Regulation (EU) No. 2015/340 of the Committee, on 20 February, by which establish technical requirements and administrative procedures relating to licences and certificates of the air traffic controllers by virtue of Regulation (EC) No. 216/2008 of the European Parliament and of the Council, amending the implementing Regulation (EU) No. 923/2012 of the Commission and repealing Regulation (EU) No. 805/2011 of the Commission , assumes the establishment of requirements which should apply to the competent authorities in relation to the common standards of fitness for air traffic controllers employed by air navigation service providers and apply them effectively, in order to ensure to the public air traffic management and air navigation (ATM/ANS) services, among others.

In accordance with the above in Recital No. 8 of the regulation: common standards of delivery and maintenance of licences for air traffic controllers are essential to increase the confidence of each Member State in the systems of others. To ensure the highest level of security, should be introduced, therefore, some uniform requirements in terms of training, qualification and fitness of air traffic controllers. This should also serve to ensure the provision of air traffic control that are safe and of high quality and contribute to the recognition of licences throughout the Union, thus increasing freedom of movement and improving the availability of drivers.

Article 11 paragraph 1 of the regulation establishes that it shall be applicable from June 30, 2015. However, in paragraph 2 of the same article, establishes the possibility not to apply the provisions of annexes I to IV, in whole or in part, prior to December 31, 2016.

In accordance with the new requirements laid down in the Regulation (EU) No. 2015/340, and with respect to the content of the annexes I to IV, it is necessary to make use of the provisions in paragraph 2 of article 11, the entire process of changes can be gradually and without affecting the processes that today are carried out in this area.

In the event that circumstances, according to the schedule of implementation attached to this resolution as Annex A, that make it possible to advance the implementation of the provisions of the abovementioned annexes I to IV, prior to December 31, 2016, is required the adoption and publication in the «Official Gazette» of a new resolution of the State Agency of aviation safety by declaring the application of these annexes.

By virtue of the foregoing, the Director of the State Agency of aviation safety meets the not full implementation of the provisions of annexes I to IV of Regulation (EU) No. 2015/340, of the Commission, of 20 February, which establishes technical requirements and administrative procedures relating to licences and certificates of the drivers of ATC under Regulation (EC) No. 216/2008 of the European Parliament and of the Council , amending the implementing Regulation (EU) No. 923/2012 of the Commission and repealing Regulation (EU) No. 805/2011 of the Commission, but that their application will be partial and progressive until December 31, 2016, in terms specified in program implementation, in accordance with the provisions of article 11.2 of the rules of procedure.

Annex to the Regulation (EU) 2015/340 application program came into force on March 26, 2015, being its implementation date of June 30, 2015. However, article 11 of the regulation, establishes in paragraph 2 that Member States may decide not to apply the provisions of annexes I to IV, in whole or in part, prior to December 31, 2016. When a Member State avails itself of this possibility, it shall notify the Commission and the European Agency of aviation safety at the latest on July 1, 2015. Such notice shall describe the reasons for the exception or exceptions, as well as the measures envisaged and the corresponding calendar application program.

Article 7 establishes a number of transitional provisions which must be taken into account to design the application program: article 7. Transitional provisions.

1. licences, ratings and notes issued in accordance with the relevant provisions of national legislation based on Directive 2006/23/EC and licences, ratings and endorsements issued in accordance with the Regulation (EU) no 805/2011 will be deemed issued in accordance with this regulation.

3. the medical certificates and certificates of organizations training, medical examiners aviation and aeronautical medical centres, approvals of unit training plans and training plans issued in accordance with the relevant provisions of national legislation based on the directive 2006/23/EC in accordance with the Regulation (EU) No. 805/2011 shall be deemed issued in accordance with this regulation.

For its part, article 8 obliges the replacement of all transit drivers licenses, medical certificates and certificates of training organizations: article 8. Replacement of licences, adaptation of powers, unit training plans and training courses.

1. the Member States shall replace licences referred to in article 7, paragraph 1, by licenses which conform to the format provided in Appendix 1 to annex II of this regulation, at the latest on 31 December 2015, or 31 December 2016 where the Member State make use of the derogation provided for in article 11 paragraph 2.

