The implementation of the constitutional duty of guaranteeing the equality of citizens in access to education requires the removal of any obstacles of a socio-economic nature which hinders or impedes the exercise of this fundamental right. Beyond basic education, educational benefits lose compulsory and/or free notes, but the constitutional guarantee of the right to education requires that nobody is excluded from access to levels that are not free or compulsory for socio-economic reasons, teaching for which it is necessary to establish mechanisms for exemption of fees and public prices or compensation of these costs to the beneficiaries through scholarships and study grants. In this way, it can be inferred that the constituent Assembly has set the obligation of public authorities to establish a system of scholarships and grants to ensure the right of everyone to education.

In this sense, the organic legislator has addressed these aspects, in fulfilment of their responsibility contained in article 81.1 of the Constitution 'development of fundamental rights and public freedoms', in article 6.3. h) of the Act 8/1985 of 3 July, regulating the right to education, article 45 of the organic law 6/2001 of 21 December, on universities, and in article 83 of the organic law 2/2006 of 3 may, education. Through these provisions have been formed the scholarships and grants in post-compulsory education as an essential element of the right to education that is based on a dual principle: compensation of the unfavourable socio-economic conditions of their beneficiaries, and granted on the basis of achievement and school performance. Finally the article 2.bis.3.e) Law 8/2013, 9 of December, for the improvement of the quality of education defines the State system of scholarships and grants to study, in both guarantee of equality of opportunity in access to education, as one of the instruments that has the Spanish educational system for the achievement of the purposes specified in article 2 the law 2/2006 organic , may 3.

On the other hand, the ninth additional provision of law 24/2005, of 18 November, from reform to boost productivity, established direct grant to students of regulated studies of both University and non-university educational system of scholarships and grants to study inviting charged to the budgets of the Ministry of education, for which a certain number of beneficiaries is not set.

Within this legal framework, the Royal Decree 1721 / 2007, of 21 December, which establishes the regime of the scholarships and personalized study assistance, establishes the basic structural elements of the system: modalities of scholarships, academic and economic conditions, cases of incompatibility, revocation and reinstatement and few requirements, socio-economic conditions or other factors are necessary to ensure equality in access to education. In any case, is deferred to a Royal Decree annual determination of two quantitative parameters that, for its cyclical nature, cannot be set as a general rule: the thresholds of income and heritage whose improvement determines the loss of the right to obtain the scholarship or aid, and the amount of the different components and amounts of scholarships and study grants.

The Government is firmly committed to the social dimension of education and to a policy of scholarships and grants to study to ensure that no student leaves his posobligatorios studies for economic reasons, thus ensuring social cohesion and equal opportunities, for what has kept the financial effort despite the strict framework of containment of public spending. But in addition to its role of ensuring equal opportunities of all those having vocation and study-skills, lack the economic resources to undertake them or continue them, the policy of scholarships and grants to study should be an instrument of encouragement to improve the academic performance of students, especially students in higher levels of the education system.

For this purpose, in the year 2013 - 2014 introduced major changes in the system of scholarships that had been announced previously and that have shown positive effects in what refers to the academic performance of students in general and student fellows in particular. Found this effect, especially among the students of the higher levels of the educational system, is determined purpose of the Government maintain this means of effort, responsibility and a better academic performance, and thus strengthen the equity and equality of opportunity to get that education contributes to social promotion, guaranteeing, at the same time, higher efficiency of the significant public resources earmarked for scholarships and grants to study policy.

Thus, this Royal Decree establishes the economic parameters of the scholarships and helps to the study of the Ministry of education, culture and sport for the academic year 2015-2016 and fixes their amounts, as well as the thresholds of heritage and family income above which disappears the right to obtain at the time coming to consolidate grants model implemented in the academic year 2013-2014 keeping the modifications introduced during the 2014-2015 have proven to be positive, as the new regulation of the components of grant destined to those who attend their studies in non-contact mode, or the modulation of the percentage of credits which must be overcome in order to consider the scholarship is intended to the purpose for which it has been granted.

This Royal Decree has favorable reports of the Ministry of finance and public administration. It has been also opinion of the State School Board and report of the Council of universities and university students of the State Council, and in processing the autonomous communities through the Conference of education and the General Conference on University policy have been consulted.

By virtue, on the proposal of the Minister of education, culture and sport, according to the Council of State and after deliberation by the Council of Ministers at its meeting of July 3, 2015, have: chapter I General provisions article 1. Object.

