The Organic Law of 19 June, of Qualifications and Vocational Training, aims at the organisation of an integral system of vocational training, qualifications and accreditation, which will respond effectively and transparency of social and economic demands through the various forms of training. To this end, it creates the National System of Qualifications and Vocational Training, defining it in Article 2.1 as the set of instruments and actions necessary to promote and develop the integration of vocational training offerings, through the National Catalogue of Professional Qualifications, as well as the evaluation and accreditation of the corresponding professional skills, in order to promote the professional and social development of the people and cover the needs of the production system.

The National Catalogue of Professional Qualifications, as set out in Article 7.1, is designed to facilitate the integrated nature and adequacy of vocational training and the labour market, as well as training throughout life, the mobility of workers and the unity of the labour market. This catalogue consists of the qualifications identified in the production system and the training associated with them, which is organised in training modules.

Article 5.3 of the Organic Law of 19 June, gives the National Qualifications Institute the responsibility to define, develop and maintain the National Catalogue of Professional Qualifications, in its quality of technical organ of support to the General Council of Vocational Training, whose regulatory development is set out in Article 9.2 of Royal Decree 1128/2003 of 5 September, which regulates the National Catalogue of Qualifications Professionals, in accordance with Article 9.4, the obligation to maintain permanently updated by its periodic review which, in any case, shall be carried out within a period of not more than five years from the date of inclusion of the qualification in the catalogue.

Therefore, this order is issued in application of Royal Decree 817/2014 of 26 September 2014 laying down specific aspects of professional qualifications for the purposes of which it is amended, Article 7.3 of the Organic Law of 19 June

Thus, in this order, two professional qualifications of the Professional Family of Textile, Clothing and Piel, which have an age in the National Catalogue of Professional qualifications exceeding five years, to which Royal Decree 817/2014 applies, of 26 September.

In the process of drafting this order, the Autonomous Communities have been consulted and the General Council of Vocational Training and the State School Council have issued a report.

Under the joint proposal of the Minister for Education, Culture and Sport and the Minister for Employment and Social Security, I have:

Article 1. Object and scope of application.

This ministerial order is intended to update, with the replacement of the corresponding annexes, two professional qualifications for the textile, clothing and clothing professional family, including in the National Catalogue of Professional Qualifications, in application of Royal Decree 817/2014 of 26 September, laying down specific aspects of professional qualifications for the purposes of which they are amended, approved and approved Article 7.3 of the Organic Law of 19 June 2002 on the application of Article 7.3 of the qualifications and vocational training.

Updated professional qualifications are valid and are applicable throughout the national territory and do not constitute a regulation of professional practice.

Article 2. Updating of certain professional qualifications of the Professional Family Textile, Clothing and Skin, established by Royal Decree 1087/2005 of 16 September, establishing new qualifications (a) vocational training, which is included in the National Catalogue of Vocational Qualifications, as well as their corresponding training modules, which are incorporated into the Modular Vocational Training Catalogue, and certain qualifications are updated professionals of those established by Royal Decree 295/2004, of 20 February.

As set out in the single additional provision of Royal Decree 1087/2005 of 16 September 2005, the updating of professional qualifications, the specifications of which are contained in the Annexes, is based on CXXXVI and CXXXIX of the aforementioned royal decree:

One. A new wording is given to Annex CXXXVI, Professional Qualification Auxiliary operations of upholstery of furniture and mural. Level 1. TCP136_1, which is listed as Annex I to this order.

Two. A new wording is given to Annex CXXXIX, Professional Qualification Repair of footwear and leather goods. Level 1. TCP139_1, which is listed as Annex II to this order.

Final disposition first. Competence title.

This order is dictated by the powers conferred on the State by Article 149.1.1st and 30th of the Constitution, on the regulation of the basic conditions that guarantee the equality of all Spaniards in the exercise of rights and in the fulfilment of constitutional duties, and for the regulation of the conditions for obtaining, issuing and approval of academic and professional qualifications.

Final disposition second. Entry into force.

This order shall enter into force on the day following that of its publication in the "Official State Gazette".

