rightholders, and despite the fact that none of them has expressed opposition, it has opted for to leave these small plots as interlocked within the area of enlargement as a surface not yet endowed with the National Park regime, since they are, on the other hand, presumed to be located in the mountain of public utility, whose regime legal can vary once the corresponding apet is performed.

-Agreement of 11 February 2009 of the plenum of the City Council of Penamellera Alta, for which it gives its conformity to the proposal of extension formulated by the Directorate of the National Park.

-Agreement of 26 March 2009 of the Patronato of the National Park, for which the extension file is reported favorably.

-Agreement of the Joint Commission of Management of the National Park of 19 May 2009, assuming the extension file and having its referral to the Directorate of the Autonomous Body of the National Parks, of the then Ministry of Environment, and the Rural and Marine Environment, for processing. The enlargement proposal involves the incorporation into the protected space of 1,827,1836 Ha, leaving at the moment three interlocks of 0.1337 Ha, 4,9394 Ha and 5,4593 It has not had the regime of National Park. Of the 1,827,1836, there are a total of 1,825,5566 hectares of public utility, in respect of whose incorporation has been provided by the owner of the same, the City Council of Penamellera Alta and the rest, 1,6270 Has, belong to five parcels of particular property, in respect of which are also counted with the conformity of their cadastral holders to be incorporated into the protected space. -Entry of the file in the Register of the National Park of the Picos of Europe on October 27, 2011, returned by the OAPN for the purpose of the processing of public information by space of two months by the Consortium Inter-regional of the National Park, since the transfer of the management powers of the National Park of the Picos of Europe on 1 February 2011 has been carried out, as it is valued by the National Park of the National Park State General.

-Publication of the announcement of the Interautonomic Consortium of the National Park of the Picos de Europa of submission of the file to a period of public information for two months in the Official Gazette of the Principality of Asturias (BOPA) of 26 January 2012. The same announcement was published on the website of the National Park Network, also being made available to interested parties both in the offices of the National Park and the City Council of Penamellera Alta.

-Agreement of the Management Commission of the National Park of the Picos of Europe of 31 July 2012, for which the ten submissions made by a total of 19 submissions are resolved during the period of public information. Nine of them are partially assumed and one is dismissed.

-Agreement of 14 February 2013 of the Plenary of the City of Penamellera Alta, which ratified the Agreement of 4 February 2008, requesting the incorporation of land into the National Park of the Picos of Europe.

The proposal for enlargement involves the incorporation into the protected area of 640.41 of the Penamellera Baja council, becoming the total area contributed by this council of 1,161.08 ha and 1,827.18 ha of the council of Penamellera Alta.

With the incorporation of the land of the Council of Penamellera Alta, the inclusion of land of all the councils that make up the Picos of Europe in Asturian territory is completed, and a situation that has been impossible to achieve in 1995, when the current National Park of the Picos of Europe was declared, by rejection of the municipal corporation. At the present time, however, enlargement has been dealt with on the basis of the agreement reached unanimously by all the municipal groups and with a very limited number of arguments, no opposition to the proposed protection figure, in the public information period.

2. Built-in surface

The area proposed for the expansion of the National Park involves the incorporation into the protected space of 2,467,5936 Ha, 1,827,1836 Ha of them correspond to the Municipality of Penamellera Alta and 640,4100 Ha to Penamellera Low. Of these, in turn, 2.462,0066 ha correspond to public property in being Montes de Utiidad Pública of the belonging of the respective Councils (1,825,5566 Ha de Penamellera Alta and 636,4500 Ha de Penamellera Baja). Finally, 5.5870 ha correspond to twenty plots of particular property in respect of which are also counted with the conformity of their cadastral holders to be incorporated to the protected space (in Penamellera Alta are five the plots, with 1,6270 Ha, and in Penamellera Baja it is about fifteen plots with 3,9600 ha of total space. It should be noted, moreover, that, as a result of the inclusion of the 640,4100, it has been incorporated in the municipality of Penamellera Baja and the correction of the error of surface quantification carried out since the declaration of the National Park, the total area contributed by this council becomes 1,161,0800 ha.