2. the Member States shall replace certificates of the organizations of formation of air traffic controllers referred to in article 7, paragraph 3, for certificates that conform to the format provided in Appendix 2 of annex II of this regulation, at the latest on 31 December 2015, or 31 December 2016 where the Member State make use of the derogation provided for in article 11 paragraph 2.

3. the Member States shall replace aviation medical examiners certificates and aeronautical medical centres referred to in article 7, paragraph 3, by certificates that conform to the format provided in Appendices 3 and 4 of annex II of this regulation, at the latest on 31 December 2015, or 31 December 2016 where the Member State make use of the exception in article 11 paragraph 2.

4. the competent authorities will become the powers of examiners and assessors for initial training in accordance with article 20 of the Regulation (EU) No. 805/2011 of examiners and assessors of fitness training unit and training approved by the competent authority pursuant to article 24 of Regulation (EU) no 805/2011 in the powers of a reviewer annotation pursuant to this regulation If applicable, at the latest on 31 December 2015, or 31 December 2016 when the Member State avails itself of the derogation provided for in article 11, paragraph 2.

5. the competent authorities may convert the attributions of the national instructors of Simulator or synthetic training device in the powers of an annotation of instructor of synthetic device pursuant to this regulation, if applicable, at the latest on 31 December 2015, or 31 December 2016 when the Member State avails itself of the derogation provided for in article 11 paragraph 2.

6. the air navigation service providers adapt their unit training plans to observe the requirements of this regulation at the latest on 31 December 2015, or 31 December 2016 when the Member State avails itself of the derogation provided for in article 11, paragraph 2.

7. organizations of training of air traffic controllers will adapt their training plans to observe the requirements of this regulation at the latest on 31 December 2015, or 31 December 2016 when the Member State avails itself of the derogation provided for in article 11, paragraph 2.

8 certificates of completion of training courses initiated before the implementation of this Regulation pursuant to the Regulation (EU) no 805/2011 will be accepted for the purposes of the issuance of licences, ratings and endorsements relevant pursuant to this regulation, provided that training and evaluation has been completed over the latest June 30, 2016 , or June 30, 2017, in case of which the Member State makes use of the derogation provided for in article 11, paragraph 2.

In Spain there are on the order of 2,500 issued drivers licenses, of which in the order of 2,000 are operating, and must renew annually in accordance with current legislation (Regulation (EU) No. 805/2011 of the Committee, on August 10, 2011, which lays down detailed rules for licenses and certain certificates of drivers of air traffic under Regulation (EC) No. 216/2008 of the European Parliament and of the Council).
Therefore the replacement of such licenses for the licenses to the new format, should be done gradually and without affecting the procedures in course of renewal/revalidation of permits and annotations of Habilitation, in particular, to the renewal of unit annotations. Additionally, taking advantage of the forced replacement of licences with the new format, you have to enable that they are included already on new licenses, conversions, if necessary, of current authorisations for evaluators, or new annotations of instructor in synthetic devices of training (STDI), in accordance with article 8 above.

Additionally, coinciding with the start of the issuance of the licenses in the new format, the opportunity is given so that those organizations who want it, approve plans of training in accordance with the new standard, and thus make use of the possibility of extending the validity of the annotations to unit higher than the current 12-month periods.

Also, the new standard requires the replacement of current certificates of air traffic controller training organisations for a new certificate with a common format, whose main change with respect to the current is that without date of validity (section «ATCO.OR. B.020 continuity of validity"of the new regulation). Given that according to article 7, the current certificates of training organizations, issued in accordance with the Regulation (EU) No. 805/2011 are issued in accordance with the new Regulation (EU) 2015/340, from the 30.06.2015, EFSA will proceed to the replacement of certificates of training of air traffic controllers ' organizations, by certificates that conform to the expected format in the new Regulation (EU) 2015/340 , and certified training organizations must adapt to the new standard as referred to in the present programme.