This Royal Decree is intended to determine the following quantitative parameters that calls for scholarships and grants to study for the academic year 2015-2016 financed under the budget of the Ministry of education, culture and Sport shall be governed: to) the amount of the different types of scholarships and study assistance regulated in the Real Decree 1721 / 2007 , of 21 December, which establishes the regime of the scholarships and personalized study assistance.

(b) the thresholds of income and family assets over which disappears right to the perception of the scholarships and study assistance.

Article 2. Scope of application.

For the academic year 2015-2016 and with corresponding appropriations in the General budgets of the State, will be published following calls for scholarships and grants to study, no number of beneficiaries: 1. call for scholarships and grants to the study of general character, aimed at the following courses: to) high school.

(b) vocational training intermediate level and higher level).

(c) professional art education.

d) sports lessons.

(e) higher artistic education.

(f) religious studies.

(g) grade and higher military studies.

(h) studying languages in official schools owned by the educational administrations, including the modality of distance.

(i) access courses and preparation for testing of access to vocational training and specific training courses for access to intermediate and higher level training courses taught in public schools and in concerted private centres which have authorized teaching of vocational training.

j) basic vocational training.

(k) University teaching adapted to the European space of higher education leading to undergraduate and Master degrees.

(l) University teaching leading to the degrees of Bachelor, engineer, architect, diploma, teacher, engineer and technical architect.

(m) preparation course for admission to the University for over 25 years by public universities.

n) additional credits or complementary training necessary to access or obtain master and grade as well as for university graduates wishing to pursue official undergraduate studies.

2. call for study assistance for students with specific needs of educational support.

Chapter II scholarships and grants to study a general article 3. Amounts of the scholarships and helps to the study of general character for non-university education.

1 the amounts of grants and aid to the study of General teachings given in paragraphs to) to j) article 2.1 that can be levied in the cases foreseen in this Royal Decree shall be as follows: to) fixed amount linked to the income of the applicant: 1,500 euros.

(b) fixed amount linked to the residence of the applicant during the course: 1,500 euros. However, in any case, this amount may exceed the actual cost of providing.
(c) basic scholarship: 200 euros.

(d) variable amount, the minimum amount will be EUR 60.

2 those who pursue studies listed in paragraphs in modality and full-tuition to), b), c), d), e), f) and g) of article 2(1) may perceive the amounts fixed and variable amount. The allocation of the amount linked to the residence of the student during the course will require that the applicant studied face-to-face with a minimum number of teaching hours and accrediting the need to reside outside the family home during the year, because of the distance between the same and the teaching centre, the existing media and school schedules. For this purpose, it will be considered as family member closest to the teaching centre which belongs or in which reside regularly some computable member of the family unit, although it does not match the legal domicile of the applicant.

Income thresholds applicable to the granting of the amounts of the grants provided for in this section shall be the following: a) threshold 1: applicants whose income does not exceed the threshold family income 1 established in Royal Decree may obtain the amounts referred to in paragraphs a), b) and d) (1).

(((b) threshold 2: applicants whose income exceeds the threshold 1 and does not exceed the threshold 2 income family established in Royal Decree may obtain the amounts referred to in paragraphs b), c)) and (d) of paragraph 1.

c) threshold 3: applicants whose income exceeds the threshold 2 and does not exceed the threshold 3 family income under this Royal Decree can only get the basic scholarship.

3 those who pursue studies listed in paragraphs h), i) and j) of article 2.1, as well as those who carried out the final project, study at other than the face-to-face modality or opt for partial tuition, can receive the basic scholarship and the minimum variable amount.

Income thresholds applicable to the granting of the amounts of the grants provided for in this section shall be the following: a) threshold 2: applicants whose income does not exceed the threshold 2 income family established in Royal Decree may obtain the basic scholarship and the minimum variable amount.

b) threshold 3: applicants whose income exceeds the threshold 2 and does not exceed the threshold 3 family income under this Royal Decree can only get the basic scholarship.

Article 4. Amounts of the scholarships and helps to the study of General University education.

1 the amounts of grants of General teachings given in paragraphs k) n) article 2.1 that can be levied in the cases foreseen in this Royal Decree shall be as follows: to) fixed amount linked to the income of the applicant: 1,500 euros.

