Law 6/1997, of 14 April, of the Organization and the Functioning of the General Administration of the State, develops in Article 3 the principles laid down in Article 103 of the Constitution that must preside over the performance of Public Administration.

For the sake of these principles, and in particular of efficiency and agility, the desirability of maintaining the criteria set out in the delegation of powers of 16 February 2010 as well as to proceed with its updating, without prejudice to the ongoing monitoring and knowledge of the exercise of those granted by the delegating body.

In its virtue, in accordance with the provisions laid down in the additional provision of Law 6/1997, cited and the provisions of Article 13 of Law 30/1992, of 26 November, of the Legal Regime of the Administrations Public and the Common Administrative Procedure, after approval by the Secretariat of State of Public Administrations of the Ministry of Finance and Public Administrations

First.

Delegate to the Secretary-General of the Government Delegation the exercise of the following competences in the field of Citizen Security:

(a) Agreement on the opening of sanctions procedures for serious and minor violations in the area of public security in respect of the events occurring after the entry into force of the Organic Law 4/2015 of 30 March, for the protection of citizen security.

(b) The resolution of the sanctioning procedures for serious and minor infringements of that Law up to € 10,400, as provided for in Articles 32.1.c) and 39 thereof.

(c) The resolutions of suspension and filing of the sanctioning procedures for serious and minor violations in the field of public safety in respect of the events that occurred after the entry into force of the Law Organic 4/2015, of March 30, of protection of citizen security.

(d) Agreement on the opening of sanctioning procedures pursuant to Law 19/2007 of 11 July on violence, racism, xenophobia and intolerance in sport.

e) The resolution of the sanctioning procedures for minor infractions provided for in Law 19/2007 of July 11, against violence, racism, xenophobia and intolerance in Sport.

(f) Competition to take the provisional measures provided for in Article 49 of the same Law 4/2015 of 30 March 2015;

(g) Competition to prohibit and suspend entertainment and recreational activities, where there is a certain danger to persons and property, or serious disturbances of public security, provided for in the Article 27 of the same Law 4/2015 of 30 March, in those cases where the decision was the governing body of this Delegation of the Government.

Second.

Delegate to the Secretary-General of the Government Delegation the exercise of the following competences in the field of Arms:

(a) Revocation and denial of licenses for type E weapons in Article 101 and 97.5 of Royal Decree 137/1993 of 29 January, for which the Arms Regulations are adopted.

b) Report the applications for licenses of type B arms of Article 99.4 of Royal Decree 137/1993, of January 29, for which the Regulations of Arms are adopted.

Third.

These competition delegations do not assume the transfer of the ownership of the competition, but only their exercise, and therefore the resolutions to be adopted will be considered to be dictated by the delegation's head office. of the Government.

Fourth.

Any use of the delegation granted in this resolution shall be expressly stated in this circumstance.

Fifth.

This competition delegation will not be an obstacle to the knowledge and resolution of a particular case, in accordance with the provisions of Article 14.1 of Law 30/1992 of 26 November of Legal Regime of the Public Administrations and the Common Administrative Procedure.

Sixth.

Paragraph 1.1 of the Resolution of 16 February 2010, which delegates powers to certain bodies and administrative units of the General Administration of the State in the Region of Murcia, is revoked. (a) events occurring after the entry into force of Law 4/2015 of 30 March.

Seventh.

This resolution shall be published in the "Official State Gazette" and shall have effect from the day following that of its publication.