A gradual transition that allows to continue providing training must be planned in terms of plans and training, adequate without significantly altering training processes underway or planned in the short term.

In view of the provisions laid down in the Regulation (EU) 2015/340, and the considerations above stated, are planned the following actions for the implementation of annexes I to IV to the regulation: 1. replacement of licences (article 8.1) before the 31.12.2016. From the 1.12.2015 all the licenses issued by EASA will be issued in the format laid down in Appendix 1 to annex II of the Regulation (EU) 2015/340: 1.1 revalidation of annotations of unit: 1.12.2015-1.12.2016. In the indicated period, all licenses that have had to revalidate the annotation of unit have changed.

1.2 revalidation of ENAIRE unit annotation: 1.12.2015-1.12.2016. Resolution of November 15, 2011, of the Directorate of security of airports and air navigation of the State Agency of aviation safety, Aena (current ENAIRE) delegates the faculty renewal («confirmed» according to the new terminology of the Regulation (EU) 2015/340) the annotation of unit in air traffic controller licences.

Since the implementation of the programme of implementation of the new regulation is competition from EFSA, in the period before stated, and in order that the Agency could issue new licenses, the revalidation of the annotations of the air traffic controllers unit there will be no through ENAIRE. Consequently, during the periods indicated above, it is the delegation of powers made by the judgment of November 15, 2011. However, adapt the methodology used in the delegation of powers to allow the issuance of new licences.

Requirements to revalidate unit annotations will be those laid down in the corresponding applicable training plans at any time, taking into account, where appropriate, the implementation plans of the new training schemes described in the following section.

2. adaptation (article 8.6) unit training plans before the 31.12.2016. For new licenses to broadcast from the 01.12.2015, opens the possibility of the organizations of formation as well wish, adapt their unit training plans to the new regulation and enable so licences issued from the 01.12.2015, to incorporate periods of validity of unit annotations over the current year and accordingly to keep in force such annotations.

2.1. within the 30.06.2015, EFSA will publish the recommended formats of the following documents:-training of unit/course of refreshment/courses Conversion plans.

2.2 to 30.09.2015, training organisations wishing to implement the new unit training plans from the 01.12.2015, the 30.06.2015 them be presented together with its Plan of implementation with regard to the training current approved Plan, which guarantees continuity in the training.

Shall take into account provisions of the acceptable means of compliance published by EASA "AMC1 ATCO. «B.020 (e) Unit endorsements»: If the ATC unit is proposing to increase the validity time of the unit endorsement, to safety assessment should be conducted. «The safety assessment may cover several units ' Note: it is recommended to submit the document for review as soon is made, without waiting for the end of the term.

From the 01.10.2015 to the 30.11.2015, EFSA will review and approve, if appropriate, new unit training plans as well as their implementation Plan.

2.3. for training organisations that do not want to implement the new unit training plans to date 01.12.2015, they will present them the 01.10.2015 to 31.12.2015 along with its Plan of implementation with regard to the training current approved Plan, which guarantees continuity in the training.

From the 01.01.2016 to the 31.03.2016, EFSA will review and approve, if appropriate, new unit training plans as well as their implementation Plan.

3 continuous maximum period during which the powers of a unit annotation are not exercised. Without prejudice to the provisions of the preceding paragraph, from the 01.12.2015, the heading provisions will apply to) 2 in the section "ATCO. B.025 unit training Plan"of the Regulation (EU) 340/2015, relative to the maximum continuous period during which the powers of a unit annotation are not exercised during its validity period which may not exceed 90 calendar days. To do this: 3.1 of the 30.06.2015 until the 30.09.2015, air navigation service providers shall submit for approval of EASA, the maximum continuous period during which the powers of a unit annotation, are not exercised as well as procedures for cases in which the maximum continuous period is exceeded.

Note: It is recommended to submit the document for review soon is made, without waiting for the end of the term.

3.2 of the 01.10.2015 to the 30.11.2015, EFSA will review and approve, if appropriate, the procedures listed in the previous paragraph.

