The approval of Order DEF/166/2015, of 21 January, for which the basic organisation of the Armed Forces develops, was the partial development of Royal Decree 872/2014 of 10 October, establishing the Basic organization of the Armed Forces. This level of development allowed the repeal of the 10 ministerial orders in which the Armed Forces organization was dispersed, collecting the content of all of them and adapting it in the average of what is necessary according to the legislation in force; in particular, the Organic Law 5/2005, of 17 November, of the National Defense and the aforementioned royal decree.

However, the units described in that ministerial order do not represent the total of those which, according to Article 3.3, fall within the competence of the department holder, and it is therefore necessary to make this provision complement the previous one and allow the Chief of Defense Staff to develop their own organization.

On the other hand, in the time it has taken since the entry into force of the aforementioned ministerial order and in the constant cycle of planning, execution, evaluation and improvement to which every organization must undergo, it has been It is considered necessary to restructure the General Staff of Defense so that its organic can respond better to the needs of the Chief of Staff of the Defense for the exercise of its competences, eliminating Redundancies detected a posteriori the Joint Chiefs of Staff, the Joint Action Support Headquarters and the Operations Command, in the benefit of greater efficiency and effectiveness of this organisation. In this same vein, it has felt the need to bring together all the tasks related to human resources in a single unit, avoiding, again, redundancies and giving a comprehensive treatment to these resources throughout the General Staff of the Defense.

In addition, once the Order DEF/1642/2015 of 30 June 2015, for which the basic organization of the Navy is developed, a default error has been detected in the absence of the Head of the Armed Forces of Cadiz. Facilities in San Fernando so it is necessary to modify such a ministerial order to correct the aforementioned error.

The Explanatory Memorandum of Order DEF/166/2015, dated January 21, details the aspects that have been taken into account for its drafting, which have also been applied for the drafting of this ministerial order.

In its virtue, I have:

Single item. Approval of the organization of the Defense General Staff.

According to what is established in Royal Decree 872/2014 of 10 October, establishing the basic organization of the Armed Forces, and in accordance with Order DEF/166/2015, of 21 January, for which it develops the Basic organization of the Armed Forces, approved the organization of the Defense General Staff that is inserted below.

Single additional disposition. No increase in public spending.

The application of this ministerial order, including the modification of existing units and the creation of those that are necessary, will be done without an increase in the cost of the operation of the General Staff of the Defense and will not entail increase in public expenditure.

Single transient arrangement. Existing units.

1. The units referred to in this ministerial order shall carry out their duties and duties as necessary, producing the necessary organic adaptations and having them transferred to them.

2. The units not referred to in this ministerial order shall be dependent on the units established here, in accordance with the provisions of the Chief of Defence Staff and shall continue to perform their duties and duties until it enters into force. the instruction given by that authority which develops this ministerial order, the necessary organic adaptations are produced and the functions and tasks of the new units are transferred.

" Article 6. The Joint Chiefs of Staff.

ORGANIZATION OF THE LARGEST STATE OF DEFENSE

Article 1. Defense Staff Organization.

b) The Logistics Section, responsible for advising, planning and assisting in the field of logistical support, movement and transport, support and environmental protection. Article 3. The Joint Cyber Defense Command.

The Joint Cyber Defense Command is articulated in:

a) The General Staff.

(c) The Head of Administration and Services, responsible for providing the support necessary for the operation of the Command and which shall have the organic level to be determined, in accordance with its corresponding Military posts ratio.

Article 4. The Higher Center for National Defense Studies.

1. The Higher Center for National Defense Studies is articulated in:

a) The General Secretariat.

b) The Head of Support and Services.

f) The Joint Concepts Development Center.

g) The Spanish Military History Commission.

2. The General Secretariat is the organ of support to the Director of the Higher Center for National Defense Studies, responsible for preparing and developing its decisions and for ensuring the coordination of all the units that make up the center.

3. The Head of Support and Services is responsible for providing the necessary support for the operation and maintenance of the centre and its facilities and the administrative support for the staff.

4. The Administrative Economic Section is responsible for carrying out the economic management, administration and accounting of the financial resources allocated to that institution. She technically advises the director of the financial economic centre.

5. The Higher School of the Armed Forces is articulated in:

a) The Head of Studies, who is responsible for planning, directing, coordinating and controlling the teaching activities of the Higher School of the Armed Forces. 2. The Department of Relations and Evaluation is responsible for assisting the Head of the Military Emergency Unit in all matters relating to external relations, both national and international, drawing up agreements and technical agreements, institutional and protocol, evaluation and validation of operational procedures, certification of operational capabilities of the units of the Military Emergency Unit and to channel the service of prevention of occupational risks in this unit.

3. 4. The Emergency Support and Intervention Regiment is responsible for providing the UME with operational and logistical reinforcement capacity in supply, maintenance, transport, health, material recovery, logistics management and flamethetation. Article 6. Military national bodies related to international or multinational organisations.

Pursuant to Article 20 of Royal Decree 872/2014 of 10 October 2014 establishing the basic organisation of the Armed Forces, and in accordance with Article 16 of Order DEF/166/2015 of 21 January 2015, develops the basic organization of the Armed Forces, national military organs related to international organizations or multinationals are:

a) Military representations.

b) The national elements.

c) National support elements.

d) National contingents integrated into international and multinational organizations.

2. The military representations constitute the permanent units of representation of the Chief of Defense Staff to international security and defense organizations. They are as follows:

a) The Military Representation to the NATO Military Committee.

(b) The Military Representation to the Military Committee of the European Union.

c) The Military Representation to the Allied Supreme Command in Europe.

d) The Military Representation to the Supreme Allied Transformation Command.

3. The national components are the national components of international organizations located in national territory. In addition to the tasks assigned to them under the provisions governing them, they shall be responsible for those arising from the application of the international regulatory arrangements of the international bodies of which they are a party. They are as follows:

(a) The National Element of the Torrejon Combined Air Operations Center (CAOC TJ), which shall be governed by the provisions of the Ministerial Order 93/2012 of 27 December establishing the National component of the Torrejon Combined Air Operations Center (CAOC TJ).

(b) The National Element of the Centre of Excellence Against Improvised Explosive Devices (CoE C-IED), which shall be governed by the provisions of Order DEF/960/2010 of 15 April 2010, Center of Excellence against improvised explosive devices in the field of the Ministry of Defense and its offer to the North Atlantic Treaty Organization.

4. The national support elements are the bodies that have as fundamental tasks to provide the administrative and general support to the staff assigned or in commission of service in the units of the international scope attached to it.

5. The national contingents integrated in international and multinational organizations are made up of the Spanish personnel dependent on the Chief of Defense Staff assigned or in commission of service in the units, centers or bodies of such organisations and which holds international or multinational positions not specific to military representations, national elements or national support elements.