(b) fixed amount linked to the residence of the applicant during the course: 1,500 euros. However, this amount may not exceed the real cost of the provision. In any case, the allocation of the amount linked to the residence of the student during the course will require that the applicant studied in modality and certifying the need to reside outside the family home during the year, because of the distance between the same and the teaching centre, the existing media and school schedules. For this purpose, it will be considered as family member closest to the teaching centre which belongs or in which reside regularly some computable member of the family unit, although it does not match the legal domicile of the applicant.

(c) variable amount, the minimum amount will be EUR 60.

(d) tuition scholarship: understand the official public price of University academic services corresponding to the credits that the student is registered for the first time during the 2015-2016.

Not those credits which exceed the minimum necessary to obtain the degree in question will be part of the tuition scholarship.

In the case of students of private universities, the amount of this scholarship shall be equal to the minimum price established by the autonomous community for a study with the same experimentation in a public University in that same region.

The compensation to the universities of the amounts of the grant of registration referred to in the preceding paragraphs shall be made as provided in the third additional provision.

2 those who pursue studies listed in the letters k) and l) of article 2.1 with full-tuition may perceive the fixed amounts, the variable amount and the tuition scholarship. The allocation of the amount linked to income and the amount linked to the residence of the student during the course will require that the applicant studied in the modality.

Income thresholds applicable to the granting of the amounts of the grants provided for in this section shall be the following: a) threshold 1: applicants whose income does not exceed the threshold family income 1 established in Royal Decree may obtain the amounts referred to in paragraphs a), b), c) and d) of paragraph 1.

(((b) threshold 2: applicants whose income exceeds the threshold 1 and does not exceed the threshold 2 income family established in Royal Decree may obtain the amounts referred to in paragraphs b), c)) and (d) of paragraph 1.

c) threshold 3: applicants whose income exceeds the threshold 2 and does not exceed the threshold 3 family income under this Royal Decree can only get the tuition scholarship.

3. person performing the preparation course taught by public universities access to the University for over 25 years, those who pursue complementary training or only made the career or the work of end of degree or Master's project, as well as those who opt for partial tuition, will get the tuition scholarship and variable minimum amount it.

Income thresholds applicable to the granting of the amounts of the grants provided for in this section shall be the following: a) threshold 2: applicants whose income does not exceed the threshold 2 income family established in Royal Decree may obtain the tuition scholarship and variable minimum amount.

b) threshold 3: applicants whose income exceeds the threshold 2 and does not exceed the threshold 3 family income under this Royal Decree can only get the tuition scholarship.

Article 5. Amount variable.

1. the resources allocated by the Ministry of education, culture and sport for the announcement of the 2015-2016 school year of grants and aid to the study of a general nature, with the exception of those who are intended to compensate for the tuition scholarships, will be applied firstly to the coverage of the basic scholarship and the fixed amounts linked to income and the residency of the applicant as referred to in articles 3 and 4 , as well as the additional amounts provided for in article 6, the additional amounts provided for in the first additional provision, and of the amounts of the minimum variable amounts indicated in the articles 3.3 and 4.3 of this Royal Decree and in articles 12, 18.1 19.1, 20.1, 22.2, 26 and first of the Real Decree 1721 transitional provision / 2007 of 21 December.

The amount which in his case subtract after performing the steps listed in the previous paragraph, depending on budget availability, will be assigned to coverage of the variable amount, which will be distributed among applicants depending on the family income and academic performance of the students, through the application of the formula established in article 9(2) of the Royal Decree 1721 / 2007 , 21 December. The Ministry of education, culture and sport will determine the percentage of this amount allocated to variable amount corresponding to non-University and university students respectively.

For granting the variable amount, the income of the applicant shall not exceed the threshold 2 income family established in Royal Decree.

2. the Ministry of education, culture and sport can make a provisional distribution of a proportion of the variable amount between requests processed in the call in progress.

The amount of the available call be taken into account for the calculation of the amount to be distributed on a provisional basis for the variable amount, once covered the fixed amounts specified in the first subparagraph of paragraph 1 in relation to the number of applications processed of the call in progress.

Once the Ministry of education, culture and sport has received all requests processed by the autonomous communities and the universities, will be the final distribution of the variable amount between applications with a right to the same.

3. the amount reserved to offset tuition scholarships will be paid one time is received in the Ministry of education, culture and sport universities information on public prices earned by fellows who appropriate the tuition scholarship, without prejudice to the possibility of making payments to the universities.

