The European Union approved in the direct payments management committee of 23 April 2015 a regulation amending, for the year 2015, the Commission Regulation (EU) No 809/2014 of 17 July 2014 on the Detailed rules for the implementation of Regulation (EU) No 1306/2013 of the European Parliament and of the Council as regards the integrated management and control system, rural development measures and cross-compliance, as regards the date of application of Regulation (EU) No 1306/2013 final submission of the single application, the final date of the notification of the amendments to the the single application and the final date for the submission of communications relating to the basic payment scheme for the year 2015. This Implementing Regulation (EU) 2015/747 of the Commission of 11 May 2015 derogating from Implementing Regulation (EU) No 809/2014 as regards the deadline for the submission of the single application, the aid applications or payment applications, to the deadline for the notification of amendments to the single application or to payment applications and to the closing date for the submission of applications for the allocation of payment or payment entitlements an increase in the value of payment entitlements under the basic payment scheme for the year 2015 provides that the application only, including the basic payment scheme, and the amendments to the single application shall be submitted by the date fixed by the Member States, which shall not be later than 15 June 2015. In addition, Commission Implementing Regulation (EU) No 809/2014 of 17 July 2014 states that by setting the date Member States shall take into account the time required for the collection of all relevant data for a correct period. administrative and financial management of the aid and ensure the programming of effective controls.

Articles 95 and 96 of Royal Decree 1075/2014 of 19 December 2014 on the application from 2015 of direct payments to agriculture and livestock and other aid schemes, as well as on the management and control of the direct payments and payments for rural development, respectively, that the single application must be submitted in the year 2015 for the period from 1 March to 15 May, and the amendments to that single application before of 31 May. However, given that this is the first year of implementation of the new CAP, it has been considered necessary to extend by 2015, in line with the said regulatory amendment, these deadlines until 15 June 2015, including, the purpose of adapting them to the provisions of the Community legislation in order to ensure that all the necessary information is obtained and in this way to ensure proper management of the aid.

On the other hand, in order to adapt the management of certain aid to the new dates, it is also necessary to amend the dates set out in Articles 15 and 51 of Royal Decree 1075/2014 of 10 December 2014, which relate, respectively, to the date on which the agricultural parcels are at the disposal of the farmer in the basic payment scheme and to the date on which the amendment of the contracts entered in connection with the aid may be submitted, where appropriate associated with tomato for industry. Both dates were in line with the date of amendment of the single application which is delayed until 15 June so they must be delayed accordingly.

In addition, in Article 19 (1) of Royal Decree 1076/2014 of 19 December 2014 on the allocation of basic payment arrangements for the common agricultural policy, a number of communications are planned for up to 15 years. In May, and in Article 21 (1) (b), the end of the period before 15 May 2015 of land leases is to be completed and these deadlines should be adapted, extending them until 15 June 2015. Accordingly, with this amendment, it is necessary to change the reference to 15 and 31 May 2015 in Annex IV thereto to 15 June 2015.

This order is dictated by the provision in, respectively, the final disposal of Royal Decree 1075/2014 of 19 December 2014 and paragraph 1 of the final Disposition of Royal Decree 1076/2014 of 19 December 2014. December, which empower the holder of the Ministry of Agriculture, Food and the Environment, to modify the dates and deadlines that are established in the aforementioned real decrees to adapt it to the requirements deriving from the regulations community.

In the processing of this order, the autonomous communities and representative entities of the affected sectors have been consulted.

In its virtue, I have:

Article 1. Amendment of the deadlines and dates provided for in Royal Decree 1075/2014 of 19 December 2014 on the application from 2015 of direct payments to agriculture and livestock and other aid schemes, as well as on the management and control of direct payments and payments to rural development for the year 2015.

The deadlines and dates provided for in Articles 15, 51, 95 and 96 of Royal Decree 1075/2014 of 19 December 2014 on the application from 2015 of direct payments to agriculture and livestock and other aid schemes, as follows: As regards the management and control of direct payments and payments for rural development, for the year 2015, they are amended as follows:

" 1. In 2015, the date on which the agricultural parcels of eligible hectares used to justify payment entitlements, as provided for in Article 15, shall be available to the farmer shall be 15 June 2015.

2. In the year 2015, the time limit for the submission of amendments to contracts relating to the aid associated with tomato for industry, as set out in Article 51, shall end on 15 June 2015 inclusive.

3. In 2015, the deadline for the submission of the application, as provided for in Article 95, shall be 15 June 2015 inclusive.

4. In the year 2015, the deadline for amending the single application referred to in Article 96 shall end on 15 June 2015 inclusive. '

Article 2. Modification of the deadlines provided for in Royal Decree 1076/2014 of 19 December 2014 on the allocation of basic payment arrangements for the Common Agricultural Policy.

The deadlines and dates provided for in Articles 19, 21 and Annex IV of Royal Decree 1076/2014 of 19 December 2014 on the allocation of basic payment arrangements for the Common Agricultural Policy are amended as follows:

" 1. In points (a), (b) and (c) of Article 19 (1), the terms of reference between 16 May 2014 and 15 May 2015 shall be construed as referring to the period from 16 May 2014 to 15 June 2015, both of which are due to be taken into account. inclusive.

2. In Article 21 (1) (b), the words of 15 May 2015 shall be understood as referring to 15 June 2015.

3. In paragraph 1.1 of the number 1 'Legal framework' of the 'Model of private contractual clause attached to the contract for the sale or lease of land in accordance with Article 19 (1) (a) and (1) (b) of this Royal Decree' in Annex IV, the reference to 15 May 2015 shall be understood as referring to 15 June 2015.

4. In paragraph number 4 'Agreement on the application of the contractual clause referred to in Articles 20 and 21 of Delegated Regulation (EU) No 639/2014 of the Commission of 11 March 2014', as set out in Annex IV, the date of 31 May 2015 declared in the first subparagraph of the second subparagraph shall be understood as referring to 15 June 2015. '

Single end disposition. Entry into force.

This order shall enter into force on the day following that of its publication in the "Official State Gazette", and shall apply from 16 May 2015, inclusive.
