Based on the provisions of the additional provision of Law 5/2011, of March 29, of Social Economy, which declares the National Organization of the Blind Spanish (ONCE) as a singular organization of social economy, the ONCE is a Corporation of Public Law of a social character; it is governed by its own specific regulations and that, for the financing of its social purposes, enjoys a set of public authorizations in the matter of the game.

Also, according to Article 4 of Law 13/2011 of 27 May, regulation of the game, lotteries of state-wide scope have been reserved for the operators that are designated by the law itself, which has materialized in its first provision, which designates ONCE as one of the two operators that can market state-wide lotteries products.

In this matter, the actions of the Organization must conform to the requirements of the current system, represented by the additional twentieth of Law 46/1985, of December 27, of the General Budget of the State for 1986, as amended by the fourth additional provision of Law 55/1999, of 29 December, of Tax, Administrative and Social Order Measures; by the first and second provisions of Law 13/2011 of 27 May regulation of the game; by the General Agreement between the Government of the Nation and the ONCE cooperation, solidarity and competitiveness for the future stability of the ONCE for the period 2012-2021, approved by the Council of Ministers dated 18 November 2011 and amended by the partial revisions approved by the Council of Ministers on 25 October 2013, 1 August 2014 and 10 July 2015; by Royal Decree 1336/2005 of 11 November, authorising the ONCE to operate an instant or presorted lottery, as amended by the Royal Decree Decree 1706/2011 of 18 November 2011 and by Royal Decree 358/1991 of 15 March 1991 on the reorganization of the ONCE, as well as by its existing Statutes, published by Order SPI/1015/2011, of the Ministry of Health, Social Policy and Equality of 15 April 2011.

According to the provisions of the previous regulations, the Plenary of the Council of Protectorate approved at its meeting of 18 December 2014 the " Procedures and Criteria of Control common to the three modalities of lottery is the ONCE holder "and the" Procedures and Criteria for the control of the lottery mode called "Instant Lottery of ONCE tickets".

In accordance with the said framework of management, the ONCE must inform in advance the conditions of all its lottery modalities authorized to the Council of Protectorate, as an organ to which the Protectorate of the State of the Organization, for its knowledge and verification that the terms of the State concession and other regulations of general application are fulfilled, as well as for its publication in the Official Gazette of the State as guarantee of the consumers. Similarly, the ONCE must inform the Council of Protectorate of the modifications of the regulatory regulations of its different modalities and lottery products, for their knowledge and verification of their conformity to the rules of ordination, before (a) to be published in the Official Journal of the State, as a guarantee for consumers.

In compliance with the above forecasts, the Permanent Commission of the ONCE Protectorate Council, in an extraordinary meeting of 31 July 2015, has verified that the CEP.14 Agreement (E) /2015 -1, of 26 June 2015, of the Permanent Executive Committee of the General Council of the ONCE on the repeal, dated September 30, of Appendices 1, 1a, 7, 7a, 8, 11, 15 and 22 of the Regulatory Regulation for the products of lottery mode called " Lottery Snapshot of ONCE's Boletos, which contain the product standards:

-"with mechanics one or more winning numbers from 5 to 10" to five euros, class 3 (appendix 1).

-"with mechanics one or more winning numbers from 5 to 10" to five euros, class 4 (appendix 1a).

-"with mechanics exceeds the rival up to five times" to two euros, class 2 (appendix 7).

-"with mechanics exceeds the rival up to five times" to two euros, class 3 (appendix 7a).

-"with mechanics correct the marker in three opportunities" to a euro, class 1 (appendix 8).

-"with mechanics three of six" to one euro, class 2 (appendix 11).

-"with mechanics exceeds the rival card in three opportunities" to a euro, class 1 (appendix 15).

-"with mechanics seven and a half on two opportunities" to two euros, class 1 (appendix 22)

And the deployment of ten new instant lottery product groups:

-"with mechanics three of nine" to one euro, class 1, to one euro, class 1 (appendix 1).

-"with mechanics three of twelve" to one euro, class 1 (appendix 7).

-"with mechanics seven for seven" to two euros, class 1 (appendix 8).

-"with mechanics two out of ten" to two euros, class 1 (appendix 11).

-"with four play areas and four mechanics" at three euros, class 1 (appendix 15).

-"with crossword mechanics" at three euros, class 1 (appendix 22).

-"with mechanics find 3 equal figures in 5 opportunities" to two euros, class 1 (appendix 29).

-"with mechanics finds 3 equal figures in 5 opportunities" to two euros, class 2 (appendix 30).

-"with mechanics finds one, two or three sixes" at three euros, class 1 (appendix 31).

-"with mechanics brings together several pieces equal in eight opportunities" to five euros, class 1 (appendix 32).

And the corresponding modification of the Regulatory Regulation for the lottery mode products called "Instant Lottery of the ONCE", by including ten new appendices with the numbers 1, 7, 8, 11, 15, 22, 29, 30, 31 and 32, complies with the aforementioned regulations.