4 conversion of attributions of practical skills of unit training assessors / continued on the powers of a reviewer before the 31.12.2016 annotation (article 8.4). For new licenses to broadcast from the 01.12.2015, opens the possibility of converting, if applicable, and incorporate in new licenses the new annotation of evaluator, which ultimately must be built later than the 30.11.2016, the date on which current authorisations for unit training assessors / continuous they will no longer be valid and will require , in addition to the new annotation of evaluator in the license, the relevant requirements to exercise it according to the new Regulation (EU) 2015/340, all without prejudice to the provisions in paragraph 14 of the present programme.

4.1 unit training assessors / continuous with the authorization in force to date 01.12.2015 or that they have presented the request for authorisation/renewal/revalidation of the authorization prior to the 15.11.2015 (inclusive) and meet the requirements prior to the new regulations for such authorization: 4.1.1 for licenses that in the period of the 01.12.15 to the 01.12.16 to obtain, renew or revalidate any annotation enabling annotation or annotation of unity in the license, in the process of issuance of the new EASA licence will include appointed evaluator annotation.

4.1.2. for all other licenses not included above (not scheduled processing through AESA in the period 01.12.15 to the 01.12.16) EFSA will issue ex officio licenses from the 01.09.2016.

Note: where indicated, to convert the authorizations of unit training assessors / continuous issued pursuant to the Regulation (EU) No. 805/2011 the new annotations of evaluator, will keep the dates of validity of the authorisation, and in the case of having more than one, the last one will be taken.

4.2 drivers who do not have authorization of unit training evaluator / continues in force to date 01.12.2015, or we have presented authorisation/renewal/revalidation request prior to the 15.11.2015 (inclusive) and meet the current requirements for authorization:
4.2.1 EFSA published (on its website) to over take the 31.10.2015 new forms for obtaining/renewal/revalidation of the new annotation of evaluator.

4.2.2. are you must submit an application of evaluator from the 16.11.2015 annotation, and fulfilled what is established in the Regulation (EU) 2015/340.

5. conversion of the attributions of the evaluators of the practical skills of initial training in the powers of a reviewer, before the 31.12.2016 annotation (article 8.4). For new licenses to broadcast from the 01.12.2015, opens the possibility of converting, if necessary, and incorporated into new licenses the new annotation of evaluator, which ultimately must be built later than the 30.11.2016, date in it is required, in addition to the new annotation of evaluator in the license, the relevant requirements to exercise it according to the new Regulation (EU) 2015/340 all this without prejudice to the provisions in paragraph 13 of the present programme.

5.1. initial training practical skills assessors validated prior to the 15.11.2015 (inclusive) in accordance with article 20 of the Regulation (EU) No. 805/2011: for those licences which do not accept paragraph 4 above, from the 16.11.2015 be able to request the conversion to the new annotation of evaluator, which will be issued, if appropriate, for three years from the date of passing the course of evaluation approved by the appropriate authority and held in an organization of training certified according to Regulation (EU) No. 805/2011.

5.2. the practical skills of initial training evaluators not validated prior to the 15.11.2015 (inclusive) in accordance with article 20 of the Regulation (EU) No. 805/2011.

5.2.1 EFSA published (on its website) to over take the 31.10.2015 new forms for obtaining/renewal/revalidation of the new annotation of evaluator.

5.2.2 you must submit an application of evaluator from the 16.11.2015 annotation, and fulfilled what is established in the Regulation (EU) 2015/340.

6. annotations of Instructor training of job (OJTI) based on the new regulation: requests for obtaining, renewal or revalidation of the annotation OJTI, made from the 16.11.2015 must comply with the provisions of the new regulation. To do this, 6.1 EFSA published (on its website) to over take the 31.10.2015 new forms for obtaining/renewal/revalidation of the OJTI annotation.

6.2 is it must submit an application of annotation OJTI from the 16.11.2015, and comply with the provisions in the Regulation (EU) 2015/340.

7. new annotation of instructor in training (STDI) (article 8.5) synthetic devices. For new licenses to broadcast from the 01.12.2015, opens the possibility of incorporating, where appropriate, the new annotation STDI, annotation that will be effective starting from the 30.11.2016, date in which must be incorporated in the license and which are required, besides the relevant requirements to exercise it according to the new Regulation (EU) 2015/340, all without prejudice to in paragraph 13 of the present programme.