PROFESSIONAL QUALIFICATION: AUXILIARY OPERATIONS FOR UPHOLSTERY OF FURNITURE AND MURAL

It develops its activity depending on its case, functional and/or hierarchically of a superior. The principles of universal accessibility are applied in the development of professional activity in accordance with the applicable regulations.

COMPETITION UNIT 1: SERVICING THE CUSTOMER AND PERFORMING PROVISIONING FOR UPHOLSTERED PROCESSES

Professional realizations and realization criteria:

RP 1: Understand the customer in the upholstery setting to determine the service according to the instructions of the responsible personnel.

CR 1.1 Customer needs are met according to the customer's characteristics, depending on the service request.

CR 1.2 Client requirements are identified, using question and active listening techniques, to determine the service that you may need.

CR 1.3 Complaints and complaints from clients that exceed their liability are transmitted to the immediate responsible staff, following the established procedure.

RP 2: Perform the reception and storage of furniture to repair, in accordance with pre-fixed criteria and instructions and, where appropriate, under the supervision of responsible personnel.

CR 2.1 The reception of the furniture is done by completing the record sheet with the customer's data, type of furniture and the possibility of repair.

CR 2.2 The damages of the upholstery in the furniture are detected, indicating the failures of the materials caused by improper manufacture or wear by the use.

CR 2.3 Repair operations are determined by observing the deterioration produced in the furniture.

CR 2.4 The repair budget is made on a fee basis taking into account its technical, aesthetic and quality characteristics.

CR 2.5 The accepted furniture and/or materials, with their repair order, are stored in the containers or areas arranged for the purpose.

CR 2.6 The established procedures and material handling are carried out in accordance with the applicable regulations on prevention of occupational risks and environmental protection.

RP 3: Perform the reception, distribution and storage of the goods for later use, according to quality criteria and pre-fixed instructions and, where appropriate, under the supervision of the responsible personnel.

CR 3.1 The materials received are labeled identifying them for immediate control.

CR 3.2 The established procedures and material handling are done in order, following the instructions received.

CR 3.3 The identified materials are stored in the containers or areas arranged for effect according to the labeling for later use.

CR 3.4 Temperature, humidity, warehouse lighting fit, keeping materials in perfect condition.

RP 4: Use the materials (yarns, fabrics, non-woven fabrics, hides, accessories, auxiliary products, among others), according to their characteristics, for their application in the process of upholstering, where appropriate, under the supervision of the responsible staff.

CR 4.1 Materials and products are prepared according to the manufacturing order for the upholstery process, taking into account the indications of the responsible personnel.

CR 4.2 The skins are displayed by matching model, characteristics (dimensions, thickness, prestes and batches, defects among others) and applications, forming lots for repair of upholstered articles, according to the technical and instructions for responsible personnel.

CR 4.3 Auxiliary materials and supplements (foams, animal or plant foams, guata, among others) are prepared according to their forms and/or characteristics, relating to the operations of the technical fiche, for the sequencing of the same, under the supervision of the responsible personnel.

CR 4.4 Material preparation and movement procedures are performed in compliance with applicable safety and health and environmental protection regulations.

Professional realizations and realization criteria:

RP 1: Organize the job position, making use of the upholstered order, in order to achieve the required quality, in the established time.

CR 1.1 The article, raw materials, techniques and procedures to be followed in the upholstery process are identified by analyzing the upholstered order.

CR 1.2 The identified materials are supplied in sufficient quantity and with the required quality, depending on the article to be upholstered, according to the conditions agreed with the customer.

CR 1.3 The measures or templates of the pieces contained in the upholstered order are checked against the dimensions of the parts from the unmounted of the article.

RP 2: Perform first-level operations, adjustments, and maintenance of machines and tools for furniture upholstery, according to established procedures, and where appropriate, under the supervision of responsible personnel.

CR 2.1 The tools and machines are prepared on the basis of the requirements of the upholstered order and types of materials used.

CR 2.2 The operator elements of the machines (cut, assembled and assembled, among others) and tools are adjusted, regulating them according to the material.

CR 2.3 The operating conditions of the machines and tools are modified by readjusting based on the results of the test operations.