The product group rules for new Appendices 1, 7, 8, 11, 15, 22, 31 and 32 will enter into force on 1 October 2015, while the new Appendices 29 and 30 will enter into force on 30 September 2015. of 2015. All of them will have an indefinite duration until the corresponding appendix to the regulatory regulation is repealed.

The Permanent Executive Committee of the General Council of the ONCE also adopted the Agreement CEP.14 (E) /2015 -5, of 26 June for which it approved a new regulation of products of the so-called lottery mode "Instant Lottery of the ONCE" incorporating various modifications as well as the ten new appendices mentioned in the previous paragraph. This Regulation has also been verified by the Permanent Commission of the Council of the Protectorate of the ONCE on 31 July 2015.

As a result and in the guarantee of consumer rights, the full text of the new Regulation should be published, including improvements and technical adjustments as advised by the verification process, and that the ONCE has incorporated by Resolution 121/2015, of 31 July 2015, the Director General of the Entity, which is annexed to this Resolution.

It is also appropriate to give publicity, as a consumer guarantee, to CEP.14 (E) /2015 -2, 26 June, concerning the launch of nine instant lottery products:

The nine appendices for these products have been verified by the Permanent Commission of the ONCE Protectorate Council at its regular meeting of 31 July 2015 and are contained in the Regulation. accompanying this Resolution.

Finally, Resolution 102/2015 of 23 June of the Director General of the ONCE has approved the completion of the instant lottery products "with mechanics seven and a half in two opportunities" to two euros, class 1, called commercially "Super Seven and Media", which began to be marketed on 21 March 2012, according to the General Council Agreement published in the Official Gazette of the State on 15 March 2012; " with mechanics right the marker in three opportunities "to a euro, class 1, commercially denominated" Golazo! Regulatory Regulation for lottery mode products called "ONCE's Instant Ticket Lottery"

Preamble

Based on the provisions of the additional provision of Law 5/2011, of March 29, of Social Economy, which declares the National Organization of the Blind Spanish (ONCE) as a singular organization of social economy, the ONCE is a Corporation of Public Law of a social character; it is governed by its own specific regulations and whose social aims are directed towards the achievement of personal autonomy and full integration of blind people with visual impairment serious; through the provision of social services, with its own legal personality and full capacity to act and self-organization; characterized in its social, economic and business activity, by the principles and values of solidarity, the absence of profit and the general interest; which it exercises throughout the Spanish territory delegated functions of the Public Administrations, under the State Protectorate; and which, for the financing of its social purposes, enjoys a set of public authorizations in the field of play.

Also, according to Article 4 of Law 13/2011 of 27 May, regulation of the game, lotteries of state-wide scope have been reserved for the operators that are designated by the law itself, which has materialized in its first provision, which designates ONCE as one of the two operators that can market state-wide lotteries products.

In addition, the second provision of Law 13/2011 recognizes that by the uniqueness of its nature as Corporation of Public Law and of a social character, and as a gaming operator of recognized prestige subject to a strict public control, the ONCE will continue to be governed, in respect of the games and modalities authorized at each moment and framed in the reserve of the activities of lottery game, by the additional provision twentieth of the Law 46/1985, of December 27, for the General Agreement between the Government of the Nation and the ONCE (currently General Agreement for the Period 2012-2021 approved by the Council of Ministers on 18 November 2011), as well as by Royal Decree 358/1991 of 15 March, of Reordination of the ONCE; by its existing Statutes, by the second additional provision of the Law 13/2011, by Royal Decree 1336/2005 of 11 November (partly amended by Royal Decree 1706/2011 of 18 November 2011) and other specific rules applicable to ONCE or which could be approved for that purpose.

According to Royal Decree 1336/2005 of 11 November (partly amended by Royal Decree 1706/2011 of 18 November 2011) authorising the ONCE to operate an instant or pre-filled lottery, by Royal Decree 358/1991, of 15 March, of Reordination of the ONCE, as well as its existing Statutes, the ONCE is authorized to commercialize a lottery of state-wide scope called generically as "instant lottery or presorted", giving the ONCE the management, organisation and operation of the lottery in the terms established in Royal Decree 1336/2005.

The General Council of the ONCE is empowered by the current regulations to freely adopt as many commercial measures as necessary for the exploitation of this lottery, always within the limits established by the Royal Decree 1336/2005 as regards the price of the ticket, the percentage of prizes allocated for each series and the maximum volume of sale and issue.

By virtue of these powers, the General Council of the ONCE approved in January 2006 the beginning of the marketing of the "instant lottery of ONCE tickets", the regulation of which is reflected in this Regulation.

The participation in the products of this lottery mode is subject to the prohibitions and verifications and controls that are laid down in the applicable regulations, which are included in this Regulation.

This lottery is marketed in two media: physical and electronic. In physical support, the main feature is the use of paper-issued tickets in which one or more parts of each ticket, each called a play area, is covered with a layer of latex, which is scraped by discovers the contestant the possible prize. In electronic support, the area or areas of play will be displayed by computer animation to reveal the contestant, using different resources, similar to the physical revealed action.

