Organic Law 6/2001, of 21 December, of Universities, in its Article 81.3.b), in relation to the second provision second, provides that the revenue from public prices for studies leading to the acquisition of securities of official character and validity throughout the national territory must be fixed, in the case of the National University of Distance Education (UNED), by the General Administration of the State, within the limits established by the General Conference University Policy.

the Royal Decree-Law 14/2012 of 20 April, of urgent measures to rationalise public expenditure in the field of education, provides in Article 6 (5), point 2, a new wording to Article 8 (1) (b) of that Law. Organic, and provides that these public prices will be established in relation to the costs of providing the service, within the limits agreed by the General Conference of University Policy.

The Resolution of 5 July 2013, of the General Secretariat of Universities ("BOE" of 16 July 2013) makes public the Agreement of 25 June 2013, of the General Conference of University Policy, in which it does not establish additional limits to those laid down in Article 81.3.b) of the Organic Law 6/2001 for the fixing of public prices for official university education of Grade and Master's.

In the Grade-listed lessons, public prices cover between 15 per 100 and 25 per 100 of the costs at first tuition; between 30 per 100 and 40 per 100 of the costs on second tuition; between 65 per 100 and 75 per 100. of the costs on the third registration fee; and between 90 per 100 and 100 per 100 of the costs from the fourth registration.

In the Master's lessons to be provided for the exercise of regulated professional activities in Spain, the public prices will cover between 15 per 100 and 25 per 100 of the costs in the first tuition; between 30 per 100 and 40 per 100 of the costs for the second registration; between 65 per 100 and 75 per 100 of the costs for the third registration; and between 90 per 100 and 100 per 100 of the costs from the fourth registration.

In the Master's teachings that do not enable for the exercise of regulated professional activities in Spain, public prices will cover between 40 per 100 and 50 per 100 of the costs at first registration; and between 65 percent 100 and 75 per 100 of the costs from the second tuition.

For the establishment of public prices for the provision of the public service of higher education in the UNED, the teachings are ordered in five groups:

1. Teaching of Bachelor, Diplomacy and Engineering (hereafter, LDI).

2. Grade teachings regulated in Royal Decree 1393/2007, of October 29.

3. Teaching of Master's degree, regulated in Royal Decree 1393/2007, of October 29.

4. Teaching of Doctorate, regulated by Royal Decree 778/1998 of 30 April, Royal Decree 1393/2007 of 29 October and Royal Decree 99/2011 of 28 January.

5. Access to the University.

In line with the above classification, it is taken into account as a basic unit of reference, for the purposes of public pricing for academic services, the European Credit (ECTS) for the teaching of Grade and Master as referred to in Royal Decree 1393/2007 of 29 October.

For the determination of the public prices of the groups of teachings referenced for the academic year 2015-2016 and in application of the provisions of the Royal Decree-Law 14/2012 of 20 April, the cost of the provision of the service, which varies according to the degree of experimentality or classification group of the teaching in question and on the basis of the time of registration, i.e. in the case of the first, second, third or fourth successive license plates.

Taking into account the above and the economic and financial memory referred to in Article 26.2 of Law 8/1989, of 13 April, of Public Fees and Prices, drawn up prior to the report of the UNED, they are fixed, by means of the present Order, prices for academic services for the course 2015-2016 at the aforementioned University.

In its virtue, under the habilitation conferred by Article 26.1 of Law 8/1989, of 13 April, of Fees and Public Prices, I have:

Article 1. Object.

This Order aims to establish public prices for academic services of higher education at the National University of Distance Education (UNED) in the course of 2015 -2016, in the teachings leading to the obtaining of formal qualifications. These prices will be paid in accordance with the rules set out in this Order.

The amount of the prices for studies leading to diplomas or diplomas which are not official in character shall be fixed by the Social Council of the UNED.

Article 2. Public prices for academic services.

1. For the already extinct LDI teachings, students will have to pay, for the extraordinary call, a fixed amount per subject, set out in Annex I of this order.

2. For the Degree Teachings regulated in Royal Decree 1393/2007 of 29 October, establishing the ordination of official university teaching, the amount shall be calculated in accordance with the number of ECTS credits allocated to the each subject, subject or discipline. The amount of the ECTS credit varies according to the degree of experience of the teaching and the time of registration, that is to say, first, second, third, or fourth and successive tuition fees.

The amount of the ECTS credit, according to the different application criteria, is set out in Annex II of this Order.

3. In the teaching of a Master's degree, the amount shall be calculated in accordance with the number of ECTS credits allocated to each subject, subject or discipline. The amount of the ECTS credit varies taking into account whether or not they enable the exercise of regulated professional activities in Spain and of the time of registration, i.e. in the case of first, second, third, or fourth and successive license plates.