It must be taken into account, that based on the provisions in the new regulations (EU) 2015/340, an annotation OJTI holders are allowed to impart practical training and supervision in synthetic training devices in the ratings having (ATCO. C.010). also, if it is not possible to renew / renew the OJTI annotation, well because it ceases to own a valid unit annotation, either because she is have not exercised the powers of a license for air traffic controller during a period not less than two years immediately prior to the application, the OJTI annotation can exchange by an annotation STDI , provided that is guaranteed (ATCO. C.020) compliance with the requirements for maintenance of the annotation in ATCO. (C.040, b) and (c)). Consequently, those licences that have a valid OJTI annotation do not require a notation STDI, that means included in the annotation OJTI.

7.1 EFSA will publish on its website a more take the 01.10.2015 the new forms for obtaining the new annotation STDI, for those licenses that do not have the OJTI entry into force, or not to renew / renew it.

7.2 you must submit an application of annotation STDI for those licenses that do not have the OJTI entry into force, or not to renew / renew it, from the 16.11.2015, and complied with the provisions in the Regulation (EU) 2015/340.

8 conversion of attributions of instructors in synthetic training devices of initial training to the new annotation STDI, before the 31.12.2016 (article 8.5). For new licenses to broadcast from the 01.12.2015, opens the possibility of converting, if necessary, and incorporate the new annotation STDI for appropriate initial training instructors on new licenses, ultimately it must be incorporated by the 30.11.2016, date in will be required, in addition to the new annotation STDI license , the relevant requirements to exercise it according to the new Regulation (EU) 2015/340, all without prejudice to the provisions of paragraph 13 of the present programme: 8.1 instructors in synthetic training devices are validated prior to the 15.11.2015 (inclusive) pursuant to article 18 of the order FOM/1841/2010, of 5 July, which develop the requirements for the certification of civil air traffic controllers training providers : From the 16.11.2015 be able to request the conversion to the new annotation STDI, that will be issued, if required, for a period of three years from the date of passing the course's instructor approved by the appropriate authority and held in an organization of training certified according to Regulation (EU) No. 805/2011.

8.2 trainers in synthetic training devices not validated prior to the 15.11.2015 (inclusive) pursuant to article 18 of the order FOM/1841/2010: 8.2.1 EFSA will publish on its website a more take the 31.10.2015 the new forms for obtaining the new annotation STDI.

8.2.2. are you must submit an application of STDI annotation from the 16.11.2015, and fulfilled what is established in the Regulation (EU) 2015/340.

9. annotations of English language level 6 on the basis of the new regulation. For new licenses to broadcast from the 01.12.2015, must adapt the new date of validity of the annotation of level 6 English language, taking into account the provisions of the acceptable means of compliance issued by EASA: «AMC1 ATCO. "B.035 (a) (3) (i) Validity of language proficiency endorsement: The nine-year validity period for an expert level (level six) language proficiency endorsement in English acquired before 30 June 2015 shall be counted from the date of the issue of the new licence or from the date of the assessment, whichever occurs first» 9.1 Anotaciones de English language level 6 in force to date 01.12.2015 , either licensees who have submitted the application for obtaining the level 6 of English and comply with the current requirements to obtain: 9.1.1 for licenses that in the period of the 01.12.15 to the 01.12.16 to obtain, renew or revalidate any annotation, enabling annotation or annotation of unity in the license, in the process of issuance of the new EASA licence shall include ex officio the new date of validity of level 6 English computing the period of 9 years from the date of passing the examination certifying the level 6.

9.1.2. for all other licenses not included above (not scheduled processing through AESA in the period 01.12.15 to the 01.12.16) EFSA will issue ex officio licences corresponding adapting the validity of level 6 of English, from the 01.09.2016, computing the period of 9 years from the date of passing the examination in which accredited level 6.