Interlocked: In the documentation attached to the file the literal description of the extension perimeter is performed with the coordinates of the main geographical vertices, in which the interlocked, equally with its Perimeter description. These interlocks, a total of three castral plots of 0.1337 Ha, 4,9394 Ha and 5,4593 Ha, all located in Penamellera Alta, presumed interlocked from the public utility mount n. 277 of the Asturias Catalogue, "Bajuras", in its place of " El Valle " and with which they close by all the winds, they will not have the regime of National Park, and they propose as such not having been possible for the moment to identify the totality of the owners and not to have, therefore, their own consent.

3. Natural state

1.3.1 Hydrography. -All of the land now incorporated into the National Park belongs to the river basin of the Cares-Deva River, a singular Cantabrian coastal basin for being one of the limited river areas of our country with the presence of salmon (Salmo salar L. 1758) and formed by the sub-basins of the rivers Cares and Deva, which link their flows, to form the river Cares-Deva, from the town of Panes, capital of the municipality of Penamellera Baja. The area contributed by the municipality of Penamellera Alta is distributed in part of three small sub-basins, those of the Mildon, Tajadura and Rubo rivers, of which the first two join, being these small tributaries of the River Cares for their right margin. For its part, the land of the municipality of Panamellera Baja included in the expansion corresponds to the subbasin of the river Rumenes, tributary to the left of the river Deva in the gorge of La Hermida.

1.3.2 Geology and geomorphology. The area of enlargement is a region very well defined by geographical accidents, which serve as a limit with other lands. In the west it is the valley of the river Mildon that delimits the land of Penamellera Alta of those belonging to the council of Cabrales. To the south, with the province of Cantabria, the Picos of Europe, the most prominent ones accidentally speaking, being the Tajadura, its maximum altitude with 1,446 meters. In its eastern part is the mythical peak Penamellera (765 meters) that divides the High of the Lower, being the river Deva that delimits the Asturian grounds of the cantabros. Finally, in the north the limits are the way to the River Cares, although without reaching its margins, by agreement expressed with the City Council of Penamellera Alta.

Three clear zones can be differentiated: a first one that would be located in the foothills of the Andara mountain range in the Picos of Europe; a second, next to the previous one, which runs through the central zone in the valley of the Cares; and, finally, in Penamellera Baja, the valley that opens from the Collado de La Galabín, boundary between the two Penamelleras and the cantabre municipality of Tresviso, towards the valley of the river Deva, in the gorge of La Hermida.

This area of the Principality of Asturias is characterized by having a geology originating in the Lower Paleozoic, Cambrian and Ordovico periods, and the Upper Paleozoic, Carboniferous period. In the area of enlargement, the vast abundance of limestone from the "Picos de Europa" formation, crossed from west to east, stands out, more or less by its middle area, by a unique band of Lenten and soft sandstones that correspond to the "Barrios" training. Valley funds present alluvial deposits of not very broad power.

The relief in this area is marked by two aspects, the mountainous block of Picos de Europa, the eastern massif or the Andara mountain range, and the nesting of the River Cares, which separates Andara from the Cuera mountain range. This fitting is produced by the presence of a cavalting of soft limestone materials, which have been subjected to erosion by the water currents, producing a trench that acts as a limit. As we find ourselves on the right bank of the Cares, the study area belongs to the eastern massif of the Picos of Europe, by geology and relief.

Geomorphologically the highlights are the significant cavalting between the two formations described and the abundance of vertical walls, of great landscape spectacular and faunistic interest (buitres, etc.).