The marketing of the products of this lottery mode may also be performed by using any other form of participation whose support is material, computer, telematic, telephone or interactive. that there is or may exist on the market, that it provides a full guarantee to consumers and to the protection of minors, in accordance with the legislation in force. For the introduction of these new supports, an amendment to this Regulation shall be adopted at the time, which shall contain the regulation of the new aspects necessary for its full implementation.

The marketing of the physical tickets of the lottery mode called "Instant Lottery of the ONCE tickets" will be made by means of the authorized sales points, understanding as such to the selling agents with a working relationship with the ONCE and other natural or legal persons in its external commercial network who have concluded an agreement with the ONCE for its marketing and without prejudice to its distribution through other channels, in the terms provided for in the applicable rules.

This Regulation regulates the general marketing conditions for the "instant lottery of ONCE tickets". The specific characteristics of each product group, such as support, ticket price, percentage and distribution of prizes per series, product performance mechanics and all issues deemed necessary, reflect in Appendices numbered and independent to the Regulation.

The rules contained in the Appendices shall be valid from the date indicated in each of them and an indefinite duration, as long as they are not repealed, but the date of commencement of the effective marketing of each product, the determine the General Council of the ONCE and will be published in a Resolution of the Chair of the Permanent Commission of the Council of Protectorate, on the lottery products of the ONCE.

The ONCE shall apply to the awards obtained the withholding tax determined by the tax rules in force at any time, as indicated in this Regulation.

Article 1. General features.

1.1 This Regulation aims to establish the conditions governing the purchase of lottery tickets called the "instant lottery of ONCE tickets" and their products.

1.2 The lottery mode called "ONCE instant ticket lottery" consists of the possibility of obtaining a predetermined prize, according to the program of prizes established to the effect, which is defined or graphically represented on the ticket acquired by the contestant and is invisible to that contestant until it proceeds to his or her revealed, either by scraping the latex layer covering the area or play areas of the physical ticket, or in the analogous form to be determined in each of the products in electronic support.

1.3 There are two types of support for instant lottery products: physically printed tickets and electronic tickets represented graphically on the Internet, via the official game web page the ONCE (www.juegosonce.es).

1.4 The introduction of new media for the marketing of instant or presorted lottery, whether electronic, telematic, or interactive, will be regulated by an amendment to this Regulation.

1.5 The lottery mode product unit called "ONCE ticket lottery" represented by physical support is called a physical ticket. The product unit in electronic support is called an electronic ticket. The term ticket is used interchangeably to name the product unit of both media.

1.6 The purchase of tickets for the products of the instant lottery, implies the knowledge of this regulation by the buyers and their adherence to the rules included in it, being subjected all the actions of the game to those standards.

1.7 In the case of electronic tickets purchased through the official web of the ONCE game, the purchase also assumes the knowledge and adherence to the "Conditions of the contract of the ONCE".

Article 2. Product-specific conditions.

2.1 Based on the provisions of the current regulations, the General Council of the ONCE may approve the marketing of different groups of products of the lottery mode called "instant lottery of ONCE tickets". which shall be differentiated from each other on the basis of one of the following characteristics: the price of the ticket, the prize structure, the working mechanics of the product or the marketing support.

2.2 The agreement of the General Council of the ONCE, determining the particular conditions of each product group of the "instant lottery of ONCE tickets", once verified by the Council of Protectorate, publish in the Official Journal of the State as a consumer guarantee and shall be included in this Regulation as a differentiated Appendix. The agreement of the General Council of the ONCE shall express for each group of products, at least, the number of tickets of each series, the price, the structure and the percentage allocated to prizes per series, the mechanics of operation of the product, the support and the date of validity of the Appendix.

2.3 In agreement or independent agreements referred to in the above point, the ONCE will set the effective start dates for marketing and, in its case of completion and the commercial name of each particular product of "lottery" ONCE ticket snapshot ".

2.4 The issue of each "ONCE instant ticket lottery" product will be split into ticket series. The number of tickets contained in each series will be set in the Appendix for each product. The number of strings that make up the global issue of a product will be variable.

2.5 The issue volume of the various products of the "ONCE instant ticket lottery" will respect the annual emission limit set out in Royal Decree 1336/2005 of November 11.

2.6 In the quarterly Resolution of the Chair of the Permanent Commission of the Council of Protectorate on the lottery products of the ONCE published in the Official Gazette of the State, the rules governing the "instant lottery of ONCE tickets", and the relationship of products to be marketed in that quarter.

Article 3. Marketing of tickets.

3.1 The marketing of the physical tickets of the instant lottery will be made by means of authorized outlets, without prejudice to their distribution through other channels, in the terms provided for in the regulations applicable.

3.2 Authorized sales points, sales agents with working relationship with the ONCE and the natural or legal persons referred to in Article 5 of this Regulation are considered.

3.3 The marketing of electronic instant lottery tickets will be made via the official ONCE game website.

Article 4. Point-of-sale terminals.

