Organic law 5/2002, of 19 June, qualifications and vocational training, aims in the management of an integrated system of vocational training, qualifications and accreditation, to respond with efficiency and transparency to the social and economic demands through training practices. To do so, creates the national system of qualifications and vocational training, defining it in article 2.1 as a set of instruments and actions necessary to promote and develop the integration of offers of training, through the national catalogue of professional qualifications, as well as the evaluation and accreditation of the corresponding professional skills, in such a way that it promotes professional and social development of the people and the needs of the production system are covered.

The national catalogue of professional qualifications, according to article 7.1, is created with the purpose of facilitating the integrated nature and the adequacy between vocational training and the labour market, as well as lifelong training, the mobility of workers and the labour market unit. This catalogue is constituted by the qualifications identified in the productive system and the training associated with them, which is organised in training modules.

Article 5.3 of the organic law 5/2002, of 19 June, attributed to the National Institute of qualifications, the responsibility to define, develop and keep updated the national catalogue of professional qualifications, in his capacity as technical support body to the Council General of vocational training, whose regulatory development contained in article 9(2) of the Royal Decree 1128 / 2003 , 5 September, which regulates the national catalogue of professional qualifications, establishing in its article 9.4, the obligation to keep it permanently updated through periodic review which, in any case, must be made within a period not exceeding five years from the date of inclusion of the qualification in the catalog.

This order is issued pursuant to the Royal Decree 817/2014, of 26 September, which lays down the specific aspects of professional qualifications for as amended, procedure of approval and effects is therefore implementation article 7.3 of the organic law 5/2002, of 19 June, qualifications and vocational training who in their processing obtained opinion of the Council of State number 618/2014, July 23, 2014.

Thus, in the present order is updated, by replacing complete its annexes, four professional qualifications of the professional family electricity and electronics with an antique in the national catalogue of professional qualifications more than five years, which is implementing Royal Decree 817/2014, of 26 September.

In the process of elaboration of this order the autonomous communities have been consulted and they have issued report the General Council for vocational training and the State School Board.

In his virtue, a joint proposal from the Minister of education, culture and sport and Minister of employment and Social Security, have: article 1. Object and scope of application.

This ministerial order aims to update, leading to the replacement of the relevant annexes, certain professional qualifications and their associated training modules, corresponding to the professional family electricity and electronics, included in the national catalogue of professional qualifications, in application of the Royal Decree 817/2014, of 26 September, which establishes the aspects of professional qualifications for as amended procedure of approval and effects of application article 7.3 of the organic law 5/2002, of 19 June, qualifications and vocational training.

Vocational qualifications updated by this procedure are valid and are applicable throughout the national territory and do not constitute a regulation of professional practice.

Article 2. Update of certain professional qualifications of the professional family electricity and electronics, established by Royal Decree 1228 / 2006 of 27 October, which complemented the national catalogue of professional qualifications through the establishment of certain professional qualifications, as well as its relevant training modules which are incorporated into the catalogue modular vocational training.

Pursuant to the sole additional provision of Royal Decree 295/2004 of 20 February, proceed to the updating of professional qualifications whose specifications are contained in annexes CLXXXVIII and CLXXXIX of the aforementioned Royal Decree: one. A new wording is given at Annex CLXXXVIII, professional qualification 'Mounting and maintenance of public address systems, sound reinforcement of premises and CCTV installations'. Level 2. ELE188_2, which appears as annex I of this order.

Two. A new wording is given at Annex CLXXXIX, professional qualification "Mounting and maintenance of infrastructures of local data networks and telephony systems". Level 2. ELE189_2, which appears as annex II to this order.

Article 3. Update of certain professional qualifications of the professional family electricity and electronics, established by Royal Decree 1115 / 2007 of August 24, which complemented the catalogue national professional qualifications, through the establishment of six professional qualifications corresponding to the professional family electricity and electronics.

Pursuant to the sole additional provision of the Royal Decree 1115 / 2007 August 24, proceeds to the updating of professional qualifications whose specifications are contained in annexes CCLV and CCLIX, of the present Royal Decree: one. A new wording is given at Annex CCLV, professional qualification «Auxiliary Assembly operations of Electrotechnical installations and telecommunications in buildings». Level 1. ELE255_1, which appears as annex III to the present order.

Two. A new wording is given at Annex CCLIX, professional qualification 'Development of projects of electrical installations in the environment of buildings and special purposes'. Level 3. ELE259_3, which appears as annex IV of this order.

First final provision. Skill-related title.

This order is issued by virtue of the powers which attributes to the State the article 149.1.1. 2nd and 30th of the Constitution, on regulation of the basic conditions that guarantee the equality of all Spaniards in the exercise of rights and in the fulfilment of the constitutional duties, and for the regulation of the conditions of procurement, issuance and recognition of academic and professional qualifications.