The amount of the ECTS credit, according to the different application criteria, is set out in Annex III of this Order.

4. The prices corresponding to the academic tutelage for the elaboration of the doctoral thesis of the teaching of Doctorate regulated by Royal Decree 778/1998, of April 30, for which the third cycle of university studies is regulated, the obtaining and issuing the title of Doctor and other post-graduate studies, Royal Decree 1393/2007 of 29 October, and Royal Decree 99/2011 of 28 January, governing the official teaching of doctorate, are set out in the Annex IV.

5. Foreign students aged 18 and over who do not have the status of residents, excluding nationals of Member States of the European Union and those to whom the Community scheme applies, without prejudice to the principle of reciprocity, will pay the public prices for academic services corresponding to the degree and Master's lessons of 70% of the cost of the square, in first tuition; 80 percent, in second; 90 percent, in third and 100 percent in fourth or subsequent registration, in accordance with the provisions of Article 81.3 (b) of the Law Organic 6/2001, December 21, from Universities, in the wording given by Royal Decree-Law 14/2012 of 20 April, of urgent measures to rationalize public expenditure in the field of education. The amount of the ECTS credit, according to the different application criteria, is set out in Annex VII to this Order.

Article 3. Limitation of the right to review and evaluation.

In any case, the right to examine and evaluate the subjects, subjects or credits enrolled will be limited by the academic incompatibilities derived from the study plans. To this end, the UNED may, by means of the procedure determined by its Governing Council, establish an academic incompatibility regime for those curricula in which it was not previously established.

The exercise of the right of registration set out in the preceding paragraph shall not force the modification of the general regime determined in each Center, in accordance with the needs of its study plans.

Article 4. Aptitude test for the approval of foreign certificates of higher education.

1. In those qualifications in which the UNED offers the preparation and evaluation of an aptitude test for the approval of foreign certificates of higher education, the student shall pay the amount of the appropriations for the subject or subjects which correspond to the subjects to be exceeded in accordance with the approval certificate, in addition to the secretariat prices.

Public prices for academic services are listed in Annex II, depending on the membership of the subjects submitted to a group or other of official teaching, their degree of experience and the time they are registered. the same subject.

2. In the studies of the Bachelor of Law, in which the UNED offers only the assessment of an aptitude test for the approval of foreign certificates of higher education, the student shall pay the amount shown in the Annex VI to this Order.

Article 5. Public price exemptions for academic services.

1. All exemptions are linked to public prices for academic services. They shall not apply to public prices for other services unless otherwise expressly provided for in this Order. They will be considered as causes for obtaining a bonus in the payment of public prices for academic services:

a) Being a member of the Special Numbering Family: A total of special category family members are granted full exemption from payment for academic services. This exemption will also apply to secretarial and price charges for other services.

b) Being a member of the General Numeric Family: Students from large families of general category have an exemption of 50 per 100, applicable to all the concepts of tuition and prices for other services, except for school insurance.

c) Credit a disability degree of 33 per cent or higher: Waiver of payment for academic services applies to students presenting disability certificate of 33 per 100 or above in first subjects registration. In the case of subjects registered in the second registry, 50 per 100 of the second registration fee and the third or successive registration fee shall be paid by 100 per 100 of the prices corresponding to the third or fourth and successive license plates.

(d) Being a victim of terrorism: In application of Article 7 of Law 32/1999 of 8 October, the victims of terrorist acts, as well as their spouses and children, will be exempted from paying public prices for academic services. legally in his unemancipated position, in the official studies taught at this University.

e) To be orphans of deceased officials in service: they will enjoy exemption from payment for academic services for the orphans of deceased officials in act of service. This benefit will only reach the subjects in which they are registered for the first time and until the calendar year in which the orphan reaches 25 years of age.

f) Belong to a collective subject to exemption in the form and by the amounts that are approved by the Governing Council or the Social Council of the University.

2. The following rules shall be followed for cases of obtaining the registration of honour:

a) Course and study. The bonus for registration of honour shall be applicable only in the academic year immediately following that which was awarded this qualification in official university studies irrespective of whether they belong to the same degree or degree. of experimentality, or which have been obtained in the last course of a degree.

b) Matriculation. It will only apply to first-tuition subjects. In the absence of any, an equivalent discount will be made to your amount.

c) Content:

1. Students with a second degree of honor enrollment LOE, as well as with a National Award in Vocational Training, will enjoy up to 60 free credits in their first tuition in university studies officers. This exemption can only be applied in a single study.