4.1 The point of sale terminal is any computer terminal or solution, duly approved by the ONCE, that ensures the online connection between the authorized outlets and the Central System of Game Control of the ONCE. Where necessary, the point of sale terminals shall be adapted for operation by persons with visual impairment or with other types of disabilities.

4.2 Along with other administrative tasks, the point-of-sale terminal will be used by points of sale for validation of award-winning physical tickets and for the registration of their payment.

Article 5. Marketing of the sale of instant lottery products by natural or legal persons other than the vendors of the ONCE.

5.1 The ONCE may enter into agreements with natural or legal persons other than its agents, for the marketing of physical tickets for the products of the "instant lottery of ONCE tickets". Each of these persons may have one or more points of sale.

5.2 Through such agreements, the ONCE will empower the outlets of these natural or legal persons to sell physical tickets of the instant lottery products regulated in this Regulation and to pay prizes of the instant lottery products in the terms referred to in Article 15 (5) of this Regulation.

5.3 Each of the points of sale of these natural or legal persons will have a terminal point of sale connected to the Central System of Control of Game of the ONCE, for the validation of the awarded physical tickets, for the registration of your payment and to perform other administrative tasks.

5.4 In the agreements referred to in paragraphs 1 and 2 above, the points of sale will be expressly committed to respecting all the rules of the ONCE game, and in particular that of the safety of the processes and the responsible gaming policy.

5.5 The ONCE will maintain the ownership of the instant lottery mode in all its aspects: product approval and modification, prices, prize structure, game mechanics, regulations, supports, control systems, etc.

5.6 The physical instant lottery tickets held at the point of sale will be the property of the ONCE until the moment when the start of the sale of the book of tickets is recorded in the Central System of Game Control of the ONCE to which they belong.

Article 6. Bans to play the ONCE instant lottery.

6.1 The purchase of ONCE Instant Lottery products, whatever their marketing support, is prohibited for the following persons:

a) Those under 18 years of age.

(b) Persons who are legally incapacitated or by a judicial decision, in accordance with the provisions of civil law.

c) Persons who have voluntarily requested that access to the game be prohibited or prohibited by a firm judicial decision.

d) Natural persons linked to the ONCE in the field of play.

e) Other people who set the current regulations at any time.

The persons listed in paragraphs (b) and (c) above shall be registered in the General Register of Access to the Game.

The persons referred to in paragraph (d) above shall be registered in the Register of natural persons linked to the ONCE in relation to the game.

The content and criteria for the management and operation of the Register of natural persons linked to the ONCE in the field of play will be approved by the General Council of the ONCE, published on the official website of the ONCE.

6.2 The sale to the public of physical instant lottery tickets on the inside and tickets of school centers is also prohibited.

6.3 The authorised sales points shall report on the prohibitions referred to in paragraphs 6.1 and 6.2 above and on the harmful effects of non-playing practices.

Article 7. Characteristics of the physical tickets.

7.1 The physical "ONCE ticket lottery" ticket constitutes the document or title with which the contestant participates in the game. In its preparation, the ONCE guarantees its inviolability and its unfalsifiable character, the random but certain distribution of the prizes of the game and the ignorance of the awarded tickets, until the moment of its revealed.

7.2 The physical ticket will be identified by the "ticket code", formed by the combination of the following:

Identification Code: A combination of 26 numbers that will appear on the back of the ticket.

Pin Code: A combination of 4 numbers that will appear on the front of the ticket, and which along with the identification code will determine if a ticket is awarded and the possible prize amount.

A two-dimensional code will appear that, containing the ticket code in graphic characters, will allow automatic reading of the area or areas of play.

7.3 This is called a play area for that part of the physical ticket in which the graphic of the possible prize is hidden according to the mechanics of the performance of each product. On the physical ticket this area presented on the front, is covered by a layer of latex, hiding the possible prize, the pin code and the two-dimensional code. On each ticket there may be one or more play areas.

7.4 The code will be unique and biunivocal for each physical ticket, and will be assigned by the company's supplier of the tickets. The biunivocal character is preached with respect to the unique and absolute correspondence between the recorded data for each physical ticket in the Central System of Game Control of the ONCE and those reflected in each physical ticket.

7.5 The lack or manipulation of the code of the physical ticket and the two-dimensional code implies the loss of validity of the ticket, without the right to any prize or to the refund of the amount of the ticket.

7.6 On the front of the physical ticket, at least the following common elements will be printed:

a) Logotype or business name identifying the product.

b) A brief message with the mechanics of operation of the product that will clearly identify the area or areas of play.

c) The unit price of each ticket.

d) One or more play areas, covered by a layer of latex, with the expressly delimited zones that may correspond, and differentiating the location by the existence of indicative, by its location and by its color.

e) Manufacturing code, not valid for the contestant.

Article 8. Features of electronic tickets.

