The Royal Decree 809/1999, of 14 may, which regulates the requirements that must comply with the marine equipment destined to be shipped on vessels, in implementation of Directive 96/98/EC, as amended by Directive 98/85/EC, establishes common rules for the uniform application of the international standards applicable to the aforementioned marine equipment , in accordance with the standards of essay elaborated by them agencies international of standardization and by the Organization maritime international (IMO).

International conventions and testing standards should be applied in their up-to-date versions. Directive 96/98/EC was last modified is carried out through the adoption of Directive 2014/93/EEC of the Commission of 18 July 2014, amending 96/98 of the Council directive on marine equipment, which replaces the Annex A to introduce references to the latest amendments passed, both international conventions and testing standards.

In order to incorporate into our legislation the directive 2014/93/EEC, the Commission, approves this order and proceed to the repeal of the regulation currently in force, the order FOM 2083 / 2014 of October 24, which updated the technical conditions of the Royal Decree 809/1999, of 14 may, which regulates the requirements that must comply with the marine equipment destined to be shipped on vessels , in application of the Directive 96 / 98 / EC, amended by the Directive 98 / 85 / CE.

The first final provision of the Royal Decree 809/1999, of May 14, authorizes the Minister of public works to upgrade the technical conditions laid down in this standard as a result of the application of the rules of Community law.

First final provision. Skill-related title.

This order is issued under cover of the provisions of article 149.1.20. ª of the Constitution, which attributes to the State exclusive competence in the field of merchant shipping.

Second final provision. Incorporation of right of the Union European.

By this order is incorporated into Spanish law directive 2014/93/EU Commission on July 18, 2014, by which the Council on marine equipment directive 96/98/EC amending.

Third final provision. Entry in force.

This order shall enter into force the 14 of August of 2015.