Article 6. Additional amounts.

1. the amount resulting from the granting of scholarships and study grants set out in articles 3 and 4 of this Royal Decree will increase in one of the following additional amounts:
(a) in accordance with the mandate contained in article 138.1 of the Constitution, the recipients of scholarships and helps the study with family home in the insular Spain or in Ceuta or Melilla which are seen in the need to use sea or air to access the teaching centre in which to pursue his studies from his home, 442 euros will have more on the amount of grants and aid for the study that have them.

(b) this additional amount shall be EUR 623 for fellows with family home on the islands of Lanzarote, Fuerteventura, Gomera, Hierro and La Palma, Menorca and Ibiza and Formentera.

(((c) in the event that the student need to scroll between the Balearic Islands or the Canaries and the Peninsula, the quantities referred to in paragraphs a) and b) above will be 888 937 euros, respectively.

2. the additional amounts referred to in the preceding paragraph shall also apply to students enrolled in baccalaureate official centers distance residing in insular territory lacking associated or partner Center.

Chapter III aid for students with specific needs of educational support article 7. Included studies.

1 convene study assistance and subsidies for students with specific needs of educational support derived from disabilities or serious behavior or condition associated with high intellectual ability who studied levels of second cycle of early childhood education, elementary education, compulsory secondary education, high school, vocational training of intermediate and top grade and basic vocational training.

Subsidies will attend room school and school transportation costs and will be awarded to students with special educational needs who belong to large families. For the granting of subsidies is not attend income or to the family estate.

The amounts set out in the table above for aid or subsidies of transport will increase 50% when the students present a recognized motor disability greater than 65%.

Not be granted aid or subsidies when costs to those who attend are covered sufficiently by services or public funds or, where appropriate, for aid granted to centres to finance the corresponding service. Support for school supplies is not available at the pre-school level.

3. the students with high intellectual abilities product, in the terms provided for in article 11 of the Royal Decree 1721 / 2007, of 21 December, aid of up to 913 EUR for the payment of the costs of registration and attendance at specific programmes for this group.

4. the threshold of income applicable to the granting of the components of the study assistance for students with specific needs of educational support is as follows: number of members of the family threshold - euro families of a member 11.937 families of two members 19.444 families of three members 25.534 families of four members 30.287 families of five members 34.370 families of six members 38.313 families of seven 42.041 families of eight members 45.744 starting from the eighth member 3.672 euros per each new computable family member will be added.

Chapter IV thresholds of income and family heritage article 8. Family income thresholds.

1 in accordance with the provisions of paragraph e) of the first of the Real Decree 1721 additional provision / 2007, of 21 December, family for the year income threshold 1 2015-2016 shall be fixed in the calls that pass the Ministry of education, culture and sport and the competent education administrations which have taken the full exercise of the powers laid down in the Royal Decree.

The Ministry of education, culture and sport will finance scholarships subject to the lower end of the range indicated in the following table, including the component of the tuition scholarship in the terms established in the third additional provision. Scholarships to be awarded to students whose family income is placed within the set time interval will be financed to 50% between the Ministry of education, culture and sport and the convener of the autonomous community.

Article 9. Calculation of family income.
1. the family income for the purpose of scholarship or aid is found by aggregation of income from each of the eligible member family to obtain revenues of any kind, calculated as indicated in the following paragraphs and in accordance with the rules governing the physical personal income tax. For the purposes of grants and aid to the study of the course 2015-2016, will be calculated the year 2014.

2 for the determination of income of the eligible members that have submitted a declaration by physical persons income tax, proceed as follows: to) will add the general tax base with the savings tax base, excluding all negative net balances of gains and capital losses from 2010 to 2013 and the negative net balance of income from the capital of 2010 2011, 2012 and 2013 to integrate into the taxable savings.

(b) of this result, the resulting fee of the autoliquidación will be subtracted.

Article 10. The family income deductions.

During the 2015-2016 will apply the following deductions from the family income: to) 50% of revenues contributed by any computable family member other than main supporters.

(b) 525 euros per each brother who live together in the family home, including the applicant, as regards families of general category, and 800 euros it is families of special category, provided that he is entitled to this benefit. When the applicant himself is the owner of the large family, the designated amounts will be computed in relation to children who sampled it. This deduction will be of up to 2,000 euros in the call of support for students with specific needs of educational support.