8.1 The electronic ticket as electronic support of the "instant lottery of the ONCE" constitutes the document or electronic title with which the contestant participates in the game. In its preparation, the ONCE guarantees its inviolability and its unfalsifiable character, the random but certain distribution of the prizes of the game and the ignorance of the awarded tickets, until the moment of its revealed.

8.2 The electronic ticket will be identified by the "electronic ticket code", unique identifier that will be assigned to you by the Central System of the ONCE game, at random, at the time of purchase.

8.3 The "electronic ticket code" is unique and biunivocal for each ticket, and is assigned by the "random numbering generator". The biunivocal character is preached with respect to the unique and absolute correspondence between the recorded data for each electronic ticket on the official web of play of the ONCE as part of the Central System of Game Control of the ONCE and the reflected in the each electronic ticket.

8.4 This is called a play area for that part of the electronic ticket, in which the possible prize is hidden by means of a working mechanics. On each electronic ticket there may be one or more play areas.

8.5 The manipulation of the image of the electronic ticket or the code displayed implies the loss of validity of the ticket, without the right to any prize or to the refund of the amount of the ticket.

8.6 Electronic tickets are formed, at least, by the following items:

a) The identification of the instant lottery product.

b) The necessary messages to ensure the understanding of the mechanics of the game.

c) The unit price of each ticket.

d) One or more play areas with the delimited zones that might correspond.

e) "Electronic ticket code" consisting of 20 digits.

8.7 Electronic tickets are generated at the time of purchase by the "random number generator", at the time of being part of an electronic file certified for the purposes of auditing back.

8.8 The "random numbering generator", whose algorithm and confidentiality are duly certified by an external company, different from the developer of the same, will ensure the correct distribution of the awards for each series of each product.

8.9 There will be a certified electronic file for each of the marketing dates for the electronic support, which will contain at least the "electronic ticket code", the product, the date and time of purchase, the date and time when the game is unveiled, the ticket result, the prize category, if any, and the purchase customer code.

8.10 the certified ticket purchase file, will be treated by the ONCE with the maximum security and confidentiality criteria. In addition, the ONCE will deliver monthly, a copy of each daily certified file to a public fedor or an independent third party, which will take care of its custody, at least for the year following the date of purchase, as well as, if applicable, in those assumptions to be in place, in accordance with this Regulation and the applicable legislation.

Article 9. Computer files for tickets on physical media.

9.1 Along with physical "ONCE ticket lottery" physical tickets, the instant lottery ticket provider will supply ONCE, for each order of series, a computer file that will contain the coding of the awarded tickets, consisting of a part of the identification code and the four digits of the pin code.

9.2 Access to such a file will be done by an algorithm owned by the supplier company, thus preventing the information from being crossed prior to the disclosure of the ticket by the contestant.

9.3 The identification code file will be processed by the ONCE following security and confidentiality criteria. This same standard will be required of the company providing the tickets, which will keep a copy of each file delivered. In addition, the ONCE will give another copy of each file to a public fedor or an independent third party, which will be in charge of its custody, at least until the date of completion of the product, as well as, where appropriate, in those cases where the place in accordance with this Regulation and the applicable legislation.

9.4 Once the file has been uploaded to the ONCE's Central Gaming Control System, the ONCE General Directorate will implement strict security measures, in accordance with the existing standards at every moment in the market.

Article 10. System of Gaming and Operating Mechanics of the products in physical support.

10.1 The working mechanics of each product marketed in physical tickets will be described in the corresponding Appendix, and will be shown briefly on the front of the physical ticket.

10.2 Once the physical ticket is acquired, and in order to discover if it is awarded and, if applicable, the prize amount, the system to discover the prizes will consist of the contestant proceeding to the scratch of the latex layer which covers the area or play areas of the ticket, depending on the mechanics of the product's performance.

Article 11. System of Gaming and Mechanics of Operation of Products in Electronic Support.

Article 12. Instant lottery purchase over the Internet.

12.1 In order to be able to purchase ONCE lottery products on the Internet, the customer must register prior to the purchase on the official web of the ONCE game.

12.2 In the registration process, the identity and age of the registration shall be verified, and it shall be verified that it is not in any of the prohibitions provided for in Article 6 of this Regulation. In addition, the customer must expressly accept the "ONCE playing contract terms".

12.3 In order to comply with the above paragraph, the ONCE will verify the identity of the applicants through the "System of Verification of the Identity of the Participants" of the General Directorate of Management of the Game (Ministry of Finance and Public Administrations), as well as its non-registration in the General Register of Access to the Game and in the Register of natural persons linked to the ONCE in matters of play.

12.4 In case it is not possible to verify the identity of the applicant or is registered in any of the above Records, the registration of the same as the user of the Web of the games of the ONCE.

12.5 The ONCE shall regularly verify that the users of the official web-game of the ONCE are not registered in the Registers referred to in Article 12.3. previous. In the event that their inclusion is verified in any of the above, the ONCE shall suspend the registration of the user and prohibit their participation in the products covered by this Regulation.

