He article 11 of the text consolidated of the law of classes passive of the State, approved by Real Decree legislative 670 / 1987, of 30 of April, attributed to the address General of Personal of the Ministry of Defense the competition for the recognition of rights passive and the concession of benefits of classes passive caused by the personal military.

Through the Real Decree 837 / 2015, of 21 of September, is modifies the Real Decree 454 / 2012, of 5 of March, that develops the structure organic basic of the Ministry of Defense, and modifies them functions attributed to the Subdirectorate General of costs of resources human, assigning to the Division of the service of support to the Personal, the function of processing them records recognize the passive rights and grant benefits of passive classes caused by military personnel.

This regulatory amendment made must adapt the above-mentioned delegation of powers to the new function attributed to the expressed support service Division staff, and make an order of delegation of powers that, in accordance with the new structure, can achieve maximum agility, coordination and effectiveness in the management of the services.
