The approval of Order DEF/166/2015, of 21 January, for which the basic organisation of the Armed Forces develops, was the partial development of Royal Decree 872/2014 of 10 October, establishing the Basic organization of the Armed Forces. This level of development allowed the repeal of the 10 ministerial orders in which the Armed Forces organization was dispersed, collecting the content of all of them and adapting it in the average of what is necessary according to the legislation in force; in particular, the Organic Law 5/2005, of 17 November, of the National Defense and the aforementioned royal decree.

However, the units described in that ministerial order do not represent the total of those which, according to Article 3.3, fall within the competence of the department holder, and it is therefore necessary to make this provision complement the previous one and allow the Chief of Staff of the Army of the Earth to develop his own organization.

The Explanatory Memorandum of Order DEF/166/2015, dated January 21, details the aspects that have been taken into account for its drafting, which have also been applied for the drafting of this ministerial order.

In its virtue, I have:

Single item. Approval of the Earth Army organization.

According to what is established in Royal Decree 872/2014 of 10 October, establishing the basic organization of the Armed Forces, and in accordance with Order DEF/166/2015, of 21 January, for which it develops the Basic organization of the Armed Forces, the organization of the Army of the Earth is approved, which is inserted below.

Additional disposition first. Collegiate bodies.

1. As far as this ministerial order is not regulated, the functioning of the collegiate bodies referred to therein shall be in accordance with the provisions of Title II, Chapter II, of Law No 30/1992 of 26 November 1992 on the Legal Regime of the European Communities. Public and the Common Administrative Procedure.

2. Membership or participation in the meetings of these collegiate bodies shall not imply the perception of any kind of remuneration or compensation that would increase public expenditure.

Additional provision second. No increase in public spending.

The implementation of this ministerial order, including the modification of existing units and the creation of those that are necessary, will be done without an increase in the operating cost of the Army of the Earth and will not increase. of public expenditure.

Single transient arrangement. Existing units.

1. The units referred to in this ministerial order shall carry out their duties and duties as necessary, in accordance with the necessary organic adaptations and shall be transferred to them.

2. The units not covered by this ministerial order will be dependent on any of the units established here, in accordance with the provisions of the Chief of Staff of the Army of Land, and will continue to perform their duties and duties until that the instruction given by that authority which develops this ministerial order takes effect, the necessary organic adaptations are made and those functions and tasks are transferred to the new units.

Final disposition first. Amendment of Order DEF/610/2002 of 8 March establishing the International Demining Centre.

Point 2 of the first paragraph of Order DEF/610/2002 of 8 March 2002 establishing the International Demining Centre is read as follows:

" 2. The said Centre shall be directed by a member of the General Corps of the Army of the Earth, a major engineering major, of lower employment than colonel, in accordance with the corresponding relationship of the military posts. "

Final disposition second. Powers of development.

1. The Chief of Staff of the Land Army is empowered to develop this ministerial order in accordance with the terms set out in Article 3.4 and in Article 4, both of Order DEF/166/2015, of 21 January.

2. Likewise, in relation to the units established in this ministerial order not belonging to the Force and whose command corresponds to the employment of Colonel, the Chief of Staff of the Army of the Land is empowered to, as a consequence of the of the restructuring of its army, may remove or integrate these units, subject to the authorization of the Minister of Defence. EARTH ARMY ORGANIZATION

CHAPTER I

The Headquarters

Article 1. Organization of Headquarters.

The Earth Army Headquarters is constituted by:

c) The Head of Information, Telecommunications and Technical Assistance Systems.

d) The Institute of Military History and Culture.

Article 2. The General Staff.

1. The General Staff of the Army of the Earth is articulated in:

2. Within the General Secretariat of the General Staff is the Permanent Secretariat of the Superior Council of the Army of the Earth, which is the unit of work of the aforementioned council.

Article 3. The Head of Information Systems, Telecommunications and Technical Assistance.

1. The Head of Information Systems, Telecommunications and Technical Assistance is articulated in:

a) The Technical Assistance Subdirection.

c) The Information and Telecommunications Technologies Area.