12.6 The Internet user's relationship with the ONCE will be governed by the "ONCE playing contract conditions" and, in particular, the following:

a) The Internet user will have a virtual account that is confidential and accessible only by the user and by the ONCE.

b) In each user's virtual account will be reflected the income made by the user for the purchase of lottery products from the ONCE, the purchases of electronic tickets, as well as the prizes obtained. In order to make your purchases on the Internet, the user must use the functionality intended for the effect on the official web of the ONCE game.

c) The user will have a record in their virtual account with the confirmation that their purchase order is made.

d) The user will be able to view their purchase in the registration areas enabled for this within the user profile, as well as in the purchase extracts which will be able to print and will have full validity as proof of their participation, provided that the recorded data exactly matches the printed extract.

e) All purchase transactions will be recorded on the ONCE Central Gaming Control System. This record shall consist of the electronic tickets actually purchased, the amount, the date, the time, the purchase session and the control code.

Article 13. Tickets participating in the game.

These tickets will be published on the official web of the ONCE game, as a guarantee of the consumers, being forbidden the sale of the same ones.

13.2 No product tickets may be sold after the end date of the product as regulated in Article 19 of this Regulation.

13.3 Contestants will be able to reject those partially scratched physical tickets in which the prize, pin code, or two-dimensional code is fully or partially appreciated.

13.4 Acquired the ticket by the contestant, the check of the existence or not of the prize will be performed according to the operating mechanics regulated in the Appendix of the product.

13.5 In the case of electronic tickets purchased by the Internet, the transaction will be considered formalized as long as the purchase is complete, using the balance of the virtual account.

13.6 Once the recipient has made delivery of the physical ticket to the contestant or has validated the purchase of the electronic ticket made by the Internet, through the official web of play of the ONCE, according to the procedures laid down in the "Conditions of the ONCE contract of play" shall not be cancelled.

Article 14. The price and prizes.

14.1 The unit price per ticket and the percentage and structure of prizes per series of each product shall be set by the General Council of the ONCE, in accordance with the provisions of its Statutes.

14.2 The percentage of prizes will be calculated for each string. The prizes of the awarded physical support tickets, will be determined at the time of manufacture and printing of the same, while the prizes of the tickets in electronic support will be determined at the moment of proceeding to their marketing. In both cases they will be randomly assigned between the tickets that make up each series. The percentage of prizes will be the same for all series of the same product.

14.3 Each product ticket series will have multiple award categories. The prizes are sorted by categories of major to minor, corresponding to the first category to the highest prize. The award categories may vary according to the product in question.

14.4 The price of the ticket, the percentage of prizes per series and the prize structure, with indication of each of the categories of prizes of each product, will appear regulated in the Appendix to this Regulation corresponding to that product.

Article 15. Payment of prizes.

15.1 Only awarded tickets participating in the game may be paid for as set out in Article 13 of this Regulation.

15.2 The award-winning physical ticket is payable to the bearer against his presentation and delivery, and cannot be replaced by any other document or testimony.

15.3 Award-winning tickets purchased on the Internet are payable to the registered user as holder of the ticket in accordance with the rules and procedures set out in the "Conditions of the ONCE Game Contract" and the present Regulation.

15.4 The payment of the prizes of the physical tickets of the "instant lottery of the ONCE" can be managed in the Centres of the ONCE, which currently are the Territorial Delegations, Directorates of Zone, Directorates of Support and Agencies, as well as in those Credit Entities with which the ONCE has concluded this service, during the time each has enabled for this purpose, upon presentation and delivery of the award winning ticket, only valid document for accredit the award.

15.5 The points of sale may pay for physical tickets awarded for amounts not exceeding 200 euros (200 €) or to redeem the prize amount for other licensed lottery products that the ONCE would have given them for your marketing.

15.6 The payment of the awarded tickets purchased by Internet, will be managed exclusively through the official web of play of the ONCE, being paid in the virtual account of the user.

15.7 On tickets purchased in physical support, the ONCE will pay the amount of tickets awarded by bank transfer, except for tickets with a prize of less than six hundred euros (600 €) in which you will be able to cash payment.

15.8 In all prizes equal to or greater than two thousand five hundred euros (2,500 €), the support of which is a physically printed ticket, the ONCE will require the complete identification of the person holding the ticket and verify that it is (

15.9 In no case will prizes be paid less than two thousand five hundred euros (2,500 €) to minors.

15.11 ONCE will not assume obligations for agreements concluded by third parties with the person who presents the ticket in physical support or by the holder of the electronic tickets purchased on the Internet.

15.12 No prize shall be awarded to the tickets referred to in paragraph 13.1 of this Regulation.

Article 16. Checks for awarded tickets.

16.1 The ONCE will perform the validations and controls it deems appropriate to ensure the accuracy of the award winning ticket.

16.2 For the credit of the awarded tickets, whatever their support, the ticket code must match the one registered with the Central System of Game Control of the ONCE.

16.3 For security and control reasons, the ONCE may delay payment of the awarded tickets by collecting the award-winning physical ticket against the delivery of the appropriate justification to its bearer, and must be returned the time of receipt of the corresponding amount.

