The public ports of State Agency has referred to the Ministry of development, for approval, proposed valuation of the land and water of the service area of the port of Sagunto, managed by the port authority of Valencia, which has the status of port of general interest and is the exclusive responsibility of the General Administration of the State in accordance with article 4 and annex I of the revised text of the law of ports of the State and of the Marina merchant, approved by Royal Decree legislative 2 / 2011, of 5 of September, in relation to the article 149.1.20. th of the Constitution.

The determination of the value of the land and waters of the service area of the port is required to calculate the amount of the occupation rate that accrues in favour of the port authority for the occupation of the port public domain by virtue of authorization or concession, since, pursuant to article 175 of the text revised from the law of Puertos del Estado and the merchant marine the base rate is the value of the public property occupied.

The proposal for valuation of the land and water has been formulated by the port authority of Valencia, including the background and necessary studies, a financial report.

According to it planned in the article 175 of the referred text consolidated of the law of ports of the State and of the Marina merchant, approved through the Real Decree legislative 2 / 2011, of 5 of September, the value of them land is will determine on the basis of criteria of market. For this purpose, the area of service is divided in areas functional, assigning to them land included in each an of them a value by reference to others land of the term municipal or of them terms municipal next, with similar uses and conditions, in particular them qualified as use logistics, commercial or industrial, taking in consideration the exploitation that them appropriate. Also, in the case of areas intended for the handling of goods, you can take also into consideration the value of port surfaces which may be alternative for the traffic of the port.

In the assessment of the grounds of each area port must also be taken into account the degree of urbanization of the area, the characteristics of management established in the special plan of the port, its centrality in the service area, and its proximity, accessibility and connection with the different modes and transport infrastructure, in particular to areas of warm water and docking facilities.

In terms of the valuation of the waters, the letter b) of the aforementioned rule sets the value of water spaces included in each of the functional areas in which splits the service area of a port to be determined by reference to the value of land in the areas of service with similar purpose or use area or , in his case, to the of the land more coming. Assessment conditions of shelter, depth, and location of the waters, should be taken into account without that it does not exceed the value of the land of reference.

The grounds of the service area of the port of Sagunto, found in the file duly represented at the appropriate level, have been divided into functional areas follows: I FUNCTIONAL AREA.

Includes the area that wraps them road General North-South of the port, between the station of classification planned in the spring Center two of the enlargement (dock two) and the linde of the area of service land of the port of Sagunto.

The area is has divided to its time, in three sub-areas.

IA functional subarea.

Area between the South and West of the area of land border and spring Centre two, including a reserve outside the gate area. It is an area not adjacent to Springs, although it can be supplied from either of the two dock docks, and activity to develop in it consist of general cargo storage.

He perimeter of this area of form elongated e irregular, runs of South to North from the limit South of the area of service terrestrial, following the line of service in address North until it fence of protection of the complex industrial of fertilizers, and of North to South next to the road general of the port until match with the limit South of the area of book next to the Jetty of first alignment of the enlargement South.

It borders north with the subarea IC in its northernmost part and to the East with the IIIC and IIID subareas.

Functional subarea IB.

Includes the part more northern of the area functional I, being limited to the West by the linde of the area of service of the port, and to the this by them roundabouts two and three as well as the road that the une, bordering with them subareas IIA and IIIE; to the South it is limited by the subarea IC and in its buffer zone further East by the IA, while in its most northern part extends to the roundabout facing the main entrance to the port, being confined by the subarea II-B.

It is an area not adjacent to Springs, although it may be supplied from any of the springs of the Darsena Interior, primarily from the springs Center and South. This area is intended mainly to activities of storage of merchandise general in where also is located the headquarters administrative of the authority port of Valencia and of the society of stowage of the port of Sagunto.

Functional subarea IC.

This area is limited to the South and to the this for the subarea IA. Its northernmost part is limited by the subarea IB, as well as a small strip of about eighty meters long to the East of it.

Despite being an area not adjacent to Pier, it has direct connection with the South pier of the Interior dock through a rack of pipes for loading and unloading of liquid bulk for supply of raw material (ammonia) to the industrial complex for the production of fertilizers is located in this area.

II FUNCTIONAL AREA.