1.3.3 Plants and vegetation. -They incorporate land that houses forests of good or very good quality, little or nothing exploited, located on public utility mountains, being this type of natural system that comes to represent this national park in the Spanish National Park Network. At the same time, mass of mixed forest of the eutrophus of carbayo and fresno are included in their phase of dominant, which come to complete the relatively little representation of this formation in the National Park. Of interest is also the incorporation of Cantabrian oak trees, particularly on the slopes of the river Mildon ravine, formation not currently represented in the National Park. Finally, a stain of laurel included (Lauris Nobilis L. 1753), of a certain interest, located next to the river Rubo. The most interesting habitats present, included in Annex I of Law 42/2007, of Natural Heritage and Biodiversity) are 5230 * "Arborescent matorals of Laurus nobilis" and 9340 " Encinares of Quercus ilex and Quercus rorundifolia ".

Three mountain ravines of clear interest are incorporated, those of the rivers Rubo, Tajadura and Mildon, particularly with regard to these last two, with the presence of very interesting populations of relict ferns Macrocarpa Culcite C. Presl 1836 (species included in the Regional Catalogue of Endangered Species of the Principality of Asturias in the category of "Special Interest" and classified as "In Danger" in the Atlas of the Vascular Flora of Spain), Woodwardia radicans (L.) Sm. 1793 (species included in the Regional Catalogue of Threatened Species of the Principality of Asturias Flora in the category of "Special Interest") and Hymenophyllum tunbrizense (L.) Sm. 1794 (classified as "Vulnerable" in the Atlas).

Likewise, the valley of the River Rumenes is included, practically in all its extension, in the interior of the national park, which carries with it of its forest of ribera, with singular presence of the aliso[Alnus glutinosa (Gaertner) L. 1790] and of a very interesting population of the actual fern [Macrocarpa C. Presl 1836 Culcite)], species, as already indicated, included in the Regional Catalogue of Threatened Species of the Flora of the Principality of Asturias in the category of "Special Interest" and classified as "In Danger" in the Atlas of the Vascular Flora of Spain.

Highlights, for their interest and on the slopes of the river Rumenes, the presence of an interesting formation of Cantabrian oak trees, little represented in the National Park in its current conformation, with presence in the middle of the mass of These oak trees to the habitat type 9340 "Encinares of Quercus ilex and Quercus rorundifolia", including "Encinares" (Castanea sativa Miller 1768) in Annex I to Law 42/2007. In the valley of this river, as it rises up in height, formations appear in the Cantabrian mixed forest, fresno (Fraxinus excelsior L. 1753) and oak [Quercus petraea (Matt.) Liebl. 1784], to finish with good Forest manifestations of beech (Fagus sylvatica L. 1753), sub-alpine scrubs and cryomedical pscroxerophilic grassland from Festuca sp.

1.3.4 Fauna. -As for fauna, it highlights the presence of all the mountain carnivores of the region, except the bear (not the area of distribution of this species), being of the presence of wolf (Canis lupus subsp. signatus Cabrera 1907). The presence of the rebeco (Ruppicapra pyrenaica subsp. parva Cabrera 1911) is a constant in the risks of the high summits. It also highlights the incorporation of the area of champions and the nesting platforms (located on the slopes of the Mildon River ravine) of an actual eagle couple (Aquila chrysaetos L. 1758), species included in the Regional Catalogue of Fauna in the category of "Vulnerable" and that would become the sixth of the national park. There are buitres on the slopes of the river Rubo. Highlights the presence of species linked to forest canopy as the azor (Accipiter gentiles L. 1758), species included in the Regional Catalogue of Animals in the category of "Special Interest" and the black pit (Dryocopus martius L. 1758) or rocky cantilles such as the common vulture (Gyps fulvus Hablizl 1783) or the chová piquigualda (Phyrrocorax graculus). Finally, highlight the presence of interesting populations of amphibians and molluscs (linked to the habitat of the rivers and streams).

Associated with the inclusion of the valley of the river Rumenes are incorporated some important salmon freezers (Salmo salar L. 1758), species of singular interest and which, although in the present moment it is present in the protected space in The River Cares and freza sporadically in the limits of the same, it would happen to present in the national park a more important manifestation of its areas of reproduction.