CR 2.4 The first level maintenance is performed according to the technical documentation, detecting the failures of the productive elements of the machines and replacing the damaged or worn out to restore the conditions of the operation.

RP 3: Undress or undress the covers and fill of upholstered structures, identifying the parts and the order of extraction for use as a template and, where appropriate, under the supervision of the staff responsible.

CR 3.1 The extraction procedure is performed by following the preset sequence (outer and inner cover, padding and suspension or support, among others), according to the procedures, applying safety criteria.

CR 3.2 Parts of extracted (upholstered and/or filled) materials are marked and identified with the corresponding name, pointing to the direction in which they were placed.

CR 3.3 The list of component parts is made in the order in which they are removed, as a reference for the reverse mounted.

CR 3.4 The position and direction of folds, as well as the specific details to be taken into account are marked in the removed parts, signaling it in the template or pattern.

CR 3.5 The templates or patterns are made from the reproduction on paper or cardboard of the removed parts, indicating the corresponding signs.

RP 4: Mark the parts and accessories, taking into account the characteristics of the materials, for later cutting, and where appropriate, under the supervision of the responsible personnel.

CR 4.1 Materials (fabric or outer skin, inner fabric, padding, supports, lining, among others) are prepared taking into account their conditioning (texture, color, drawing, defects, among others).

CR 4.2 The fabric extends over the table according to the procedure (unicapa or multilayer, no folds, aligned, with tension, sense of thread and direction, among others).

CR 4.3 The skin positioning is performed by checking the loan, without tension and without folds, facilitating the marking and cutting.

CR 4.4 The spread of fillers (guata, muleton, foam and others) is held on the table, preventing mobility, facilitating the marking and subsequent cutting.

CR 4.5 The parts are marked from the shape and/or dimension of the pattern or template, pointing to picketing and perforations, according to specifications.

CR 4.6 The cut is performed by established procedures and techniques, complying with applicable safety regulations, precisely adjusting the shape and size indicated, without deformation of the parts profiles, marking piquettes and perforations.

CR 4.7 The cut components are identified by grouping according to the assembly order for the upholstery.

CR 4.8 The generated documentation is completed according to the established procedures.

RP 5: Assemble, by stitching or other bonding techniques, the prepared parts of materials and accessories to obtain the upholstered with the intended quality in the production order according to the instructions received.

CR 5.1 The preparation for the assembly is done according to the technical information of the production order.

CR 5.2 The quality of the prepared parts and/or materials is checked, taking into account the shape, appearance and placement of trimmings and/or fornitures according to the production order, correcting the possible anomalies.

CR 5.3 The attachment is made taking into account the characteristics of the material, the type of assembly to be applied, following the pre-set sequence and complying with the applicable safety and health regulations.

CR 5.4 Auxiliary and ornamental elements (tassels, buttons, gallons, and others) are incorporated according to design.

CR 5.5 Add-ons (box cushions, cushions, among others) and/or items are reviewed in accordance with the quality criteria set out in the production sheet.

CR 5.6 Failure or minor defects are corrected under the responsibility of the operator, and communicating to the person responsible.

CR 5.7 The generated documentation is completed according to established procedures.

RP 6: Perform the operations of the upholstered assembly according to the characteristics of each piece of furniture and, where appropriate, under the supervision of the responsible personnel.

CR 6.1 The solidity of the structure or frame of the furniture is checked to support the mounting process of the upholstery according to the production technical tab.

CR 6.2 The structure or frame of the piece of furniture is prepared for the assembly, according to the production sheet.

CR 6.3 The suspension elements are positioned according to the structure (cinches, springs, wavy strips, and others), attaching the frame to the frame in such a way that it is strained, complying with the applicable safety and health regulations.

CR 6.4 The filling material (foams, animal or plant breeding, guata, and others) is distributed by adjusting it to the structure and shape of the model, applying established procedures and techniques.

CR 6.5 The interweaving of the components (seats, fronts, arms) is attached to the frame by means of the indicated elements (adhesives, staples, nails, screws, chinchettes and others), modeling to achieve symmetry and volume according to the established procedures and techniques.