This area encompasses all existing land rather than to run the extension South of the port, the docks of the Darsena Interior they service. The main activity to develop in four of the six subareas that it make up consists in the manipulation and storage of merchandise general.

To your time, this Area functional II is has subdivided in six subareas that are described below.

Functional sub-area IIA.

Formed by a large Esplanade located to the South of the dock inside that counts with stores covered. It is limited to the North by own Pier South, five hundred and fifty meters in length, and its extension to the road that joins the two roundabout main access port, bordering on the subarea IIB. To the West extends to the roundabouts two and three as well as the road that joins them, being limited by the IB subarea; in this direction, extends parallel to Pier South to wrap the road north two, with a length approximately four hundred eighty meters, bordering the IIIE subarea in turn. Finally, to the East is confined by the IIRE subarea.

Currently its predominant use is basically handling general merchandise non-containerised, as steel products, logs and wood. This subarea has of via railway that connects the spring South with the complex industrial steel adjacent to the area of service land of the port and that gave origin to the same, and that is used for the racking of products steel, mostly coils of steel.

Functional subarea IIB.

Located to the West of the Darsena Interior, occupies land included between the Center Pier, six hundred metres in length, and the dock road centre linking the main entrance to the port with the roundabout one. In its most northern part includes 2 heel, being bounded by the aforementioned roundabout, bordering on the IIC subarea; linda South with prolongation of the South Pier and the IB subarea.

Among other facilities, it has two warehouses for storage of general merchandise, one of them enabled for refrigerated goods.

Functional subarea IIC.

It includes the longitudinal strip of land to the North of the internal dock that is confined between the North Pier, of five hundred meters long, and the North Pier Road, which adjoins the IIE area. To the South it is limited by the IIB area, own Pier and the fishing dock. West linda with the Northern access to the port, while East it does with the IID subarea and includes one heel.

Currently preponderant use basically in the handling of general cargo, steel products and traffics ro-ro, having to do this from a total of five ships for covered storage.

Functional subarea IID.

This great Esplanade is situated to the East of the Darsena Interior and is confined by the dam of Levante, levee North and dock shipyards and the IIF and IIC subareas.

Despite not having a dock for the loading and unloading of goods, it can be supplied from either the expansion dock docks. Different activities are developed in this subarea: deposit and storage of merchandise, activities related to the fattening of fish to marine farms and the treatment of the final product obtained in them, sports boats and recreational astillero-varadero.

Functional subarea IIE.

It consists of a strip of land of six hundred thirty meters in length and 50 meters in width, located to the North of the subarea of IIC, parallel to the North Pier Road.


It's an area of marginal character and is outside the fence of the port.

IIF functional subarea.

This sub-area of reduced dimensions includes the terrain that surrounds the dock fishing, being excluded the Jetty of the same. It is confined by the IID to the Western subarea and the IIC North subarea.

Between their facilities has with the Lonja of the fish and the huts of fishermen that serve of support to the exercise of the fishing.

AREA FUNCTIONAL III.

It comprises all the land reclaimed with southern enlargement that has made the port authority of Valencia and which form the two dock.

This area is has I divided in turn into six sub-areas which are described below, with different vocation each one, but fundamental bound for the movement of general merchandise and bulk.

IIIA functional subarea.

Located to the South of the dock of enlargement, is bounded to the North by the own dock North two, from 1900s meters of length. Arriving at the heel between the aforementioned dock and Pier Center two, is bordered by a straight alignment which is one hundred and thirty-five degrees with the spring, bordering on the IIIC subarea. South extends with a width of three hundred meters, being bounded by the subarea IIID, while to the East it is limited by the subarea IIIB, wrapping the South Dock road two.

Is provides the placement of a station of classification, adjoining with this subarea, to the southeast of the same, to give connection of the subarea IIIA and IIID with the railway that will run to half of wide between the spring South two and the Jetty South, producing is a discontinuity in the transfer cross of merchandise from the dock, and as consequence of this , a necessary dissociation between the surface attached to the Pier (subarea IIIA) and rear (subarea IIID) this subarea is intended for the handling of vehicles in a third part, finding the rest of partially bonded surface.

Functional subarea IIIB.

Consists in an Esplanade understood between the road spring South two, the Jetty of the this, the breakwater jetty and the berthing of LNG carriers, besides a shore for download of gas natural liquefied of cent twenty meters of length, for its storage in them tanks that form part of the plant of regasification located in this area. This plant to its time is connected with the network national of pipelines and with the central of cycle combined existing in land adjacent to the area of service of the port.