1.3.5 Uses and use. ANNEX II

Boundaries and Linderlines

New geographical boundaries and borders of the National Park of the Picos of Europe in the area of enlargement, considered from east to west, and which are related to those listed in Annex I of Law 16/1995, of 30 May, Declaration by the National Park of the Picos of Europe ("BOE" number 129 of 31 May 1995). These limits are as follows:

From Rumens, at the apex of the current boundary of the National Park of the Picos of Europe, it is taken north bordering the buildings, until reaching the road of access to San Esteban, leaving it out to a distance of 7 m is still in the west direction, until you reach the revolt of Ingles, where it is followed in a straight line to border an area of meadows, ascending back to the road. Following the west, 60 meters from the junction with the road to Cunaba, it goes down in line from the maximum slope to the river San Esteban, and from here in a straight line to reach the road of Pandebeju, leaving to the left the lookout de San Esteban. It follows, south direction, bordering the lower part of the Sierra Pandebeju, without entering particular plots, until reaching back to the road mentioned above, ascending by it up to the limit with the MUP in the Carcoba, following the limit of this one with the plots 124, 125, 126, 128, 129, 130, 131, 132, including plot 127 in the enlargement, and lowering, north direction, to the way of Jorcao. It is taken as a reference to the boundary tree by the Jorcao, west direction, leaving out the plot 147, until reaching the creek that is born in La Cojita, bordering the entire area of meadows of Sulosietos in the northeast direction, taking the path that goes down towards St. Stephen, until you reach the time of Timolena, which is left out. It is followed by the lower part of the Cuetu la Torre until you reach the river San Esteban and you take the road, northeast direction until you reach the crossing that gives access to Cunaba, following it up to the Ruoria de Esteban, ascending to Cierna and bordering on the prorshop From Cuetu (La Caberiza), descending back to the road, which follows direction is passing by Las Carriazas up to the Ampejo Concha, ascending by Collao Escalescale on line of maximum slope to the meadows of Vega Linares and the Blocks of Stairway, which are lined up to the Canal de Ciercos (Las Juentes), ascending to the rocky area of Canalizos, heading to La Cuesta, bordering on Caspanu, leaving out the electric line. This point is followed by the south bank of the Práu Mediu stream until it reaches the Gusaleros, where it takes direction north to Penalba, from where the summit of the ravine of the river Rubo in the northwest direction towards Los Canalizos is followed to reach the The base of the Picón de los Joyancanos, point from which is sought, in a southwest direction and in its level curve, the exit of the concrete bridge by means of which is passed from the right margin to the left margin of the river Rubo. From this bridge and by the left margin, the traditional road from Oceno to Trescares is still in the north-northeast direction, which is followed until it reaches the base of the Lluevas Coteru, where, in the west direction and by the maximum slope, it is ascends to Las Retuertas. From this point, by the base of the Coteru Lluevas you arrive, bordering the upper part of the Canal de Natereno, to Peña Tarasellu, from which, in a straight line and crossing the Valleju Jormaza, goes to Sobrevina. From this point and taking direction south following the boundary between the Montes de Utiidad Pública (M.U.P.) n. º 281, "Trespando" and n. º 280, "Rubo" (whose lands are left towards the interior of the enlarged area), above the Barranco of the river Rubo, Until Cueto el Pardon, passing under the Great Cabezu, crossing the Channel of Carraspion, Picu la Jerra, and Cueto Carrapion. From the above mentioned Cueto the Pardon is abandoned the limit among the M.U.P. above mentioned and follows the one that separates the cited n. º 281, "Trespando" and the n. º 277, "Bajuras" (whose lands are left to the interior of the enlarged area) passing through the summits of Cueto the Cows, Cabezu Legua, La Críqua'l Cantú, Muriucu Blancu and Cabeza'l Candanu, until reaching the watershed of the river Mildon, which is still to be found in front of Minances, on the boundary between Penamellera Alta and Cabrales, where it is lowered by line of maximum slope up to the river Mildon and, west direction, is accessed to the quoted point of Minances. From this point, the municipal limit is followed in the south direction until Obeson, where it is linked again with the current limit of the National Park.