Second final provision. Entry into force.

This ministerial order shall enter into force the day following its publication in the "Official Gazette".

Annex I professional qualification: Mounting and maintenance of installations of PA, sound reinforcement of premises and closed circuit Television family professional: electricity and electronics level: 2 code: ELE188_2 competition general assemble and maintain installations of public address systems, sound reinforcement of premises and circuit closed of television, by applying the techniques and procedures required in each case, getting the quality criteria set out in the technical documentation , safely and in compliance with the applicable rules.



Competition UC0597_2 units: assemble and maintain installations of public address and sound reinforcement of local UC0598_2: assemble and maintain installations of CCTV environment professional scope professional develops his professional activity in departments of production dedicated to the installation and/or maintenance of facilities of public address and sound reinforcement of premises and closed-circuit television, belonging to companies of public or private nature , regardless of their legal form and size, or self-employed and depending, where applicable, hierarchically superior. You may have staff occasionally, seasonally or stable. The activities developed in their professional field are subject to Regulation by the competent administrations, meeting is specifically established by the applicable legislation in the field of Electrotechnical installations of LV - BT-, energy efficiency and infrastructure of telecommunications - ICT - building, among others. In the development of the professional activity apply the principles of universal accessibility in accordance with the applicable legislation.



Sectors production is located in the electricity sector, within the sub-sectors of telecommunications facilities, in processes of Assembly and maintenance of PA and sound system and CCTV installations. Likewise, it can play its functions in other productive sectors in which these processes are developed.



Occupations and jobs relevant terms from the following list of occupations and jobs are used with generic and all-inclusive nature of women and men.

PA system installers
Technical installations of sound installers of technical security systems of maintenance of systems of safety training associate (300 hours) training modules MF0597_2: installation and maintenance of facilities of public address and sound reinforcement of premises (150 hours) MF0598_2: installation and maintenance of installations of CCTV (150 hours) unit of competition 1: assemble and maintain installations of PA and PA & live sound of local level : 2 code: UC0597_2 professional accomplishments and performance criteria: RP 1: assemble pipelines, records, pictures and other accessory elements of the installation of public address or PA, according to the technical documentation of the project, obtaining specified levels of quality and compliance with the technical rules and applicable safety.

CR 1.1 conditions of spaces for the location of pictures, feeding systems, speakers, cabinets 'racks' and other elements of the installation - dimensions of the civil works, barriers, temperature, ventilation, among others - are checked with regard to the plans and specifications of the technical documentation.

CR 1.2 tools, measuring instruments and other materials used in the Assembly of pipes, are used according to the procedures laid down for each intervention and fulfilling provisions of occupational risk prevention plan - PRL-.

CR 1.3 the reconsideration of the installation conforms to the conditions of the civil works, drawings and other specifications of technical documentation - distances to walls and other facilities, direction, angles and radii of curvature of the path, among others - fulfilling, throughout their journey, applicable regulations the applicable legislation in the field of Electrotechnical installations 'BT' and 'ICT' , among others.

CR 1.4 the collection of materials and tools - tubes, channels, records, drivers pictures, among others - and their distribution, is carried out according to the specifications of the relationship established in the technical documentation of the project, following, in time and form, the Assembly plan.

CR 1.7 the part of work and/or technical report is completed using the established model - operations, time, materials, incidents, among others - and incorporating, where appropriate, the amendments made to the actions or aspects provided for in the work order.

CR 1.8 waste generated in the Assembly of pipes are collected or disposed of according to the specific treatment provided for in the plan of waste management and environmental protection.

2 RP: Lay the wiring of the installation of public address or PA, following the schematics and technical documentation of the installation, obtaining specified quality levels and complying with the technical rules and applicable safety.

CR 2.1 the collection of materials, tools, and other required elements - cables, 'guides fish', among others - is carried out following the plan of assembling and adjusting to the specifications of the technical documentation.

CR 2.2 distribution of cables - single, balanced, peer, among others - is carried out according to the plans, diagrams and specifications of technical documentation - number and type of conductors, rated voltage, section, category, approved colors, uses of lines and circuits, among others - fulfilling the standards of approval and applicable regulations in the field of Electrotechnical installations 'BT' and 'ICT' , among others.

CR 2.3 tools, measuring instruments and other materials used in the laying of wiring, used according to the procedures laid down for each intervention and complying with the provisions of the plan of PRL.

CR 2.4 wiring power, sound and control, among others, are available through the appropriate channels, without modifying their nominal characteristics, taking into account the circuits and lines differentiated schemes, keeping, in each case, the standard distances and securing the stipulated parameters of technical and aesthetic quality.