16.4 For the same reasons, ONCE may delay payment of tickets purchased by the Internet.

16.5 The ONCE will suspend the payment of prizes of up to two thousand five hundred euros (2,500 €) corresponding to participants who at the time of the payment are minors or are registered in any of the the records of Article 6.1 of this Regulation. If, after making the appropriate checks, it is found that the participant is unable to purchase game products from the ONCE, the corresponding prize shall not be paid, the amount of which shall be for the social purposes of the ONCE.

Article 17. Tax withholding applicable to award-winning tickets.

17.1 According to the tax rules applicable to the payment of the awards of the ONCE to natural persons, at the time of the credit of the prizes exceeding 2,500 euros the ONCE will apply a retention on the part that exceeds the amount, paying the customer the amount of the prize minus their retention.

17.2 In the case of physically printed tickets to which the above retention applies, the ONCE shall verify the age of the participant by reference to the Identity Verification System of the General Directorate In the case of the Management of the Game, and which is not registered in any of the Registers governed by Article 6.1. of this Regulation.

17.3 In the case of non-resident natural persons in Spain whose age cannot be credited through the Participant Identity Verification System, the ONCE shall verify their age by means of the passport, identification, residence card, or any other document admitted in law.

Article 18. Impaired physical tickets.

18.1 Award-winning physical tickets shall not be paid when the tickets, cross-cuts, amendments, deterioration or scrapings are appreciated in the same, both in the area of the front and in the identification code of the reverse, or any other alterations or manipulations that prevent or hinder your total and perfect identification and authentication as award-winning tickets, as well as the prize that has been awarded to you.

18.2 Therefore, broken tickets will be paid only when they contain in full and in a single fragment the code of the ticket and the two-dimensional code.

Article 19. Completion of a product.

19.1 In general, where the General Council or the Directorate-General of the ONCE considers it appropriate, in consideration of market circumstances, to approve, by agreement or resolution, the completion of a product, establishing the dates for the completion of the marketing of tickets, and the limit for the payment of the prizes, which will be brought to the attention of the Council of Protectorate of the ONCE.

19.2 Between the date of completion of the marketing of physical tickets and the deadline for the payment of the awarded tickets, a period of thirty calendar days will elapse.

19.3 For products marketed in physical support, the completion of which has not been published in the Official Gazette of the State, the ONCE will publish on the official web of play of the ONCE and in three newspapers of national circulation the Agreement of the General Council or the Resolution of the Director General of the end of the product with, at least, 60 calendar days in advance of the deadline for the payment of the awarded tickets. The Agreement or Resolution will contain the product's marketing completion dates, as well as the limit for the payment of award tickets.

19.4 For products marketed in electronic support, the ONCE shall publish the General Council Agreement or the Resolution of the Director General on the completion of the product on the official web of play of the ONCE with, at least, 60 calendar days in advance of the deadline for the payment of the awarded tickets. The said Agreement or Resolution will contain the product's marketing completion dates.

19.5 The General Council of the ONCE may fix the date of the end of the marketing of tickets and the deadline for the payment of prizes or the communication of the data of the holder of the electronic ticket awarded of a product in the agreement on the launch of the product, in compliance with the time limit set out in points 2, 3 and 4 above. In this case, the dates of completion and limit of the payment of prizes will be included in the Resolution that publishes this product in the Official Gazette of the State, not being necessary its publication in three newspapers of national circulation. Also, the end-of-market and prize-credit dates will be on the back of the instant lottery tickets on physical media.

19.6 For products marketed in electronic support, the official gaming Web of the ONCE will report on the screen of access to this product, at least one week before the end of the product, on the marketing completion dates.

19.7 If the last day of the collection of the prizes is Saturday, Sunday or festive, the same shall be extended until the following first working day, not considering, for these purposes, as working on Saturday.

19.8 When in a judicial process, the competent judicial authority orders the suspension of the payment of the prize corresponding to a ticket, and after that the deadline for the payment of the tickets reward or communication of the data of the holder, the deadline shall be extended until the final judgment is delivered.

19.9 Transcursed dates, tickets cannot be placed on the market or awarded tickets.

Article 20. Advertising of the Regulation and attention to consumers.

20.1 For the purposes of ensuring the rights of consumers, on the back of each ticket in physical support, at least one summary of the prize structure, as well as an extract of the terms of the Regulation, must be recorded. of greater interest to the contestant and the reference to the physical and electronic places where the complete Regulation can be obtained, as well as the Appendix number of the product.

20.2 Also, on the electronic ticket purchase screens on the official ONCE game web page, a link will appear on the page where the text of the full regulation is.

20.3 This Regulation and its amendments, once the ONCE Protectorate Council has verified that it complies with the provisions of Royal Decree 1336/2005 of 11 November, and the procedures and criteria of applicable control, shall be published in the Official State Gazette, as a guarantee for consumers.