(c) 1,811 euros for each brother or child of the applicant or the applicant himself that disability, legally recognized, grade equal or superior to 33%; or 2.881 EUR where disability is of degree equal to or greater than 65%. This deduction will be 4,000 euros by the applicant and as much for each of his siblings with disabilities legally qualified grade equal or superior to 33% in the call of support for students with specific needs of educational support.

(d) 1,176 euros for every brother of the applicant under the age of 25 or the applicant himself that curse College and reside outside the family home, when they are two or more students with residence outside the family home because of University studies.

(e) 20% of the family income where the applicant is orphan absolute and less than 25 years.

Article 11. Indicative of family assets thresholds.

1 anyone who is family the income calculated pursuant to articles 9 and 10, are denied scholarships or helps to the study chosen for the year 2015-2016 when it exceeds thresholds indicative of family heritage that are set below: a) the sum of the cadastral values of urban farms belonging to the eligible family members excluding the residence, shall not exceed 42,900 euros. In the case of real estate in which the date of effect of the last revised cadastre was comprised between January 1, 1990 and December 31, 2002 will multiply the cadastral values by 0.49. In the event that the aforementioned revision date is subsequent to December 31, 2002, the cadastral values are multiplied by the following coefficients: 0.43 for the revised in 2003.

In real estate nestled in the Foral community of Navarra, the rateable value will be multiplied in any case by 0.50.

The General direction of the cadastre will facilitate the relationship of municipalities that correspond to each of the listed situations, for the purposes of application of the weighting coefficient.

(b) the sum of the cadastral values of the rustic, excluded the rateable value of the building which constitutes the principal House, belonging to the eligible members of the family shall not exceed 13.130 euros per each computable member.

(c) the sum of all reduced net income from the capital over the positive net balance of all gains and losses in equity belonging to the eligible members of the family shall not exceed 1,700 euros.

Subsidies received for acquisition or rehabilitation of the residence, the basic emancipation income or the amount of cash or in-kind prizes obtained by participation in games, contests, raffles or random combinations less than 1,500 euros are not included in this sum. Capital gains derived from the mentioned prizes will be calculated according to the income tax regulations.

The value of these indicative of heritage elements shall be determined in accordance with provisions in the regulations of the tax on the income of physical persons by their value to 31 December 2014.

2. when the indicative of heritage elements described in the previous section are several that have eligible members of the family, the percentage of each element with respect to the corresponding threshold value will be calculated. The scholarships and grants to study chosen be denied when the sum of the mentioned percentages exceed 100.

3 also will be denied the scholarship or help to the study requested when to check that the sum of revenues which are then obtained by eligible family members exceeds the number of 155.500 euros: to) revenue from economic activities in direct estimate or objective estimation.

(b) revenue of a Computable member participation equal or superior to 50% in economic activities carried out through entities without legal personality or any other type of legal entity, once applied to the total income of the activities the percentage of participation therein.

4. for the purposes of the computation of the value of the elements referred to in the preceding paragraphs, shall be deducted 50% of the value of those belonging to any computable member of the family, excluding major supporters.

First additional provision. Specific measures to compensate for the disadvantages of students with disabilities.

1. the fixed amounts of the scholarships and grants to study for college students, with the exception of tuition scholarships, may increase 50% when the applicant presents a disability legally qualified grade equal or higher than 65%.

Support is not available when costs to those who attend are covered sufficiently by services or public funds.

2 when the applicant presents a disability degree equal to or greater than 65% legally qualified, the deductions provided for in paragraphs b)) and (c) of article 10 for students with specific needs of educational support shall apply only to the aforementioned applicant. Will the siblings of the applicant apply the deductions provided for in General.

3. the number of credits that must be enrolled and who must overcome applicants for scholarships and grants to study will be established in the relevant notices and will be reduced in the case of students with disabilities legally qualified, reducing the workload required to meet the requirement of registration by 50%, maximum, when the applicant presents a degree equal to or greater than 65% disability.

Second additional provision. Extension of University studies.

In those cases in which the requirements and conditions allow the enjoyment of scholarships and grants to study for one or two years more than those laid down in the curriculum of the corresponding University degree, the call may establish the amount of the scholarships and study assistance granted for the last of these additional courses.

Third additional provision. Compensation to the universities by the exemption of tuition.

