Royal Decree 257/2012, of 27 January, developed the basic organic structure of the Ministry of Education, Culture and Sport, determining the higher and managerial bodies up to the organic level of Subdirección General and defined the competencies of each of these bodies.

In order to improve the delivery of services of the Department's organs, its management was ordered with the different delegations in the decision-makers of the management bodies by Order ECD/465/2012 of 2 March 2012. delegation of powers of the Ministry of Education, Culture and Sport.

Repealed by Royal Decree 285/2004 of 20 February on the conditions for the approval and validation of foreign certificates and studies of higher education, and approved a new regulation on Approval and declaration of equivalence of foreign securities by Royal Decree 967/2014 of 21 November 2014 laying down the requirements and procedure for the approval and declaration of equivalence to certification and at the level of official university academic and for the validation of foreign education studies above, and the procedure for determining the correspondence to the levels of the Spanish qualifications framework for the higher education of the official titles of Architect, Engineer, Bachelor, Technical Architect, Technical Engineer and As a diplomat, amendments should be made to Order ECD/465/2012 of 2 March.

In accordance with the provisions of Articles 13 and concordant of Law 30/1992, of 26 November, of the Legal Regime of Public Administrations and of the Common Administrative Procedure, prior to the report of the State, and in accordance with the provisions of the additional provision of Law 6/1997, of 14 April, of the Organization and the Functioning of the General Administration of the State and Article 20 of Law 50/1997 of 27 November 1997, of the Government, I have:

First. Amendment of Order ECD/465/2012 of 2 March of delegation of powers of the Ministry of Education, Culture and Sport.

Point 8 (8) of heading VIII "Delegation of competences in other matters" is amended, which is worded as follows:

" 8. The following competencies are delegated to the Director-General of University Policy:

(a) The resolution of the approval procedures and the declaration of equivalence of foreign securities regulated in Royal Decree 967/2014 of 21 November, as well as the still pending resolution of the the repealed Royal Decrees 285/2004 of 20 February and 86/1987 of 16 January.

(b) The resolution of procedures on the professional recognition of qualifications of Member States of the European Union in application of Directives on the recognition of professional qualifications.

c) The resolution of recognition of foreign academic degrees to the sole effect of continuing studies in Spain, in the cases of agreements signed between Spain and other States that provide for this figure.

(d) The resolution of the approval procedures for foreign titles in health sciences. "

Second. Entry into force.

This order shall enter into force on the day of its publication in the "Official State Gazette".