Subarea functional IIIC.

Formed by a large Esplanade located to the West of the large dock, standing on the site included between the spring Centre two, seven hundred meters in length, to wrap the future railway line which will give access to the aforementioned dock, bordering the IA subarea. To the West is limited with the extension of the Spring North two, bordering with the subarea IIIE, while to the this it makes with an alignment straight that way cent thirty and five degrees with the dock, bordering with the subarea IIIA.

This area, still under construction in its northern part, is intended for the handling of general cargo, while its South part enabled and operating with destination to the manipulation of car.

Subarea functional IIID.

It comprises the area bounded between the South jetty and the sub-areas IIIA and IIIC in its northernmost part; to the this is limited by the subarea IIIB, wrapping the road spring South two.

This sub-area arises as a result of the provision of placement of a classification in the same station, in order to provide connection of the IIIA and IIID subarea with the railway which will run to half width between two South Pier and the South Jetty, and that generates a discontinuity between surface attached to the Pier (subarea IIIA) and that there is between the sorting station and the South Jetty. (Subarea IIID).

Its use is intended for the handling of vehicles, and its grounds are therefore low consolidation.

Functional subarea IIIE.

It is located to the North of the expansion dock or dock two. Includes field spanning the pier North two, six hundred meters long, wrap the future railway line which will give access to the aforementioned dock, bordering the sub-area IIA, to the West is bounded by the IIRE subarea, while East extends to the traffic circle three, bordering on the IA subarea.

Its use is intended for the development of the activity of handling and storage of general merchandise.

Subarea functional IIIF.

Consists of a covered Esplanade the Northeast Pier and dock services (sections 1 and 2), with a length of three hundred meters, until the road Southeast direction that emerges as bifurcation Road North two, on the edge of the sub-area IIA.

The spaces of water included in the proposed assessment, found in the record properly represented at the appropriate level, have been divided into the following functional areas: entry of dock.

It includes sheltered water bounded by the East by el Dique de Levante, on the North with the waters of the inner dock and by the West with the waters of the expansion dock. It is defined by plane in the assessment document. Within this basin are Springs called Levante dock and pier of the Northeast.

Large dock.

It's the dock that is formed as a result of the implementation of the extension of the port of Sagunto works. It is defined by plane in the assessment document. In this dock is located shore of liquefied gas discharge, Pier North two, dock South two and two spring center of the expansion dock.

Inner dock.

It includes the waters that have been confined to the North in the only dock that existed in the port of Sagunto before enlargement to the South. It is defined by flat in the document of valuation. In this dock is found them so-called Spring North, spring Center and Pier South, as well as the dock of fishermen.

Waters outside.

Them certain in the existing Plan of use of spaces port of the port of Sagunto approved through order FOM / 3665 / 2005, of 14 of November, matching with them covered within them limits geographical of the provision of the service of pilotage of the port of Sagunto, except a strip of sea adjacent to the coast of a width of 200 m. These limits are the following: limit outside of the zone I. A straight line, real address 055 °, with origin at the point of intersection of the coastline to the North of the port of Sagunto with the boot on the shore of the port breakwater.

The coast south of the port of Sagunto. An arc of circumference, four nautical miles (4 NM) of radio, layout with Centre at the southern end of the breakwater of the new outer dock of the port of Sagunto, in the NE quadrant, YOU and SW, between the previous limits.

The proposal of estimation has been made and processed in accordance with the provisions in the existing article 177 the text revised from the law of Puertos del Estado and the merchant marine, approved by Royal Legislative Decree 2/2011, 5 September, having been subjected to the process of public information and to the reports of the Ministry of finance and public administration and the public ports of State Agency.

In his virtue, a proposal from the port authority of Valencia, and the President of Puertos del Estado, with the agreement of the Secretary of State for infrastructure, transport and housing, fulfilled the formalities required by the legislation in force, I have: first. Approval of the assessment.

Is approved the «assessment of land and blade of water of the area of service of the port of Sagunto». Will be deposited an exemplary of the document original duly visa in the Ministry of promotion, another in the body public ports of the State and a third in the authority port of Valencia.