2. In the event that the subject or subjects with a registration of honor belong to non-renewed plans, and have a four-monthly or annual character, the student shall be entitled to the exemption of 6 or 12 credits respectively.

3. In the event that the subject or subjects with a registration of honor belong to renewed plans, Grades or Master, the student will be entitled to the exemption in the same number of credits on which the tuition of honor. The End of Career Projects do not generate a discount, but if they can be discounted, it is equivalent to a 6-credit course.

4. For students who are enrolled in the Research Period (Doctoral Thesis Academic) the calculation of this exemption will be made by multiplying the total number of credits in which they obtained honor tuition, for the amount to be established annually in the Public Price Order. The resulting amount shall be that which is deducted from the amount of the registration. For this course, the 1.80 is set as the official amount for your calculation.

d) Application:

1. In the case of honor plates obtained from the University other than the UNED, the student will be required, in the case of having completed his studies, a certificate of his/her record in the case of the qualification of Matricula of Honor to make the bonus effective. In the case of concurrency of studies the application of the exemption will always be carried out in the University in which the student obtained the registration of honor.

2. The bonuses for the application of honor plates will be carried out once the amount of the registration is calculated. In the case of being enrolled in more than one study at the UNED, the student's application will be required to apply the discount in a different study to which the honor registration was obtained.

3. In your application or registration, the student will not be able to change the option chosen for the application of the registration of honor, it will be definitive since the confirmation of the draft registration.

4. º If the student is entitled to this exemption, he pays the full public prices, the amount will be reintegrated upon request for the return of public prices.

Article 6. Fellows.

Students applying for a grant from the General Budget of the State or the Basque Government will pay the public prices for academic services to be determined in their regulatory regulations.

Students who, when they formalize the tuition, are eligible for the price exemption for having applied for the grant of a grant and subsequently do not obtain the status of a scholarship or have been revoked the grant awarded or the the amount awarded is less than that of the subjects registered, they shall be obliged to pay the price corresponding to the registration they made; their default shall entail the cancellation of such registration in all subjects, subjects or disciplines; in the terms provided for by the legislation in force.

The scholarship will only reach the public prices of subjects enrolled and submitted, not to the recognized ones or to other concepts.

Article 7. Recognition and Transfer of Credits.

Students who obtain credit recognition in Grades or University Masters for studies or other activities outside the UNED will pay 30 per 100 of the prices set out in the Annexes II, III and VII in recognition of these credits in the title.

Students who obtain recognition of free configuration credits in the plans renewed by subjects or academic activities submitted outside the UNED will pay a fixed amount of 10.00 euros per recognized credit, to the exception of those activities carried out in universities that have a signed agreement with the UNED.

The recognition of credits with special access routes to certain Grades when the student is graduated from another University (adaptation courses or bridge courses) will be paid at the single price of 180.00 euro. The cancellation of the registration will not entitle you to your return.

Students applying for credit transfer will be required to pay an amount of EUR 150.00, in terms of the terms set out in the regulations of this University.

The prices referred to in this Article shall be subject to the same exemptions as set out in Article 5, dedicated to public price exemptions for academic services.

Article 8. Academic Protection.

As established in the Royal Decrees 778/1998 of 30 April, and 1393/2007 of 29 October, which regulate the third cycle of university studies, the obtaining and issuing of the Title of Doctor and other studies of After degrees, students who have not paid the services for academic tutelage in the previous courses must do so before the thesis is read, applying the amount set out in Annex IV, for each of the courses to be paid, with the limit of 4 previous courses.

Article 9. Method of payment.

UNED students will have the right to choose how to make the payment of the established prices, either by making it cash in one time or by fractionating it in four instalments, which will be paid, the first one within a maximum period of time. ten days from the formalization of the registration and the remaining days from the dates established by the university. The split payment can only be made by direct debit.

Students who are presented with the extraordinary call for an end of career, nor students whose total tuition amount is less than € 180.00, will not be eligible for the split payment method.

Article 10. Non-payment.

Regardless of whether the student is engaged in a split payment method or not, the total or partial non-payment of the full amount of tuition, will be the reason, after the requirement of the justification for having made the payment within the prescribed period, of the cancellation of the registration in the terms provided for in the legislation in force, with a loss, where appropriate, of the amounts already paid, and any legal measures deemed appropriate, where bad faith is assessed in the behavior of the student.

Single end disposition. Entry into force.

This Order shall enter into force on the day following that of its publication in the "Official Gazette of the State", from the date of which the annexed tariffs may be collected when they are related to academic services to be provided during the 2015 -2016 course.