9.2 drivers that do not have the annotation of English language level 6 in force to date 01.12.2015, or not submitted by that date the application for obtaining the level 6 English and meet the current requirements for the collection on this date: 9.2.1 EFSA will publish on its website a more take the 31.10.2015 new forms for obtaining/renewal/revalidation of the new markup language.

9.2.2. are you must submit an application of English language level 6 from the 16.11.2015 annotation, and fulfilled what is established in the Regulation (EU) 2015/340.

10. replacement of certificates of the organizations of formation (article 8.2). From the 30.06.2015, in accordance with articles 7 and 8 of the Regulation (EU) 2015/340, EFSA will proceed to the replacement of certificates of training of air traffic controllers ' organizations, by certificates that conform to the expected format in the new Regulation (EU) 2015/340. Organizations adapt to the requirements of the new regulation will be made in accordance with provisions in implementation of this programme.

Procedures for renewal of current licences initiated prior to the 30.06.2015 and not completed on that date, remain without effect at the moment of issuing new certificates, through organizations to the implementation of the new Regulation (EU) 2015/340 pursuant to this programme.
Additionally, unlike the previous regulations, the new regulation does not set term of certificates, it is considered that the concept of 'effectiveness' of certificates, provided for in article 8 of the order FOM 1841 / 2010, July 5, leaves also have application to be linked the concept to "validity period" of the certificate. Accordingly, article 8 of the ministerial order would cease to be applicable, to be displaced by the new regulation.

That is why, in relation to as indicated in the paragraph "ATCO.OR. «B.020 continuity of validity: the certificate must be returned to the competent authority without delay when you revoke or cease their activities», is considered to cease all activities when organising training does not provide any of the services for which she obtained the certificate within a maximum period of 18 months from the date of its collection or if , having initiated the provision of services, leaves lend them during a period of more 18 months.

11. adaptation of the training plans of the organizations of formation (article 8.7) air traffic controllers.

11.1 before the 01.01.2016, EFSA will establish the recommended formats for the following documents according to the regulation 2015/340:-plans/courses of initial training.

Unit training plans/courses.

-Courses obtaining/refresh OJTI.

-Courses obtaining/refreshment STDI.

-Evaluators obtaining/refresher courses.

-Document of change management (including notification of courses and the master document with tables of compliance).

11.2. from 01.01.2016 to 31.03.2016, air navigation service providers must submit for approval, the plans of training/courses for its approval, unless the training plans of unity and their corresponding courses of refresher/conversion to be presented as indicated in the preceding paragraphs.

11.3. from 01.04.2016 to 30.06.2016, EFSA shall adopt, if necessary, plans and training courses adapted to the new Regulation (EU) 2015/340 (article 8.7), which will come into force over the 30.06.2016, the latest while training organizations can deploy them before that date provided they have been approved and thus the training organization has indicated it.

Together with approved plans/courses, will also be callable changes document of management to agree on changes to notify / pass.

11.4. the training courses based on the Regulation (EU) No. 805/2011 that start before the 30.06.2016, must be completed before 30.06.2017 (article 8.8). From the 30.06.2016 all the courses that start must be in accordance with the Regulation (EU) 2015/340.

12. certification of training organizations.

12.1. within the 01.01.2016, EASA agreed the procedure for certification of organizations training, establishing among other materials guide for:-plans/courses of initial training.

Unit training plans/courses.

-Training unit, refresher courses, courses of Conversion plans.

-Courses obtaining/refresh OJTI.

-Courses obtaining/refreshment STDI.

-Evaluators obtaining/refresher courses.

-Document of change management (including notification of courses and master document with tables of compliance).

12.2. within the 01.01.2016, EFSA published, in its case, forms and/or recommended formats to be used in the certification procedures.

12.3 starting from the 01.01.2016, any application for certification/extension of the certificate, shall be dealt with in accordance with the new regulation 2015/340.