CR 2.5 wiring power, sound and control, among others, are grouped and label, following the procedure and coding system established and identifying circuits and lines represented in the diagrams.

CR 2.6 the part of work and/or technical report is completed using the established model - operations, time, materials, incidents, among others - and incorporating, where appropriate, the amendments made to the actions or issues raised in the work order.

CR 2.7 waste generated in the laying of wiring are collected or disposed of according to the specific treatment provided for in the plan of waste management and environmental protection.

3 RP: Installing public address or PA, following established procedures, in agreement with the technical documentation of installation, obtaining specified levels of quality and compliance with the technical rules and applicable safety.

CR 3.1 collection of material - equipment supply, equipment of sound, cables, connectors and other elements - is carried out according to the specifications of the technical documentation and is distributed according to the installation plan.

CR 3.2 tools, measuring instruments and other required materials are used according to the procedures laid down for each intervention and complying with the provisions of the plan of PRL.

CR 3.3 the equipment and distribution elements - protection systems, microphone consoles, recorders/players, amplifiers and receivers of microphones, among others - are mounted and located according to the manuals of the manufacturer and the distribution plans, ensuring the mounting conditions.

CR 3.4 elements of broadcasting of signal - speakers in ceiling speakers and sound columns, among others - are fixed in position and orientation established in plans and distribution schemes, ensuring the mechanical subject and specified technical and aesthetic quality.

CR 3.5 connectors and sockets are implanted by welding, set, crimp, among other operations, following the instructions and specifications established by the manufacturer and meeting the standards of approval, where appropriate.

CR 3.6 teams and other elements - protection systems, power and grounding, lines, 'blocks', among other mechanisms - are connected according to the specifications of the technical documentation and manufacturer's manual - diagrams, features nominal maximum lengths of cables, radii of curvature, among others, ensuring the reliability of mechanical and electrical connections.

CR 3.7 stands, equipment, elements of dissemination and uptake, among others, are labeled by following the procedure and coding established in the technical documentation.

CR 3.8 the part of work and/or technical report is completed using the established model - operations, time, materials, incidents, among others - and incorporating, where appropriate, the amendments made to the actions or issues raised in the work order.

CR 3.9 waste generated in the installation of equipment and other elements of public address or PA operations is collected or disposed of according to the specific treatment provided for in the plan of waste management and environmental protection.

RP 4: Configure and test the installation of public address or PA in accordance with the specifications of the technical documentation and, where appropriate, under supervision, obtaining specified levels of quality and compliance with the technical rules and applicable safety.

CR 4.1 tools, measuring instruments and other materials required in the configuration and verification - multimeter, tester of wiring, oscilloscope, among others, are used according to the procedures laid down for each intervention and complying with the provisions of the plan of PRL.

CR 4.2 installation of power supply check - protection and grounding, rated voltage, inter alia - conforming to the specifications of the technical documentation and compliance provisions of the applicable regulations in the field of Electrotechnical installations 'BT' and energy efficiency, among other.

CR 4.3 distribution and continuity of audio and control drivers is verified, by wiring tests approved, following the diagrams and technical specifications of the installation.

CR 4.4 control software installed and configured according to the procedure laid down in the manual of the manufacturer and responding to the performance agreed upon with the client, under the supervision of the technical superior.
CR 4.5 functional tests are carried out, checking, among other aspects, the acoustic parameters - noise and reverberation, among others - of the signal transmission between computers and elements of broadcasting, taking into consideration the standard levels approved or established in the applicable legislation, under supervision, where appropriate, the technical superior and ensuring benefits and specified quality levels.

CR 4.6 the part of work and/or technical report is completed using the established model - operations, time, materials, incidents, among others - and incorporating, where appropriate, the amendments made to the actions or issues raised in the work order.

CR 4.7 for the user manual installation and other technical documents are transmitted to the client, exposing the procedures by means of simple demonstrations, following established protocol, in accordance with the instructions of the manufacturer and the hierarchical superior.

5 RP: Keep the public address system or sound system following the procedures and time of response set, under supervision, where appropriate, specified quality levels preserving and complying with the technical rules and applicable safety.

CR 5.1 tools, measuring instruments - digital multimeter, sound level meter, among others - and other materials required in maintenance of the installation of public address or PA are used according to the procedures laid down for each intervention and complying with the provisions of the plan of PRL.

CR 5.2 preventive maintenance of the installation of public address or PA & live sound - Visual inspections, periodic tests, test parameters, cleaning, adjustment or replacement of elements are finally its useful life, among others - developed with the periodicity required, following the procedures and response time established in the maintenance plan.

