Royal Decree 672/2014, of 1 August, amending Royal Decree 1887/2011 of 30 December 2011 establishing the basic organic structure of the ministerial departments and Royal Decree 345/2012 of 10 February, for which the basic organic structure of the Ministry of Economy and Competitiveness is developed and the Royal Decree 1887/2011 is amended, of 30 December, for which the basic organic structure of the departments is established He reorganized the structure of the Secretariat of State for Economy and Support to the Company and created within the General Secretariat of the Treasury and Financial Policy, the Directorate-General of the Treasury.

Due to the new structure of the General Secretariat of the Treasury and Financial Policy, it is appropriate to delegate certain powers of this General Secretariat to the holder of the Directorate General of the Treasury in order to achieve a appropriate distribution of workloads.

For all of this and in accordance with the provisions of Article 12 and 13 of Law 30/1992, of 26 November, of the Legal Regime of Public Administrations and of the Common Administrative Procedure and in the additional provision Thirteenth of the Law 6/1997, of 14 April, of the Organization and the Functioning of the General Administration of the State, after conformity of the Secretary of State of Economy and Support to the Company, resolute:

First. Object.

This resolution aims to delegate various powers of the General Secretariat of the Treasury and Financial Policy, in relation to the indebtedness of autonomous communities and local entities and the fixing of the principle of financial prudence.

Second. Scope of the delegation.

1. The delegations included in this resolution entail the delegation of the necessary powers to effectively make the main competition effective.

2. In no case shall the powers relating to powers or matters which under the law be delegated to the delegation be delegated.

Third. Delegation of powers.

The following competencies are delegated to the Director General of the Treasury:

(a) The competence provided for in Article 19.1 (a) of Royal Decree-Law 17/2014 of 26 December 2014 on measures for the financial sustainability of autonomous communities and local and other economic entities, for to authorize the autonomous communities to the Fund for the Financing of Autonomous Communities, in the Financial Facility, the power to carry out operations in securities and credit operations in the long term.

In no case shall the jurisdiction be understood to issue a report on the fulfilment of the criteria for financial prudence of certain operations under exceptional circumstances provided for in the Resolution of the Secretariat. General Treasury and Financial Policy defining the principle of financial prudence applicable to debt transactions and derivatives of the Autonomous Communities and Local Entities.

(b) The jurisdiction provided for in Article 24 (b) of Royal Decree-Law 17/2014 of 26 December 2014 to authorise the Autonomous Communities to be attached to the Fund for the Financing of Autonomous Communities in the Autonomous liquidity, the ability to perform operations on securities and long-term credit operations.

In no case shall the jurisdiction be understood to issue a report on the fulfilment of the criteria for financial prudence of certain operations under exceptional circumstances provided for in the Resolution of the Secretariat. (c) The competence provided for in the Agreement of the Fiscal and Financial Policy Council of 6 March 2003 to issue the mandatory report on the financial conditions of the borrowing operations subject to authorisation of the State in accordance with Article 14.3 of the Organic Law 8/1980 of 22 September of the financing of the Autonomous Communities.

Fifth. Effectiveness.

This resolution shall produce effects on the day following that of its publication in the "Official State Gazette".
