The technological evolution in the construction of infrastructure for the railway transport, materialized in part in the high speed plots, together with the new requirements of safety, quality, comfort, standardization the design and interoperability criteria advise the wording of this Instruction for the calculation of the thickness of the layers of the cross section of the track. This is in accordance with Directive 2004 /49/EC of 24 April 2004 on the safety of the Community's railways, which is incorporated in Spanish national law into Royal Decree 810/2007 of 22 June 2007.

The purpose of this Instruction is to establish the constituent elements of the cross-section, the classification of the soils, the classes of the platform carrying capacity and the criteria for the calculation of the thicknesses of the seat layers of the track on ballast (ballast, sub-base, form layer and others), which are part of that railway cross section. The instruction given in the Annex has been drawn up in coherence with the UIC 719R and 714R.

The competence to approve by this order the " Instruction for the project and construction of railway works IF-3. Way over ballast. Calculation of thickness of layers of the cross-section " is given by article 15 of Royal Decree 2387/2004, of December 30, by which the Regulations of the Railway Sector are approved.

This order has been subject to the formalities laid down in Royal Decree 1337/1999 of 31 July, which regulates the referral of information in the field of technical standards and regulations and regulations relating to the services of the information society, and in Directive 98 /34/EC of the European Parliament and of the Council of 22 June, as amended by Directive 98 /48/EC of 20 July 2002 laying down a procedure for the provision of information on the technical standards and regulations.

The Order has been dealt with in accordance with the provisions of Article 15 of the Railway Sector Regulations, approved by Royal Decree 2387/2004 of 30 December 2004, which authorizes the Minister of Public Works to approve the rules and regulations. instructions governing the basic or construction projects of the railway infrastructure and those to which the works and construction works of the railway infrastructure are to be subjected.

In its virtue, at the initiative of the State Agency for Railway Safety, on the proposal of the Secretary General of Infrastructures and with the agreement of the Secretary of State for Infrastructures, Transport and Housing, I have:

(a) Projects for new construction of railway infrastructure or for the upgrading of existing ones in the Railway Network of General Interest, the corresponding order of which would have been issued prior to the the entry into force of this Order.

(b) The works to be carried out in the development of the projects referred to in the previous point.

The State Agency for Railway Safety is empowered so that by means of a resolution to be published in the "Official Gazette of the State", it can update the list of standards referred to in Annex 6 of the " Instruction for the project and construction of railway works. IF-3. Way over ballast. Calculation of layer thicknesses of the cross section ". You are also empowered to issue any instructions necessary for the application and interpretation of this Order.

Final disposition second. Entry into force.

This Order shall enter into force on the day following that of its publication in the "Official State Gazette".
