Law 62/2003, of 30 December, fiscal, administrative and Social order, in its article 102, amended article 81 of law 42/1994 of 30 December, measures fiscal, administrative and Social order, giving a new terminology relating to the commemorative coins and collection, in accordance with the terminology used in the provisions and normative European.
In the new wording of the quoted article 81 set, inter alia, that, as of January 2004, are referred to as coins in collection euro, euro coins not intended for circulation, usually in precious metals, with a nominal value and different to those aimed at circulation design. These coins should differ significantly from the circulated in, at least two of the three following characteristics: colour, weight and diameter.
In the same provision is authorized in General to the Fábrica Nacional de Moneda y Timbre-real Casa de la Moneda to coin and sell coins of all kinds. The issue and sale of these coins will be agreed by order of the Ministry of economy and competitiveness which, in accordance with the European provisions, shall determine the characteristics of the coins, their face values and initial dates of issue and, where applicable, retail prices.
Article 5 of the Regulation (EU) number 651/2012 of the European Parliament and of the Council of 4 July 2012, relative to the issuance of euro coins, regulates the issuance of collector coins.
Article 3.1. to) and 3.1. m) of Royal Decree 345/2012, 10 February, (which develops the basic organizational structure of the Ministry of economy and competitiveness and amending the Royal Decree 1887 / 2011, of 30 December, which establishes the basic organizational structure of ministries), in the new wording given by the second article paragraph three of the Real Decree 672 2014, of 1 August, (by amending the Royal Decree 1887 / 2011, of 30 December, which establishes the basic organizational structure of the ministerial departments and the Royal Decree 345/2012, of 10 February, which develops the basic organizational structure of the Ministry of economy and competitiveness and amending the Royal Decree 1887 / 2011) (, of 30 December, which establishes the basic organizational structure of ministries), attributed to the General Directorate of the Treasury and financial policy, in addition to the powers vested in the existing legislation, and, among others, those of minting of currency and the representation in the European Subcommittee of currencies («Eurocoin Subcommittee").
The order ECO/84/2002, 10 January, that remembers the emission, coinage and putting into circulation of coins in 12 euro for the year 2002, gave continuity to the stage initiated within the monetary framework in 1994 with 2000 pesetas coin.
Numismatic and reasons of cultural interest, this type of collector coins are have been going on over the years through different emissions. The last one took place at the end of 2014, under order ECC/1794/2014, of 29 September, that agreed issue, minting and putting in circulation of coins in collection of 30 euro «Proclamation of his Majesty the King Don Felipe VI».
On the occasion of the IV centenary of the publication of the "second part of the ingenious gentleman Don Quixote», by Miguel de Cervantes, a collection of 30 euro coin is issued.

Remember, for the year 2015, issue, minting and circulation of 30 euro collector coins that commemorate the IV centenary of the publication of the "second part of the ingenious gentleman Don Quixote».
Article 2. Characteristics of the parts.
30 euro face value coin.
Composition: Silver of 925 thousandths, being the rest of copper.
Tolerance in law: minimum of 925 thousandths.
Weight: 18 g with a tolerance of more or less than 0.18 g.
Diameter: 33 mm.
Shape: Circular with plain edge.
Legends and reason: on the obverse the Don Felipe Reyes overlapping effigies of their Majesties are reproduced and Letizia. In the upper part of the coin, circular sense and capitalized, VI FELIPE and LETIZIA legend. At the bottom of the coin, circular clockwise and in capital letters, separated by a figure formed by a Fleur de lis, the France legend and the year of mintage 2015. A Pearl border surrounds the motifs and legends.
The reverse depicts an image of the event that occurred to Don Quixote and Sancho Panza to the horse Clavileño, according to engraving of Joaquín Ballester, preserved in the Real Academia Española. Left circular upwards and in capital letters, the Don QUIXOTE II legend; further down, the coat of arms of the Royal Spanish Academy. To the right of the central image, in two lines and uppercase, the value of the piece 30 EURO; below, the dates to 1615 and 2015, separated by a hyphen; further down, a circle that contains, in the form of quadruple latent image, a windmill with vanes in four different positions; further down, the ECSC brand. A Pearl border surrounds the motifs and legends.
Article 3. Maximum number of parts.
The estimated maximum number of pieces that are struck will be 1,000,000.
The Fábrica Nacional de Moneda y Timbre-real Casa de la Moneda is authorized to allocate to the Numismatic Museum of this entity funds up to a maximum of five coins of the coined under this ministerial order and, where appropriate, those industrial elements of its manufacturing by the characteristics of the emission, are Museum or Numismatic interest.
Article 4. Initial date of issue.
The initial date of issuance of coins will take place during the second half of the year 2015.
Article 5. Mintage and circulation.
The coins will be minted on behalf of the State in the Fábrica Nacional de Moneda y Timbre-real Casa de la Moneda, which will deliver them to the Bank of Spain. Once this installment, the coins will be available to the public, for which will be the collaboration of the credit institutions and of the Fábrica Nacional de Moneda y Timbre-real Casa de la Moneda. Credit institutions may formulate their requests to the Fábrica Nacional de Moneda y Timbre-real Casa de la Moneda in the form and deadline which it shall determine to meet the demand of the public. Factory will facilitate authorities cited a document to present at the Bank of Spain to make this perform the delivery of parts. After three months from the date of issuance of this document without it has been presented at the Bank of Spain for the delivery of these coins, the same shall be deemed void and without effect; corresponding parts, as well as those that return to the Bank of Spain from the market, will be on this available to the public and credit institutions.
The Bank of Spain, credit institutions and the Fábrica Nacional de Moneda y Timbre-real Casa de la Moneda will distribute these coins and, upon request by individuals, will proceed to the exchange of these parts by the same face value that they were issued, lacking of retail price.
Article 6. Measures for the implementation of this order.
The General Directorate of the Treasury and financial policy must take measures that are accurate for the implementation of this order and shall determine, where appropriate, the increase or reduction of the maximum number of pieces laid down in article 3 of this order, according to the market demand and in order to avoid significant divergences between the face value and the numismatic value of this currency.
Sole final provision. Effects.
This order will produce effects from the day following its publication in the "Official Gazette".
