Key Benefits:
Based on the provisions of the additional provision of Law 5/2011, of March 29, of Social Economy, which declares the National Organization of the Blind Spanish (ONCE) as a singular organization of social economy, the ONCE is a Corporation of Public Law of a social character; it is governed by its own specific regulations and that, for the financing of its social purposes, enjoys a set of public authorizations in the matter of the game.
Also, according to Article 4 of Law 13/2011 of 27 May, regulation of the game, lotteries of state-wide scope have been reserved for the operators that are designated by the law itself, which has materialized in its first provision, which designates ONCE as one of the two operators that can market state-wide lotteries products.
In this matter, the actions of the Organization must conform to the requirements of the current system, represented by the additional twentieth of Law 46/1985, of December 27, of the General Budget of the State for 1986, as amended by the fourth additional provision of Law 55/1999, of 29 December, of Tax, Administrative and Social Order Measures; by the first and second provisions of Law 13/2011 of 27 May regulation of the game; by the General Agreement between the Government of the Nation and the ONCE cooperation, solidarity and competitiveness for the future stability of the ONCE for the period 2012-2021, approved by the Council of Ministers dated 18 November 2011 and amended by the partial revisions approved by the Council of Ministers on 25 October 2013 and 1 August 2014; by Royal Decree 1336/2005 of 11 November, authorising the ONCE to operate an instant or presorted lottery, as amended by Royal Decree 1706/2011 of 18 December 2014. In November, and by Royal Decree 358/1991 of 15 March 1991, the ONCE's reordering, as well as its This is the case in force, published by Order SPI/1015/2011 of the Ministry of Health, Social Policy and Equality of 15 April 2011.
According to the provisions of the previous regulations, the Plenary of the Council of Protectorate approved at its meeting of 18 December 2014 the " Procedures and Criteria of Control common to the three modalities of lottery is the ONCE holder "and the" Procedures and Criteria for the control of the lottery mode called "Instant Lottery of ONCE tickets".
In accordance with the said framework of management, the ONCE must inform in advance the conditions of all its lottery modalities authorized to the Council of Protectorate, as an organ to which the Protectorate of the State of the Organization, for its knowledge and verification that the terms of the State concession and other regulations of general application are fulfilled, as well as for its publication in the Official Gazette of the State as guarantee of the consumers. Similarly, the ONCE must inform the Council of Protectorate of the modifications of the regulatory regulations of its different modalities and lottery products, for their knowledge and verification of their conformity to the rules of ordination, before (a) to be published in the Official Journal of the State, as a guarantee for consumers.
In compliance with the above provisions, the Standing Committee of the ONCE Protectorate Council, in an ordinary meeting of 25 May 2015, has verified that the Agreement CEP.11/2015-3.3, of 13 May, of the Commission Permanent Executive of the General Council of the ONCE on the implementation of two new groups of instant lottery products "with mechanics one or several winning numbers from 5 to 10" to five euros, class 6 and " with mechanics one or several numbers winners from 5 to 10 " to five euros, class 7 and the corresponding amendment of the regulation of the Products of the lottery mode called "Instant Lottery of the ONCE", by the inclusion of two new appendices with the numbers 20 and 25, complies with the established regulations. The amendment of these regulatory standards will enter into force on 1 October 2015, retaining an indefinite duration until the relevant Appendices to the Regulatory Regulation are repealed.
Consequently, the General Council Agreement of the ONCE and the reform of the regulation of the products of the lottery mode called "Instant Lottery of the ONCE", collected in Annexes I and II accompanying this Resolution.
It is also appropriate to give publicity, as a guarantee for consumers, to the Agreement CEP.11/2015-3.4, of 13 May concerning the launch and completion of the instant lottery products with the names "Rasca de Navidad 2015" and "Christmas Day 2015", adopted by the Permanent Executive Committee of the General Council of the ONCE.
The products "Christmas Rasca 2015" and "Christmas millionaire 2015" will have the characteristics of the product groups "with mechanics one or several winning numbers of 5 out of 10" to five euros, class 6 and " with mechanics one or more winning numbers of 5 out of 10 "to five euro, class 7, regulated respectively in Appendices 20 and 25 of the regulatory regulation for lottery mode products called" ONCE's Instant Ticket Lottery ", Appendices verified by the Permanent Commission of the Protectorate Council of the ONCE at its regular meeting of 25 of May 2015 and which are contained in the Annexes accompanying this resolution. The launch of these products will take place on October 14, 2015, and its completion will take place on January 31, 2016, with the deadline for the payment of award-winning tickets for these two products on March 1, 2016. The product "Christmas Rasca 2015" will be marketed in physical support and the product "Christmas millionaire 2015" will be marketed in electronic support.
Finally, Resolution 84/2015 of 12 May of the Director General of the ONCE has approved the completion of the instant lottery products in physical support "with mechanics seven and a half" to a euro, called commercially 'Seven and a half' and 'three out of six' to a euro, class 2, commercially known as 'Gold Pepitas', which will be, in both cases, on 1 July 2015, the deadline for the payment of award-winning tickets for both products on 31 July 2015. 2015. The Permanent Commission of the Council of Protectorate held on May 25, 2015 has agreed to give publicity to these dates for consumers ' knowledge.

b) The play area "your numbers" contains ten figures, one for each play. When scratching the area, under each of the figures a number, expressed in figures and letters, appears, and below it an amount expressed in euros in figures and letters. The special symbol may also appear on some play.
2.2 Operation:
a) If by scratching the "your numbers" area, in any of the moves the special symbol appears, that move is awarded with double the amount expressed in euros indicated on that move.
