In exercise of the powers conferred by article 10(2). b) of law 10/1990 of 15 October, sport, the Commission directive of the upper Council of sports at its meeting of 27 April 2015, has finally adopted the amendment of articles 1, 3, 4, 20, 49, 50 and first and third, additional provisions of the statutes of the Federation Spanish of sports of people with Cerebral Palsy and acquired brain injury , authorizing its registration in the register of associations sports.
Pursuant to the provisions of article 31.7 of the sports law and article 12.3 of the Royal Decree 1835 / 1991, of 20 December, Spanish sports federations and sports associations register, have the publication of the modification of the statutes of the Federation Spanish of sports of people with Cerebral Palsy and acquired brain damage, contained in the annex to the present resolution.

ANNEX statutes of the Federation Spanish of sports of people with paralysis brain and damage brain acquired.
The Spanish Federation of sports of people with Cerebral Palsy and acquired brain damage (in later F.E.D.P.C.), it is the entity which, within the territory of the Spanish State, brings together athletes with cerebral palsy and acquired brain injury, coaches, technicians, referees and classifiers, as well as clubs, sports associations and federations of autonomous communities, that practice, promote or contribute to the development of different sports for persons with Cerebral Palsy and acquired brain damage.
Today, these sports are, as follows: Athletics, Boccia, cycling, horse riding, winter sports, soccer, weightlifting, Hockey electric chair, swimming, Slalom, table tennis, archery and sailing.
Shall be governed by these bylaws, by its regulations and in all matters not provided for by the same by law 10/1990 of the sport, the Royal Decree 1835 / 1991 on sports federations order of 28 April 1992, Royal Decree 1591 / 1992 of 23 December, on sports discipline and other applicable provisions, or other provisions that could replace in the future the current.
The F.E.D.P.C. has its domicile in the street, Donoso Cortés No. 8, 2nd to, 28015 Madrid. The Executive Committee of the General Assembly may agree to changes of address within the municipality that it deems appropriate. The changes of address for service out of the term municipal will be agreed by the Assembly General.
Corresponds to the F.E.D.P.C. order and direct the Spanish sport of people with cerebral palsy and brain injury, under the coordination and supervision of the Superior Council of sports and in coordination with the federations of the autonomous communities, without prejudice to the powers which they have assigned.
In particular, and limitation, will be functions of the Federation: to) promote, promote, promote and regulate the development of sports of people with cerebral palsy and brain injury in coordination with the autonomous federations.
(b) to organize and promote the participation of the Spanish athletes in competitions and meetings of international character, by creating corresponding selections.
(c) coordinate the participation of those clubs, entities and athletes affiliates in the competitions and meetings of character international.
(d) maintain relations and exchanges with the various federations and international organizations as well as with the national federations from other States.
(e) to defend the right of people with cerebral palsy and brain injury to practice the sport, without discrimination of any kind and in the best possible conditions.
(f) promote the inclusion of people with cerebral palsy and brain injury at all levels of activity and sports.
By delegation of the Superior Council of sports: g) organize and qualify State official sports competitions and activities.
(h) design, develop and execute the plans of preparation of high level athletes and participate in the preparation of lists of thereof.
(i) cooperate with the competent public administrations, training for sports technicians and the prevention, control and suppression of the use of substances and prohibited pharmacological groups and non-regulatory methods in sport.
(j) regulating the sporting disciplinary regime in terms of the sports law and other applicable provisions and exercise disciplinary powers.
(k) to exercise control of subsidies allocated to sports entities under the conditions fixed by the Higher Council for sports.
(l) run in your case, the decisions of the Spanish Committee of sporting discipline.
(m) to organize and foster the competitions of international character held in the territory of the State, in cooperation with the Higher Council for sports.
The F.E.D.P.C. is the representation of the Spanish State in the activities and official competitions of international character held inside and outside the State. Also representing Spain in the Federation or international federations that correspond to their sports, such as BISFED (International bocce Federation) and CPISRA (International Association for sports and recreation for people with Cerebral Palsy).
The Executive Committee will be formed by the President of the Federation and six members to be elected every four years by and from among the members of the plenary General Assembly as follows: two members shall be elected by and from among the Presidents of the autonomous federations.
Two members will be elected by and from among them representatives of the Clubs. They may not be more than 50% of the representation, representatives of clubs in a same region.
A member who shall be elected by and from among the members of athletes.
A member who shall be elected by and from among the remaining sectors (technicians, referees and classifiers).
Its mandate will coincide with the General Assembly and vacancies that occur during the term, will be supplemented annually by the plenary Assembly. It shall meet, at least once every four months, on the proposal of the President.
The deadline for the submission of nominations will be 15 working days from the date of publication of the relationship of the members elected to the General Assembly.
Candidate will require the support of at least 15% of the members of the General Assembly. For this purpose, the candidate shall file with the Electoral Board an instance proposing his candidature accompanied by a list of the signatures of members of the Assembly who give their support.
At the time of the three days following the expiry of this deadline, the Electoral Board shall announce nominations.
The vote of President, must perform is either which is the number of candidates.
Between the date of proclamation of the nominations and the of celebration of them elections must spend 20 days.
The election of the President will require the vote favorable of the most absolute of them votes cast. If not is reach this most, is will proceed to a second vote in that will be enough the most simple of them votes.
He Act of proclamation of the candidate winner is communicated through certification to the Council top of sports, within them three days following to the date of the elections.
He candidate chosen will take possession of his charge in the term of 10 days working starting from the date of proclamation of the result of the elections.
For the choice of them members of the Commission associate is will be votes independent: it of them Presidents of them federations autonomic, that will choose two representatives of between its components.
It of them representatives of the clubs that will choose two representatives among its components.
The representative of athletes that will elect a representative from their components.
The representative of the estates (technical, arbitrators and classifiers) rest that will elect a representative from their components.
At the same time the nominations, which will be individual, will be presented and then will proceed to the vote. They will be elected the top candidates. Likewise, those who follow them in number of votes will be as alternates for that case during his term have to fill vacancies.
First additional provision.
All statements contained in these statutes to autonomous federations, are understood to be concerned not only that integrate exclusively to people with Cerebral Palsy and acquired brain damage but understand that all or any of the disabilities mentioned in the article 1 point 5 of the Royal Decree 1835 / 1991 of December 20 on Spanish sports federations in which integration and representation will be limited to the Group of people with Cerebral Palsy and acquired brain damage.
Provision additional third.
The Spanish Federation of sports of people with Cerebral Palsy and acquired brain damage, in accordance with provisions in the International Convention against doping of UNESCO, in the anti-doping rules of the International Federation, as well as the World Anti-Doping Code, of obliged fulfilment for the same, shall notify the Commission of the health and doping control and supervision the sanctions imposed by the Commission for doping offences provided for in the Organic Act 7/2006, of 22 November, for the protection of health and the fight against doping in sport, for publication through the website of the Superior Council of sports as this titular organ of the disciplinary authority for doping, being contrary to the organic law 15/1999 the further treatment of the published data , by any subject different from the Council Superior of sports.