2. They also depend on the Head of Information, Telecommunications and Technical Assistance Systems:

5. Article 4. The Institute of Military History and Culture.

1. The Institute of Military History and Culture is articulated in:

2. The Subdirectorate of Historical Studies is the unit responsible for the investigation of the historical and cultural heritage, documentary and bibliographic of the Army of the Earth and to promote its dissemination.

CHAPTER II

The Force

Section 1. Core Organization of the Force

Article 5. Units of the Force.

1. The denomination of the units of the Force of the Army of the Earth, its capabilities and types as well as its entity will be consistent with the concepts defined in the military doctrine and with its tradition.

2. Without prejudice to other functions that may be entrusted to them, all the units of the Force have as their principal task to prepare themselves to constitute operating structures for the realization of military operations, by means of their transfer to the the operational structure of the Armed Forces, in accordance with military doctrine.

3. In the headquarters where there is a "Headquarters Unit", the "Headquarters Unit" shall be responsible for the direction and implementation of the security, internal arrangements, general services and support that the Headquarters shall require for its operation.

4. In units where there is a "Head of Economic Affairs", the "Head of Economic Affairs" shall be responsible for the direction and coordination of the financial resources allocated to the unit of which it is a party. It is also up to you to manage the financial resources you have allocated.

Article 6. Organization of the Force.

Section 2. High Availability Ground Headquarters

Article 7. Organization of the High Availability Ground Headquarters.

CHAPTER III

Support for the Force

Article 23. Type units in the Support to the Force.

1. The "Secretariats Generales" are the main unit of support to the command of the Chief of each of the Mandos and the Inspectorate who form the Support to the Force of the Army of the Earth, assisting him in his command and internal regime and providing the support necessary in information systems, as well as technical and administrative support to the whole. 2. 4. (a) The Subdirection of Doctrine, Organic and Materials, responsible for the inspection, coordination and investigation in matters of doctrine, regulations of employment of the Units, structure and organic template of the units, as well as the formulation of the operational requirements of the armament, material and equipment.

b) The Research Subdirection and Lessons Learned, responsible for the inspection, coordination and research in matters related to the evolution and theoretical experimentation of the combat and the process of lessons learned.

3. The Teaching, Instruction, Training and Evaluation Directorate is articulated in:

(a) The Subdirection of Arms Systems, responsible for the acquisition of weapons materials, equipment and systems that are not centrally obtained by another body.

b) The Subdirection of Supplies and Services, responsible for the acquisition of consumable material resources whose purpose is the preparation and availability of the units, of resources associated with the support, as well as spare parts, tools and equipment for maintenance to be determined. It is also responsible for acquiring the services and supports that are determined to complete the necessary capabilities in the scope of the Logistics Support Command.

3. The Logical Function Integration Direction is articulated to:

a) The Logistics Management Subdirectorate, responsible for the integrated functional management of the activities ordered, at this level, of the Army Logistics Support System Subsystems. For these purposes, it is responsible for preparing the Program of Logistics Activities of the Central Logistic Organs and, in particular, for the management, allocation, distribution, redistribution and reduction of the resources of the Support System. Logistics, consumer goods, inventory control and the degree of material and livestock coverage of the Army of the Earth; management in the maintenance of material of all types, with the exception of health resources and of general purpose hardware and software; management and coordination in the field of transport personnel, livestock, armaments, equipment and equipment; and monitoring of management's management of the Logistics Support System Support Network.

b) The Logistics Analysis Subdirectorate, responsible for conducting the analysis of interest for the Logistic Support System Subsystems and the life cycle study of the different materials and systems of endowment weapons of the Army of the Earth.

Manages the Earth Army's Budget Service.

b) The Economic Management and Contracting Subdirectorate, responsible for carrying out the administration and management of the financial resources of the Land Army entrusted to it, as well as the coordination and control of the procurement. It shall also be for the administration of financial resources not expressly assigned to any other unit.