5.3 CR detection of dysfunction or malfunction, where appropriate, on each element of the installation as diffusers - speakers and columns, among others-, equipment - amplifiers, wireless receivers and microphones, among others--and signal transmission media, occurs through functional and/or measure their characteristic parameters testing, following the protocols established in the maintenance plan and using diagrams , specifications of the manufacturer and other technical documentation of the project.

The diagnosis of the breakdown or dysfunction 5.4 CR - type, cause, affected items, possible solutions, among other aspects - and the estimation of the cost of repair, are carried out according to the procedures set out in the plan of maintenance and manufacturer documentation, under supervision, where appropriate, the hierarchical superior.

5.5 CR - substitution, simple repair, among others - maintenance operations are carried out according to the Protocol provided for in the maintenance program and the manufacturer's instructions, using equipment, mechanisms and components identical or equivalent to the damaged, under the supervision of the technical superior.

CR 5.6 checking and adjustment of items replaced or repaired, is carried out according to the manufacturer's manual and technical documentation of the project, under the supervision of the technical superior and assuring the specified levels of technical and aesthetic quality.

CR 5.7 the part of maintenance or technical report is completed following the established model - operations, time, materials, incidents, among other sections - and incorporating, where appropriate, the amendments made to the order of work received.

CR 5.8 waste generated in the maintenance of the installation of public address or PA is collected or disposed of according to the specific treatment provided for in the plan of waste management and environmental protection.

3 RP: Install equipment, cameras, monitors and auxiliaries, following established procedures, in agreement with the technical documentation of installation, obtaining specified levels of quality and compliance with the technical rules and applicable safety.

RP 4: Configure and test the operation of the installation of 'CCTV', in accordance with the specifications of the technical documentation and, where appropriate, under supervision, obtaining specified levels of quality and compliance with the technical rules and applicable safety.

CR 4.1 tools, measuring instruments and other materials required in the configuration and verification - multimeter, tester of wiring, meter field, among others - are used according to the procedures laid down for each intervention and complying with the provisions of the plan of PRL.

CR 4.2 power supply installation checks - independence of circuits, protection and grounding, section, among other aspects-conforming to the specifications of the technical documentation and compliance provisions of the applicable regulations in the field of Electrotechnical installations 'BT' and energy efficiency, among other.

CR 4.3 distribution and continuity of audio, video and control drivers is verified, by wiring tests approved, following the diagrams and technical specifications of the installation.

CR 4.4 control software installed and configured according to the procedure laid down in the manual of the manufacturer and responding to the performance agreed upon with the client, under the supervision of the technical superior.

CR 4.5 installation of 'CCTV' functional tests are performed, checking, among other aspects, the transmission of the signal from the cameras and equipment and connections, where appropriate, the network of mobile telephony, xDSL, FTTx or other means, taking into consideration the standard parameters approved or established in the regulation of ICT, under supervision , where appropriate, the technical superior and ensuring services and specified quality levels.

CR 4.6 the part of work and/or technical report is completed using the established model - operations, time, materials, incidents, among others - and incorporating, where appropriate, the amendments made to the actions or issues raised in the work order.

CR 4.7 installation manual and other technical documents for the user are transmitted to the client, exposing the procedures by means of simple demonstrations, following established protocol, the instructions of the manufacturer and if necessary of the hierarchical superior.

RP 5: Maintain the installation of 'CCTV' following the procedures and time of response set, under supervision, where appropriate, specified quality levels preserving and complying with the technical rules and applicable safety.

CR 5.1 tools, measuring instruments - digital multimeter meter's field, among others - and other materials required in the maintenance of the system of 'CCTV' operations are used according to the procedures laid down for each intervention and complying with the provisions of the plan of PRL.

CR 5.2 preventive maintenance of the installation of 'CCTV' - Visual inspections, periodic tests, test parameters, cleaning, adjustment or replacement of elements are finally its useful life, among others - developed with the periodicity required, following the procedures and response time established in the maintenance plan.

-Calculations of the lighting magnitudes of interior lighting and emergency - luminance, spacings, among others - necessary to size the elements of the installation.

CE2.3 starting from a blueprint or conditions of an installation of BT in premises with special characteristics:-draw and/or complete line and developed schemes collecting circuits and elements with its dimensions and values in the characteristic points, for the configuration of the installation - guards, drivers, luminaries, among others-, optimizing the available space.

-Draw and/or complete schemes of detail of installation components and their connections in cases where necessary.

-Draw and/or complete the sketch of the Earth according to the networks, measures of safety and installation type.

CE2.4 to prepare the final report of specifications, contemplating all the sketches and developed schemes, as well as the general list of equipment and dimensioned elements of the installation.

C3: Represent, with a computer-aided design program, the general layout drawings, site plans, detailed drawings and electrical schematics of an electrical installation of BT in local special features or special purposes, based on drawings and schemes developed and the general list of equipment and elements of the installation.
