The organic law 2/2006, of 3 may, education, provides in article 39.6 to the Government, after consultation with the autonomous communities, establish qualifications corresponding to the studies of vocational training, as well as the basics of the curriculum of each of them.

The organic law 5/2002, of 19 June, qualifications and vocational training, establishes in article 10(1) that the General Administration of the State, in accordance with the provisions of article 149.1.30. 1st and 7th of the Constitution and after consultation with the General of the vocational training Council, shall determine the titles and certificates of professionalism, which will constitute vocational training offers relating to the national catalogue of professional qualifications.

The law 2 / 2011, of 4 of March, of economy sustainable, and it law organic 4 / 2011, of 11 of March, complementary of the law of economy sustainable, by which is modify them laws organic 5 / 2002, of 19 of June, and 2 / 2006, of 3 of mayo, have introduced an ambitious set of changes legislative needed to encourage and accelerate the development of an economy more competitive more innovative, able to renew the traditional productive sectors and make their way towards new activities demanding employment, stable and quality.

The Royal Decree 1147 / 2011, July 29, which establishes general vocational education system management, in its article 9 defines the structure of the titles of vocational training, on the basis of the national catalogue of professional qualifications, the guidelines laid down by the European Union and other aspects of social interest.

Moreover, this real Decree concrete in the article 7 the profile professional of such titles, that will include the competition general, them skills professional, personal and social, them qualifications and, in his case, them units of competition of the catalogue national of qualifications professional included in them titles, so each title will incorporate, at least, a qualification professional full, to achieve that them titles of training professional respond of form effective to them needs demanded by the system productive and personal and social values that enable to exercise democratic citizenship.

This frame normative makes necessary that now the Government, prior consultation to them communities autonomous, set each one of them titles that will form the catalogue of titles of it training professional of the system educational, them aspects basic of the curriculum and those others aspects of it management academic that, without prejudice of the powers attributed to them administrations educational in this matter , constitute them aspects basic of the curriculum that ensure a training common and guarantee the validity of the titles, in compliance with it willing in the article 6.2 of the law organic 2 / 2006, of 3 of mayo.

In addition, in each title will be determined access to further studies and, where appropriate, modalities and high school materials which facilitate the admission in the case of competitive, the validations, exemptions and equivalents and, where appropriate, information on the requirements for professional practice, according to the legislation in force.

In order to facilitate the recognition of credits between the titles of technical superior and teachings leading to degrees and vice versa, in the vocational training of top grade shall be established the equivalence of each professional ECTS European credits module, as defined in the Royal Decree 1125 / 2003 of 5 September, which establishes the European credit system and the system of scores of official university qualifications and validity throughout the national territory.

Thus, the present Royal Decree, in accordance with the provisions of the Royal Decree 1147 / 2011, of 29 July, establishes and regulates, in aspects and basic elements indicated above, the title of professional training of the educational system of senior technician in medical clinic.

Also this real Decree responds to them principles of efficiency and austerity that have of preside over the operation of them services public established in the Real Decree-Law 14 / 2012, of 20 of April, of measures urgent of rationalization of the expenditure public in the field educational, with regard to the possibilities of its implementation.

The present Royal Decree aims at the establishment of the title of senior technician in electro-medicine clinic, with official and valid throughout the national territory, as well as the corresponding basic aspects of the curriculum.

CHAPTER II identification of the title, professional profile, foresight and professional environment of the title in the sector or sectors article 2. Identification.

The title of senior technician in electro-medicine clinic is identified by the following elements: name: electro-medicine clinic.

Level: Higher-level vocational training.

Duration: 2000 hours.

Professional family: Electricity and electronics.

UC1272_3: supervise and carry out the installation of systems of Electromedicine and their facilities associated.

UC1273_3: Plan and manage the maintenance from the electromedical systems and their associated facilities.

UC1274_3: supervise and carry out the maintenance of systems of Electromedicine and their facilities associated.

Article 7. Professional environment.

1. persons who obtain this title to pursue their activities in technical services dedicated to installation and/or maintenance of facilities, systems and clinical electromedical equipment belonging to health centres public or private, and in the departments of technical assistance or attention customer dedicated to advisory or execution of Assembly and maintenance facilities, systems and clinical electromedical equipment belonging to manufacturing companies distributors or providers of such services, public or private, nature irrespective of their legal form and size, or self-employed. The activities developed in their professional field are subject to Regulation by the competent authorities.

Article 11. Spaces and facilities.

3. those who have obtained the accreditation of all units of competence including in the title, by the procedure laid down in the Royal Decree 1224 / 2009 of 17 July, of recognition of the skills acquired by experience, can validate professional training and labour orientation module always that:-credited, at least one year of work experience.
