Them changes that is have produced in the system University Spanish as consequence of the modification of the normative existing made by the law organic 4 / 2007, of 12 of April, by which is modifies the law organic 6 / 2001, of 21 of December, of universities, and by the Real Decree 1393 / 2007, of 29 of October, by which is sets the management of them teachings University official , as well as them modifications of the structure organic of the Ministry of education, culture and sport during the last years, advise the creation of new files and the modification of them existing.

Article 20.1 of the organic law 15/1999, of 13 December, of protection of personal data, establishes that creation, modification or deletion of files of public administrations may only be made through general provision published in the «Official Gazette» or in the relevant official journal.

He article 52.1 of the Real Decree 1720 / 2007, of 21 of December, by which is approves the regulation of development of it law organic 15 / 1999, of 13 of December, of protection of data of character personal establishes that the creation, modification or suppression of them files of ownership public only can do is by means of available general or agreement published in «Bulletin official of the State» or in the daily official corresponding.
