Article 27.6 of Law 11/2007, of June 22, of electronic access of citizens to Public Services, states that, in regulation, the Public Administrations may establish the obligation to communicate using only electronic means, where the parties concerned correspond to legal persons or groups of natural persons meeting certain requirements, and Royal Decree 1671/2009 of 6 November 2009, for which the Article 32 of the Law provides that, by ministerial order, the obligation to communicate by electronic means with the bodies of the General Administration of the State or its related or dependent public bodies may be established in the cases referred to in Article 27.6.

The Spanish Service for the Internationalization of Education (SEPIE) is the Spanish National Agency for the implementation of the Erasmus + programme in the fields of education and training. The Guide for National Erasmus + Agencies sets out the minimum requirements for internal control standards applicable to National Agencies and for the management of the life cycle of projects, in order to enable sound management and efficient Community funds.

As part of the Delegation Agreement signed between the Commission and SEPIE, the Guide for National Agencies contractually commits the Agency among others in the agility of procedures. It is precisely in the annual calls for Erasmus + of the European Commission that applicants are required to submit the online application to the appropriate National or Executive Agency, using the correct electronic form.

The purpose of this ministerial order is to make compulsory, for those interested in the annual calls for the European Commission's Erasmus + programme and in subsequent annual calls, to communicate by electronic means with the autonomous body Service Spanish for the Internationalization of Education (SEPIE), attached to the Ministry of Education, Culture and Sport, and the obligation to admit the notification by electronic means.

Currently, the "online" submission of applications through the use of electronic forms is already set out in the European Commission's Erasmus + Call for Calls.

The target population of the Erasmus + programme in the fields of education and training is mainly made up of people active in the fields of education and training (students, trainees, students, etc.). apprentices, trainees, adult learners, volunteers, university teachers or other levels, trainers and professional organisations.

However, the Program reaches these people through the organizations, institutions, agencies and groups that articulate such activities. Therefore, the main stakeholders in the annual calls for the Erasmus + programme are the participating organisations representing the target population. These are legal persons and/or legal representatives of these persons who, on the occasion of their dedication, have infrastructures that allow access and availability to the necessary means to carry out their communication by means of electronic.

In its virtue, with the prior approval of the Minister of Finance and Public Administrations, I have:

Article 1. Object.

This ministerial order aims to establish the obligation, for interested parties, to communicate by electronic means with the autonomous agency Servicio Español for the Internationalization of Education and to allow the notification by electronic means, in the annual calls for grants of the Erasmus + programme of the European Commission, for which the period of validity is 2015 -2020, as well as in subsequent calls for the Programme of the European European Union to replace Erasmus + after 2020 in annual calls later.

Article 2. Electronic media.

In this ministerial order, it is understood as an electronic means as defined in the Annex of Law 11/2007, of June 22, of electronic access of citizens to Public Services.

The autonomous agency Service Spanish for the Internationalization of Education (SEPIE), attached to the Ministry of Education, Culture and Sport, by means of instructions published on the website of this autonomous body will determine the electronic means to be used in each case, which may be systems located on the website of the SEPIE or the Education, Culture and Sport Ministry of Education of the Ministry of Education, Culture and Sport, or any other systems which the SEPIE considers appropriate.

Article 3. Access point.

The Ministry of Education, Culture and Sport will guarantee at least one general access point in the Service of Communication, Information and Registration of SEPIE, located in the headquarters of the Spanish Service for the Internationalization of the Education, in the street Gustavo Fernández Balbuena, No. 13, from Madrid, through which users can easily access the information and services of their competence electronically, submit applications and resources or access the notifications and communications sent to them by the Public Administration.

Article 4. Electronic notifications.

Electronic notifications will be made through the Electronic Headquarters Notification System of the Ministry of Education, Culture and Sport. Without prejudice to the foregoing, the electronic access by the persons concerned to the content of the corresponding administrative actions shall produce the effects of the notification by appearance in accordance with Article 28.5 of the Law. 11/2007, June 22.

Article 5. Authentication.

The autonomous agency Service Spanish for the Internationalization of Education (SEPIE), attached to the Ministry of Education, Culture and Sport, by means of instructions published on the website of this autonomous body will determine, in each case, the appropriate authentication systems: electronic signature systems or the provision of information known only by the parties, in accordance with Article 13.2.c of Law 11/2007 of 22 June.

Article 6. Non-compliance with the enforcement of communication through electronic means.

In accordance with the provisions of Article 32.3 of Royal Decree 1671/2009 of 6 November 2009, for which Law 11/2007 is partially developed, of 22 June, in the event of non-compliance with the obligation of communication to By electronic means, the competent administrative body will require the corresponding remedy, warning that, if the requirement is not met, the presentation will lack validity or effectiveness.

Single additional disposition. Containment of public expenditure.

The measures included in this order may not result in increased allocations or remuneration or other personnel costs.

Single end disposition. Entry into force.

This ministerial order shall enter into force on the day following that of its publication in the "Official State Gazette".