CR 6.6 The outer cover of the upholstered and lined (lower and rear) is made by fixing the parts corresponding to each zone, applying established procedures and techniques, adjusting it to the structure and shape of the model.

CR 6.7 The decorative elements (tassels, buttons, gallons, and others) are applied in the places indicated by model.

CR 6.8 The generated documentation is completed according to the established procedures.

COMPETITION UNIT 3: PERFORM FRAMING, GUARNITY AND WALL ENTELLING, AND WALL-PANEL UPHOLSTERY

Professional realizations and realization criteria:

RP 1: Organize the work for the walls, ceilings, or upholstery of wall panels, interpreting the production order.

CR 1.1 The upholstered order is interpreted by identifying the item, raw materials, techniques, and procedures of the wall, ceiling, or upholstered process of wall panels.

CR 1.2 The identified materials are supplied in sufficient quantity and with the required quality, depending on the article to be upholstered, according to the conditions agreed with the customer.

CR 1.3 The measures or templates of the pieces contained in the order of the entelting are checked against the dimensions of the pieces of the unmounted of the article.

RP 2: Prepare the machines and tools to adjust them to a first level of maintenance according to the production order and, where appropriate, under the supervision of the responsible personnel.

CR 2.1 The preparation of the machines and tools is performed according to the order of upholstery.

CR 2.2 The operator elements of the machines (cut, assembled, finished) are adjusted according to the materials according to the production order.

CR 2.3 The parameters of the machines (cut, assembled, finished) are readjusted according to the results of the test operations.

CR 2.4 The first level maintenance is performed according to the technical documentation, detecting the failures of the productive elements of the machines and replacing the damaged or worn out, within the responsibility assigned and complying with the applicable safety and health regulations.

RP 3: Mark the cloths or panels for the entelting, from the characteristics of the materials, by cutting and assembling them according to the production order and, where appropriate, under the supervision of the responsible personnel.

CR 3.1 The material (unstitched or stitched fabric, mulleton or guata, and others) is prepared according to its characteristics (texture, color, drawing, defects, and others), number of pieces, among others for its later extended in the cutting table according to the procedure.

CR 3.2 The parts are positioned according to the shape and/or dimension of the panels or panels, controlling the situation of reasons, facilitating the cutting operation, complying with the applicable safety and health regulations.

CR 4.1 The state of the surfaces to be found is checked, avoiding the existence of highlights that damage the tissue or the appearance of the entelting, according to the production technical tab.

CR 4.2 The cardboard strips or rastrels (soft wood slats) are prepared for placement in a frame frame according to the technical tab and the procedures.

CR 4.3 The gaps in the walls (doors, windows, switches) are lined with slats facilitating the subsequent attachment of the entelation.

CR 4.4 The mulleton is placed inside the frame-frame, setting it according to the procedures by avoiding ripples when the tissue is tense.

CR 4.5 The elentate of panels or panels prepared for each wall, with or without muletches, is made directly onto the frame, according to the technical tab, complying with the applicable safety and health regulations.

CR 5.1 The materials (fabric, foam, mulleton among others) are prepared according to model or form of the conglomerate or plywood plate and according to the procedure and the technical tab.

CR 5.2 The foam or mulleton rubber is placed in the order indicated in the production order and fixed on the plate by contact tail or staples, depending on the article, complying with the applicable safety and health regulations.

CR 5.3 The tissue is disposed on the foam or muleton, centering the motifs or drawings, fixing with staples according to the article, modeling, obtaining the symmetry and volume, by the procedures and techniques established according to the production order.

CR 5.4 The article is tense and staple at the back, foraging it according to the procedures and the technical tab.

CR 5.5 The front end is performed according to the article, hiding the staples and pasting the accessories, (edging, cord or handrail tape and others).

CR 5.6 Failure or small finishing defects are corrected under the responsibility of the operator, communicating it to the person responsible.

CR 5.7 The generated documentation is completed according to procedures.

CE1.2 Identify the variables involved in the client's behavior and motivations according to the client's requirements.

CE1.3 In a convenient customer service scenario, you can perform the communicative process as part of the customer service.

C2: Receiving and storing the items for the upholstered following the instructions of a responsible person.