20.4 Consumers will be able to present in the ONCE centres any complaints about the deficiencies in the provision of the service. The buyer will also have the "ONCE instant ticket lottery" regulation at its disposal, at the ONCE Centres and on the ONCE's official gambling website.

20.5 The "Conditions of the ONCE Game Contract" will be approved by the Director General of the ONCE.

20.6 The "Conditions of the ONCE's gambling contract" shall be in accordance with the provisions of this Regulation and the legislation in force. Such conditions should provide a full guarantee to consumers and users, as well as to the protection of minors.

20.7 The aforementioned "Conditions of the ONCE contract" will be published on the official website of the ONCE and will be entered in the Register of General Conditions of the Contracting, as a guarantee of the consumers.

Article 21. Resources and claims.

21.1 Against the acts of the Organization in relation to the "instant lottery of the ONCE tickets", the interested parties may make a complaint to the Director General of the ONCE, within one month from the day following the date of notification of the act.

21.2 Against the decision of the Director General, the interested parties may bring an appeal before the General Council of the ONCE, where the amount of the claim is equal to or less than thirty thousand euros (30,000 €), or, before the Council of Protectorate otherwise; resources that will exhaust the administrative route prior to the court. The maximum period for the interposition of this appeal shall be one month from the day following the date of notification of the decision of the Director-General.

21.3 Both the complaint and the appeal stage to the General Council of the ONCE will be given express resolution.

21.4 The maximum time limit for the resolution of complaints and appeals by the organs of the ONCE will be two months, counted from its presentation. The period indicated shall be interrupted by any act of the procedure, including the practice of evidentiary elements, the estimated duration of which is greater than one month. The suspension of the procedure and the subsequent extension of the time limit shall be agreed by express and notified resolution to the person concerned, without, in any event, the suspension in itself leading to a delay of more than three months.

21.5 After the duration of the procedure or extended, where appropriate, without the ONCE having been given a decision, the appeal must be dismissed, with the exception of the appeal being brought before the Council. The ONCE general would have brought an action against the dismissal by the deadline without the Director-General of the ONCE having issued a decision on the complaint lodged, in which case the appeal must be understood.

21.6 Claims must contain the identification of the ticket code, of the supposed award winning ticket.

Additional disposition.

For all matters relating to the marketing of instant lottery products via the official ONCE game Web that are not regulated in this Regulation, the provisions of the " Conditions of the Contract of play of the ONCE ". In the event of a discrepancy between those conditions and this Regulation, the provisions of the Regulation shall prevail.

Repeal provision.

The regulation of the products of the game modality called "Instant Lottery of the ONCE", published in the Official Gazette of the State on 20 September, is hereby repealed. 3. Specific Rules for Payment of Awards.

The prize payment for the first category will be made as follows:

3.1 The amount of five thousand euros (5,000 €) in cash and the first payment of six thousand euros (6,000 €) will be paid, once discounted the corresponding tax withholding, against the presentation of the award winning ticket in any of the Centres of the ONCE or Collaborating Credit Entities, as referred to in Articles 15 to 19 of this Regulation.

3.2 Payment of the annuities from the second to the fifth of the prize, both inclusive, net of tax withholding, will be executed by the Credit Entity designated by the agraciate of among the concerted by the ONCE for the payment of these prizes, during the four years following the filing of the ticket. Such payment shall be made on the 15th or the working day following the month of February, May, August or November of each year, depending on whether the presentation of the ticket takes place during the first, second, third or fourth months. quarter, respectively.

3.3 Against the award of the award-winning ticket, the person shall receive the amount of the first payment indicated in point 3.1 above and a document justifying his/her right to charge the annuities from the second to the fifth; at the same time, and in the same document, grant receipt of the first payment and shall communicate the designated Credit Entity from among those agreed by the ONCE for these payments.

3. Specific Rules for Payment of Awards.

The prize payment for the first category will be made as follows:

2. Operating Mechanics.

a) Tickets for this product have two play zones and one given:

One of the zones is called a "prize zone" and consists of several rows, each one of a color, with the prize table and possible immediate prizes.

The other zone is called "Color Zone" and has 60 boxes arranged in the form of 6 x 10 grid. The boxes can have multiple colors or special symbols.

b) The player must actuate the given eight times.

c) Each time the die is actuated a color appears in it, and the rows of the row or lower rows of the "color zone" that form a block of boxes equal to the same color as the one obtained by the given, pass to the row of the "prize zone" of that color.

For these purposes, a block of boxes of color x is made up of one or more boxes of that color x that meet any of the following conditions:

The x color box is in the lower row.

The x-color box is just above, to the left or to the right of any box of that color x, which is part of the block.

The gaps left are covered by the top boxes.

d) If any of the boxes that make up a block contains an amount, you get an award for that amount immediately, and if it contains an additional spin it gives the right to throw the dice again.

e) If once completed the eight or more spins, in the prize zone some row and color has been completed, the prize corresponding to that row and color is won.

f) A ticket may have more than one prize, the corresponding prizes being cumulative.