13. requirements of experience for the exercise of the powers of the license. The new rules establish previous experience requirements exercising the powers of the license, without specifying a valid time frame to complete this experience:-ATCO. C.035. ATCO. C.035. application of the annotation of instructor of synthetic training devices: an annotation of STDI applicants must: to) exercising the powers of the air traffic controller license in any qualification for at least two years, and - ATCO. C.030. duties of instructor training (STDI) synthetic devices: b) holders of an annotation of STDI only exercise the powers of the annotation if: 1) have at least two years of experience in the qualification on which teach.

-ATCO. C.055. 055. Evaluator annotation application: applicants for the issuance of an annotation of evaluator must: a) exercising the powers of an air traffic controller licence for at least two years, and - ATCO. C.045. duties of evaluator: c) holders of an annotation of evaluator only exercise the powers of the annotation if: 1) have at least two years of experience in enabling and annotations of rating that evaluated, and d) in addition to the requirements laid down in (c)), holders of an annotation of evaluator only exercise the powers of the annotation (: 2) in order to assess the competence of those who requested the issuance or renewal of an annotation of STDI, if they have an annotation of STDI or OJTI and they have exercised the powers of that annotation for at least three years;

In the previous cases, evaluators and practical instructors may be considered qualified in accordance with paragraph 1 of article 2 of the Regulation (EU) 2015/340 required experience identified in the preceding paragraphs, provided that they fulfil the following two conditions: to) be in possession of an air traffic controller licence issued by a third country in accordance with Annex I to the Chicago Convention with a habilitation and , if appropriate, annotation enabling corresponding to that for which they are authorized to instruct or evaluate;

(b) have demonstrated to the competent authority referred to in article 6 which have received training and passed examinations and assessments equivalent to those required by the part of ATCO, Subpart D, section 5, contained in annex I.

14. application of the regulation 2015/340.

14.2. to the full implementation of the regulation for 2015/340 as provided for in this programme, since the 01.12.2015 controllers with annotation of evaluator in your license, or with the corresponding authorization issued by EASA as the above scheme to the Regulation (EU) 2015/340 evaluations aimed at the expedition, revalidation and renewal of a unit annotation they must have the annotation of unit associated with the assessment during a preceding period of at least 90 hours or one month, whichever is greater, being able to apply the paragraph "ATCO. 14.3. until the full implementation of the Regulation (EU) 2015/340 pursuant to this programme, from the 01.12.2015 controllers with annotation of OJTI instructor in your license, in relation to OJTI to be in a certain unit, instruction must have exercised unless one period immediately preceding 90 hours or one month, whichever is greater the attribution of the annotation of valid unit which will be provided instruction, being able to apply the paragraph "ATCO. C.025 temporary OJTI authorization"when said period is to fulfil.
14.4. the following requirements of annex I-parte ATCO-requirements for air traffic controller licensing, shall enter into force on the 30.06.2015.

-ATCO. B.040 evaluation of linguistic competence.

14.5. the requirements of annex II-part ATCO. AR-Requisitos to the competent authorities shall apply from the 30.06.2016, except as provided in the following sections which shall enter into force on the 30.06.2015 - 'ATCO.AR. A.010 tasks of the competent authorities' in relation to the medical certificates, aviation medical examiner certificate and certificate of aeronautical medical centres that.

14.6. the requirements of the «Annex III part ATCO.OR requirements for organizations of training of air traffic controllers and aeronautical medical centres» relating to aeronautical medical centres, as well as the of the «annex IV part ATCO. «MED medical requirements for air traffic controllers», shall enter into force on the 30.06.2015.

14.7. from the 30.06.2016, training organizations must adapt their internal procedures to comply with the Regulation (EU) 2015/340, which the 30.11.2016 will be mandatory. In particular, that date must have in addition to plans and approved courses, changes of management document (including notification of courses and master document with tables of compliance).

14.8. except as provided in the preceding paragraphs, the rest of requirements of the 2015/340 Regulation shall apply from the 30.11.2016.

15. update of the application program. Due to the complexity of the process of transition towards the new rules (EU) 2015/340, when in the light of the implementation of the programme of application described above, to identify circumstances that make necessary updating or clarification, always within the framework laid down in the Regulation (EU) 2015/340, shall be modification and the appropriate dissemination to stakeholders.