1. during the academic year 2015 / 2016, the Ministry of education, culture and sport will provide universities, by way of compensation of the public prices for academic services for students exempted from its payment fellows, an amount per pupil grant equal to the public price set for the corresponding qualification in the academic year 2011 / 2012, updated by 1% , in accordance with provisions of article 7.2 of the Royal Decree-Law 14/2012 April 20, rationalisation of public expenditure in the field of education.
2. in the case of new qualifications that did not exist in the 2011-2012 academic year, the Ministry of education, culture and sport will compensate the universities the amount corresponding to the public prices fixed in the 2011-2012 course for degrees of the same level of experimentation in their autonomous region, updated in the terms provided for in the preceding paragraph.

3. in the case of fellows enrolled in the masters that were called «Masters with differentiated price» in the course of 2011-2012 reference, the Ministry of education, culture and sport it will compensate the University the amount not paid by the student trainee up to a maximum of 2,100 euros.

4. on the basis of calculation laid down in the preceding paragraphs are quantified the compensation for the bonus of 50% of tuition for students who belong to families many of three children and assimilated.

5 when the amount contributed by the Ministry of education, culture and sport public University is lower than the cost of the tuition scholarships, under the terms defined in article 4.1. d), calculated at the public price effectively set by the autonomous community for the year 2015 / 2016, will correspond to the autonomous community compensate public universities for the difference , so that the recipient of the scholarship is effectively exempt from any economic obligation.

First transitional provision. Aid for the purchase of books convened by the autonomous communities.

During the academic year 2015-2016 will not apply the rules governing economic requirements contained in this Royal Decree and the Royal Decree 1721 / 2007, of 21 December, to calls for aid for the purchase of textbooks and school supplies at the compulsory levels published by the autonomous communities and co-financed by the Ministry of education Culture and sport.

Second transitional provision. Co-financing agreements.

Exceptionally for the year 2015-2016, the autonomous communities that have initiated negotiations for the transfer of functions and services management of scholarships and aid to study custom, in accordance with the provisions of the fourth additional provision of the Royal Decree 1721 / 2007, of 21 December, may agree, through an agreement with the Ministry of education Culture and sport, the call and co-financing with from their own budgets of 50% of the scholarships to be awarded to students whose family income will fall within the range set out in article 8, paragraphs 1 and 3.

First final provision. Title competence and character of basic legislation.

This Royal Decree is basic and is run under the protection of article 149.1.30. ª of the Constitution, which reserved to the State competition to establish the basic rules for the development of the right to education, to ensure the equality of all Spaniards in the exercise.

Second final provision. Modification of the Real Decree 1721 / 2007, of 21 December, which establishes the regime of the scholarships and supports custom.

Amending the Royal Decree 1721 / 2007, of 21 December, which establishes the regime of scholarships and aid custom, under the terms listed below: one. Paragraph a) of paragraph 1 of article 4 is drawn up in the following terms: ' a) not being in possession or does not meet the legal requirements for obtaining a diploma of the same or higher level corresponding to the studies for which the scholarship is requested or help. «However, those who are in possession of a title official degree that has been assigned to level 3 (Master) of the Spanish qualifications framework for higher education (MECES), or in possession of an official title of architect, engineer, graduate, technical architect, technical engineer or diploma who has obtained the correspondence with the level 3 (Master) of the you months, may be beneficiaries of scholarships and study grants to attend teachings leading to an official degree of masters.»

Two. Paragraph e) article 26 is drawn up in the following terms: 'e) subjects or recognized, confirmed, adapted and transferred credits will not be taken into account for the purposes of compliance with the academic requirements of this Royal Decree.

However the above, the aforementioned subjects or credit be computed, as established in the corresponding grade, for the sole purpose of the calculation of the average note obtained in the qualification that gives access to the first year of Master».

Third final provision. Publication of beneficiaries in the «Official Gazette» relationships.

In those cases in which calls for scholarships, grants and awards to the study published by the Ministry of education, culture and sport so established it, will be published in the «Official Gazette» relations interim and/or final beneficiaries or the reference to the means in which those made public.

Fourth final provision. Normative development.

It is up to the Minister of education, culture and sport, in the scope of their powers, dictate the rules that are specific to the application and development of the provisions of this Royal Decree.

Fifth final provision. Entry into force.

This Royal Decree shall enter into force the day following its publication in the "Official Gazette".
